For the past few years, information scientists have been making a lot of noise concerning the possibilities of "Quantum cryptography". The scheme is based on the quantum principle that you can't measure a physical entity without changing its state, even if it is only a minute quantum change. Eavesdropping on a message coded as single polarized photons of light (1 would be a photon polarized in a specific direction and 0 would be a photon polarized in the opposite direction) would result in changes of polarization of the photos that arrive at the legitimate receiver, thus revealing the presence of an eavesdropper. Earlier this year, Paul Townsend, of British Telecom Laboratories, in Ipswich, England, and Richard Hughes, of Los Alamos National Laboratory, in New Mexico, were claiming that it was no longer a question of physics, but a commercial question as to how soon a quantum cryptography system would be available. But this summer, the "physics" of the system fell through since it is based on producing pairs of photos with opposite polarizations. This means that the sender sends out the message using one photon from each pair. The receiver uses a code key (and specific polarized receiver) to read the message and make sure there has been no eavesdropping. But polarization as 1 or 0 for each photon in a pair is "indeterminate" in quantum mechanics until one of the two photons is "read" or "measured". The act of reading or measuring one of the paired photons instantaneously determines the opposite polarization for the other photon of the pair. A sender could send out the message "Yes", and suddenly measure incorrectly one of the paired photons that was not sent to the receiver, thus changing the message the receiver will read. The sender could legitimately claim that a clear and definite answer of "Yes" had been sent and that the problem was caused by eavesdropping. Such a lack of message integrity makes quantum cryptography impossible with this previously much- acclaimed technique. --------------------------------------------- Intelligence, N. 70, 17 November 1997, p. 15 ISRAEL - Yechiel Horev. In the U.S., "Secrecy & Government Bulletin usually takes overbearing American bureaucratic secrecy as its target. But in its September issue, the target was Israel and, specifically, Yechiel Horev, the "head of the most secretive branch of Israel's intelligence and security apparatus, called by the unwieldy name of "Memuneh al habitachon beMaarechet haBitachon (MLMB) or, approximately, 'the office in charge of security in the security system." The local Israeli press has recently mentioned the MLMB but can only refer to Horev as "Y". The MLMB seems to play the role of a centralized service to check the security of all other intelligence services and cover information security, physical security, industrial security and classic counterespionage. It obviously failed with regard to the assassination of Prime Minister, Yitzhak Rabin, in keeping track of extremist elements associated with Shin Bet internal security. But then, "Y" Horev is supposedly a hardliner, although relatively young, and couldn't "rock the boat" of the Israeli intelligence community. --------------------------------------------- Intelligence, N. 70, 17 November 1997, p. 28 FRANCE GENDARMES TEACH ECONOMIC INTELLIGENCE France's militarized rural police force, the Gendarmerie Nationale, proud of its "eight centuries of history", is the oldest of the French armed forces and a direct descendant of the ancient Marechaussee. It considers itself the embodiment of law and order, the ultimate representative of state authority and, nonetheless, "close to the people". Given its major current function as the law enforcement agency responsible for all of France, outside major cities, the Gendarmes are probably closer to the French public in general than any other official agency. It also acts as the state's Praetorian guard, the military police and anti-terrorist specialists. At the same time, the Gendarmerie Nationale is also proud of being a modern, technologically-advanced service. It has its own independent, secure, and encrypted telecommunications network and is under the orders of the Defense Ministry and not the Interior Ministry as is the Police Nationale and the DST internal security service. But Gendarmes' long-term relationship with the French public has also generated another less flattering image of the often drunken and dim-witted Gendarme eternally being beaten over the head with a bat by Guignol in traditional French puppet shows. Therefore, it wasn't without some serious smirks and muffled laughs that intelligence specialists learned that the Gendarmes are opening an economic intelligence school to teach French businessmen about industrial espionage. In a 10 June letter, the civilian director general of the Gendarmerie, Bernard Prevost, announced the 22 April creation of the Institute d'Etudes et de Recherches pour la Securite des Entreprises (IERSE) at the Centre d'Enseignement Superieur de la Gendarmerie (CESG) in Paris at the Ecole Militaire. According to Mr. Prevost, the IERSE was created at the request of the very discreet and little known Club de Defense Economique de l'Entreprise (CDEE), headed by Prefect Jacques Corbon, which brings together the security chiefs of 31 major French companies, including Aerospatiale, Credit Lyonnais, Institut Pasteur, Matra-Hachette, Total, Renault, and Rhone Poulenc. This industrial counter-espionage program is being set up in cooperation with the Centre d'Etudes et de Recherches sur la Police, part of the Institut d'Etudes Politiques de Toulouse which will furnish the graduate-level accredited degrees in Business Security Management. The degree will require 650 hours work divided into 300 hours of course work and 350 hours of on-site training. Courses will cover everything a modern businessman needs to know from physical security to economic intelligence. COMMENT -- The creation of the IERSE is the final nail in the coffin of the Comite pour la Securite et la Competitivite Economique (CSCE; INT, n.35 54, n.39 1 & n.50 38), set up by the "Prime Minister's intelligence service", the Secretariat General de la Defense Nationale (SGDN) which we previously stated had been "downsized" to an "interministerial mailbox for defense matters" (INT, n. 52 34). Indeed, the Gendarmes have probably been called in to "clean up the mess" since industrial espionage awareness seminars organized by the CSCE where often given by military officers with intelligence backgrounds. But when the officers asked to be paid, the CSCE gave the bill to the SGDN which apparently sent the bills to the Defense Ministry which would then send them to the Finance Ministry, which controls the CSCE. The Finance Ministry probably threatened to take the money out of the Defense budget and that's when the Gendarmes "broke down the door". Now French businessmen will stand to attention while Gendarmes teach them how to run "ship-shape" secure companies. --------------------------------------------- Intelligence, N. 70, 17 November 1997, p. 33 GERMANY - Fight with Scientology Reaches Abroad. We have already mentioned that German BfV internal security had been called in this summer to help fight the Scientology sect (see "BFV Busy Chasing Doubtful 'Subversives'"; INT, n. 62 33). Now it seems German BND foreign intelligence is to be called in to spy on Scientology. At least, that was requested recently by a major conservative German daily which, according to specialists, would publish such a report only if the BND were already at work against Scientology. Scientology has already been condemned in France for fraud as a money-backing enterprise, and, on 6 November, federal German judges refused to class Scientology as a religion, asking a lower court to decide whether the sect was a nonprofit group or a money-making business. On 10 November, German authorities refused to let a Scientology member open an au pair employment bureau for young girls. At the same time, a federal U.S. immigration judge in Tampa, Florida, granted political asylum to a German Scientology member who feared "religious persecution" if she returned to Germany. This will probably degenerate into another minor international incident between the European Union and the United States. The two just don't have the same ideas on what is a "business" and what is a "religion". In a similar vein, the French social philosopher Alexis de Tocqueville once said, France (let's say Europe now) has two religions but multiple political parties while the U.S. has two political parties and multiple religions. --------------------------------------------- Intelligence, N. 70, 17 November 1997, p. 37 BALTIC REPUBLICS - "Intelligence Wars" as NATO Moves In. Some time ago, we published information on the U.S.-sponsored NATO intelligence cooperation agreement signed with Estonia and a French agreement involving exchange of intelligence on criminals and organized crime, and police training (INT, n. 17 48). France was expected to assist Estonia in training bomb squads and to provide special equipment for defusing bombs. Apparently such programs have continued to their logical end, which means that NATO, with comparatively vast resources, has "remodeled and rearmed" Baltic military intelligence services to bring them up to NATO standards and "to fill their post" of keeping an eye on Russia. However, police, law enforcement and criminal intelligence have suffered from scarce resources and Western lack of interest. As long as Baltic organized crime stays east of Warsaw, no one in the West is going to worry much about it. But in the Baltic republics the situation has degenerated to the point that there is a simmering conflict between the poorly equipped and understaffed internal security services and "shiny new" military intelligence services. Specialists are warning that something must be done, but Western officials seem to consider it to be an "American problem". --------------------------------------------- Intelligence, N. 70, 17 November 1997, p. 40 HONDURAS - CIA Files on the Wrong People. On 13 June, U.S. President Bill Clinton signed a letter ordering the CIA to declassify documents pertaining to human rights abuses in Honduras during the 1980s. The CIA had provided training to Honduran military units, such as Battalion 3-16, implicated in gross human rights violations during that period. The declassification effort goes back to 1983 and a request by Dr. Leo Valladares, the Honduran National Commissioner of Human Rights. CIA spokesman, Tom Crispell, referring to the Clinton letter, stated, "We have every intention of meeting those [early September deadlines]". But on 10 September, the Honduran press stated that the declassified documents sent to Dr. Valladares "do not reveal complete data (...) and only describe activities of certain leftist militants and not those of military officials involved in the disappearance of 184 civilian during the Cold War." In short, the CIA furnished "target intelligence" and not "client intelligence". Dr. Valladares protested and a 26 September letter was sent to President Bill Clinton stating that "Although the State Department has completed its release of documents in response to the Honduran request, neither the CIA nor the Defense Department has honored the commitments that you made. (...) The CIA Inspector General has completed a classified report drawing on extensive internal documentation of human rights abuses in Honduras -- material absolutely critical to the commissioner's work. But neither the report nor the documents it is based on have been reviewed for declassification and released." The Inspector General's report and documentation would seem to be appropriate material to send to the Honduran government.
