Well-informed sources in both Tel Aviv and Washington say that his kidnapping, codenamed Operation Watchful, was a joint venture run by the Mossad and Germany's Bundesnachrichtiendienst (BND) at the behest of US Secretary of State, Madelaine Albright. Senior Mossad officers dismiss Prime Minister Benjamin Netanyahu's vehement denials of his country's involvement as "asinine". (... cut ...) --------------------------------------------- TECHNOLOGY AND TECHNIQUES Intelligence, N. 94, 8 March 1999, p. 2 HIGH-RESOLUTION SATELLITE IMAGERY BLURS THE PICTURE Anyone with access to a credit card and a computer will soon be able to run a terrorist war, says a recent Canadian government report. Insurgent and terrorist groups, like the Kurdish separatist PKK, will be able to exploit, better than anyone else, cheap pictures from a series of commercial spy satellites to be launched later this year, the Canadian Security Intelligence Service (CSIS) believes. Satellite images can be used as a "force multiplier" -- a strategic tool enabling a small group to deploy limited military resources to the best effect. "We fear that a Darwinian imperative will lead to more effective use of this new tool by relatively agile terrorist organizations, guerrilla groups, and other such combatants," the CSIS study states. (... cut ...) --------------------------------------------- Intelligence, N. 94, 8 March 1999, p. 7 JORDAN - KING HUSSEIN The elegoic eulogies devoted by the Western media to the deceased King Hussein of Jordan ignored most of the less savory aspects of his 46-year career as a major player in the Middle East. Above all, King Hussein was a creature of the CIA. For twenty years, beginning in 1957, the Agency's Near East division made annual cash payments to the King which by the mid-1970s had reached three-quarters of a million dollars a year. The money was delivered in suitcases by the Amman chief of station. Prostitutes were also made available to the monarch on request. In exchange, Hussein, and various underlings to whom he distributed some of the cash, provided intelligence data to the CIA. (... cut ...) --------------------------------------------- Intelligence, N. 94, 8 March 1999, p. 12 GREAT BRITAIN SENIOR POLICE OFFICERS RACISM & CORRUPTION The former head of the Scotland Yard SO13 anti-terrorist squad, deputy assistant commissioner John Grieve, has been appointed to take charge of the high-profile investigation into the unprovoked racist murder of black London teenager, Stephen Lawrence, in April 1993. Mr. Grieve became head of the Metropolitan Police's racial and violent crime task force last July following two years with SO13 in the wake of the IRA's Docklands bombing in February 1996. (... cut ...) --------------------------------------------- Intelligence, N. 94, 8 March 1999, p. 13 GREAT BRITAIN ARMING THE UNDERWORLD Sources close to the Scotland Yard SO11 criminal intelligence unit believe that Anthony Mitchell, a licensed arms dealer arrested following of a major investigation into the use of "reactivited" weapons by British criminals (INT, n. 93 4), was one of the underworld's chief armorers among a "limited number of firearms dealers" responsible for the illegal distribution of confiscated weapons. Mitchell was arrested following an investigation -- code-named Operation Abercrombie -- involving SO11, MI5, HM Customs, the National Crime Squad (NCS) and the National Criminal Intelligence Service (NCIS) which confirmed that most of the illegal weapons available to criminals in Britain are recycled rather than imported, and many were lawfully owned by firearms collectors before the handgun ban was imposed following the mass murder at Dunblane Primary school in Scotland two years ago. (... cut ...) --------------------------------------------- Intelligence, N. 94, 8 March 1999, p. 14 NORTHERN IRELAND COLLUSION INVESTIGATION CALLED FOR The official HM Inspector of RUC Interrogation Centres in Northern Ireland, Sir Louis Blom-Cooper, QC, is one of 1,100 local and international lawyers who have signed a petition calling for a public judicial inquiry into the murder, ten years ago, of Belfast solicitor, Patrick Finucane. The petition was presented to the Irish and British governments in mid- February, accompanied by a 60-page report containing new evidence obtained from British Military Intelligence files. (... cut ...) --------------------------------------------- Intelligence, N. 94, 8 March 1999, p. 15 FRANCE MILITARY "TAKE CARE OF" ECONOMIC INTELLIGENCE "Intelligence" has previously poked fun at the French Gendarmerie Nationale for getting into the teaching of business and economic intelligence (INT, n. 70 28). Nonetheless, the Institute d'Etudes et de Recherches pour la Securite des Entreprises (IERSE) at the Centre d'Enseignement Superieur de la Gendarmerie (CESG) in Paris, at the Ecole Militaire, was set up in 1997 in all seriousness. We mentioned in the same article that the Gendarmes had "probably been called in to 'clean up the mess' in industrial espionage awareness" since the creation of the IERSE was the final nail in the coffin of the moribund Comite pour la Securite et la Competitivite Economique (CSCE; INT, n. 35 54, n. 39 1 & n. 50 38). (... cut ...) --------------------------------------------- Intelligence, N. 94, 8 March 1999, p. 16 GERMANY GRENZSCHUTZ'S SAFETY LOCK IS TAKEN OFF With very little fanfare, Germany's elite and secretive anti- terrorist unit, the Bundesgrenzschutz (BGS; Federal Border Guards), "had their safety lock taken off." According to the specialized journal, "Fortress Europe?", since 1 September 1998, the BGS is authorized to carry out random checks -- not based on suspicion of illegal activity -- on persons almost anywhere inside Germany. Previously, such checks could only be carried out at border checkpoints or ports of entry. (... cut ...) --------------------------------------------- Intelligence, N. 94, 8 March 1999, p. 17 VATICAN POPE'S PLEA FOR PINOCHET A triumvirate of senior Roman Catholic clergy -- the Vatican's Secretary of State, Cardinal Angelo Sodano, Cardinal Media Estevez, the highest-ranking Chilean in the Vatican, and the papal nuncio in Santiago, Cardinal Piero Biggio -- have successfully persuaded Pope John Paul II to intervene on behalf of General Augusto Pinochet, the 83-year-old dictator currently awaiting the outcome of a House of Lords appeal on whether he should return home to Chile or be extradited to Spain to face trial for the deaths and disappearance of 3,197 people between 1973 and 1989. Cardinal Sodano, a close friend of Pinochet, has been the architect of the Vatican's relationship with Chile since the military coup against the democratically-elected regime of President Salvador Allende. Described as "ferociously ambitious and traditionally conservative", Sodano is now the second most powerful and influential figure in the Roman Catholic hierarchy. (... cut ...) --------------------------------------------- Intelligence, N. 94, 8 March 1999, p. 19 SLOVAKIA THE PAST CATCHES UP WITH MECIAR REGIME On Friday, 12 February, the daily, "Sme", reprinted parts of a confidential report presented at a recent closed parliamentary session by Slovak Counter- Intelligence Service (SIS) director, Vladimir Mitro, showing that Mitro's predecessor, Ivan Lexa, head of the SIS under former Prime Minister Vladimir Meciar, personally monitored the kidnapping of former president Michal Kovac's son in August 1995. Ruling coalition deputies described the report to the press as "truly shocking and dramatic". On 16 February, the press claimed the SIS report also proved that the service maintained close links with organized crime during the Meciar era and worked side-by-side with the mafia on a number of politically-motivated cases, including a dirty-tricks campaign against the neighboring Czech Republic in a bid to spoil its neighbor's chances of joining NATO. ---------------------------------------------
