GREAT BRITAIN - London Picks Up the Tab for Gibraltar Killings. On 27 September the European Court of Human Rights condemned Great Britain for the "use of unreasonable force" by the SAS in the March 1988 shooting to death of three unarmed IRA activists on Gibraltar. We had mentioned the likelihood that the British government would have to pay damages to the victims' families. On 27 December, the British government disclosed it had paid the œ40,000 legal costs of the families a few days before. This decision is not going to placate those who have submitted dozens of applications to the European Commission on behalf of persons killed in controversial circumstances by British security forces. * NORTHERN IRELAND - "Direct Action Against Drugs" Killings The Irish and British media have been crackling with speculation as to who is behind the recent "Direct Action Against Drugs" (DAAD) killings which have claimed more than six lives. The killings were cited as the reason for a major shake-up of the Royal Ulster Constabulary (RUC) which seems powerless to stop the murders. Although most of the media tends to put the blame on the IRA, "Intelligence" has learned that forensic specialists believe the IRA is not involved.
