A one year subscription (23 issues) is US $315. * FRONTPAGE FRANCE BONN'S BND TRIES TO HELP PUSH OUT DGSE CHIEF There are currently two persistent rumors in French security and intelligence. One is that the boss of Direction Generale de la Securite Exterieure (DGSE) foreign intelligence, Prefect Jacques Dewatre, is going to be replaced soon (INT, N. 23/48, 25/63 & 38/41). The other is that politically powerful former Interior Minister, Charles Pasqua, will soon be appointed Defense Minister. In what appears to be a classic media "play back" operation, apparently involving German Bundesnachrichtendienst (BND) foreign intelligence, these two rumors have joined hands in a rather strange "pas de deux". As "Intelligence" was preparing its preceding issue, a German journalist in Cologne telephoned to ask what we knew about a BND story that Russian KGB agents come to France for "R&R", rest and relaxation. After a good laugh about the BND trying to insinuate that French Direction de la Surveillance du Territoire (DST) internal security wasn't doing its job, "Intelligence" looked into the details. The BND's role in the 10 August 1994 "Russian" plutonium trafficking scandal (INT, 13/57) has resulted in two official investigations (INT, N. 27/1), one of which is based in Munich. The German Bundeskriminalamt (BKA) says that the BND's plutonium "sting operation" led to a crime which would never have been committed without BND involvement and, according to most specialists, the operation was organized from beginning to end by the BND. Earlier this month, the Munich commission somehow learned that the Munich prosecutor had "three secret documents" concerning the affair. The commission demanded to see them, and one from the BND was shown to the Cologne journalist and supposedly maintains that two KGB agents involved in the plutonium traffic were sent for rest and relaxation, after the operation, to the French village of Lanta near Toulouse. Given the BND's role in the scandal, the accusation is ridiculous, but its impact on French intelligence is enormous. If journalists had showed up around Lanta a week or two ago looking for secret agents with short hair and good physiques, they would have probably found them, but they were French and not Russians. Following the failed operation in Algeria to rescue the seven French monks kidnapped by GIA fundamentalists, the Commandement des Operations Speciales (SOC) - DGSE commando team involved in the operation (INT, N. 39/38) was sent to Lanta for R&R. Having journalists show up in Lanta would have added the insult of a blown secret to the injury of an unsuccessful operation for the DGSE and quite clearly helped push Mr. Dewatre towards the exit. Most specialists interpret the "discovery" of the BND's document in this manner. If the German BND had acted on its own, this operation would have been a clear case of intervention in the internal (and secret intelligence) affairs of France and provoked a strong reaction. It hasn't, for the simple reason that Mr. Dewatre is probably the target of an official major French effort to have him replaced as DGSE boss. He apparently received a "dressing down" recently from one of President Jacques Chirac's closest personal advisers and the "lack of communication" at the DGSE made the front page of "Le Monde" on 14 June. Moreover, if the rumor of the end of Mr. Pasqua's "political exile" and his return to power as Defense Minister materializes, the replacement of Mr. Dewatre is said to be one of Mr. Pasqua's top priorities. Indeed, the choice of Mr. Pasqua as Defense Minister, previously criticized by specialists, is now considered "necessary" by certain sources contacted by "Intelligence". With record cuts in the defense budget and major downsizing in almost all French military industries, morale hasn't been lower and grumbling hasn't been higher in the ranks since the war in Algeria. Current Defense Minister, Charles Millon, doesn't have the charismatic character, nor the solid right-wing nationalist credentials, that are the hallmark of Mr. Pasqua. If the Defense Ministry job has been considered a "technical job" in the past and the Interior Ministry a "political job", which kept a "politician" like Mr. Pasqua out of Defense, now Defense has become a "highly political" job for which Mr. Pasqua is well qualified. He won't have to decide on the next generation of nuclear weapons or strategic aircraft because there won't be any. Under these circumstances, it is at least reasonable to entertain the idea that Mr. Pasqua could be appointed Defense Minister and quickly dismiss Mr. Dewatre as DGSE boss. Not only does the present Lanta affair seem to move in the same direction, it may be part and parcel of an agreed strategy between France and Germany. Five or six months ago, German Foreign Minister -- and former intelligence boss (INT, N. 19/52) -- Klaus Kinkel gave an interview to the "Tageszeitung" in which he stated that Europe had been "divided up into spheres of 'special interest'". Two days later when the interview was published, that statement had been deleted at the request of Mr. Kinkel. A French intelligence source confirmed to "Intelligence" that such an "understanding" exists and that "Charlie" Pasqua "divided up Europe" with the BND. The DGSE would have the "upper hand" in Northern Africa and Latin Europe. The BND would have the "upper hand" in Germanic and Slavic Europe. If such an agreement has been made, the Lanta affair becomes quite "reasonable" and the BND has in no way "intervened in the internal affairs of France". * Intelligence, N. 40, 24 June 1996, p. 29 U.S.A. - French IHESI Visits Chicago. A high-level delegation of the French Interior Ministry think-tank, the Institut des Hautes Etudes de la Securite Interieure (IHESI), comprising law enforcement, social science and education experts, chose to visit two cities in the States: Washington and Chicago. During their recent visit to Chicago, they toured the Marine Unit Facilities of the Chicago Police Department, Navy Pier and other sites. Police Superintendent, Matt L. Rodriguez, welcomed the group in the auditorium of the new Chicago Emergency Communications center at 1411 West Madison, where they were given a tour of the world's most advanced such center which is preparing to handle the 26-29 August Democratic National Convention (INT, N. 31/40). On 23 May, in the Signature Room of the John Hancock Center, the IHESI hosted a reception and dinner attended by Gerard Dumont, Consul General of France to Chicago, and French medallions were presented to Sergeant Jeff Collier, who organized the event, and two male and four female Chicago police officers who served as interpreters. * Intelligence, N. 40, 24 June 1996, p. 40 FRANCE: PARIS, "DRY RUN" TESTING GROUND FOR BOMBERS Following the results of the analysis of the bomb that exploded on Rue Linne in the Paris Latin Quarter on 3 June and intelligence exchanges with British forensic experts, DST internal security is understandably furious: the detonator of the Rue Linne small pressure-cooker bomb, which exploded under a car parked in front of the USIT Irish student union travel agency, was made out of the same Semtex as the detonator of the one-and-a-half ton IRA bomb that exploded recently in Manchester. In our preceding issue, we had mentioned that the bomb in Paris "looked very much like a 'dry run' or a 'warning shot'" (INT, N. 39/38). We also mentioned that French security sources had told "Intelligence" that Irish hardliners may have been involved. However, the "modus operandi" was not that of the IRA (which is poorly represented in Paris), nor that of the INLA (which is well-represented in Paris but almost always shoots people instead of bombing establishments). It now seems that the "dry run" hypothesis is correct and that it was indeed an IRA artificer who prepared the bomb to "test" the Semtex detonator. Although both bombs were "shock" bombs that blow out windows but don't level buildings like "blast" bombs, the "habillage" or payload body of the two bombs were entirely different. The Manchester bomb was a "ANFO" (Ammonium nitrate- fertilizer-diesel oil; INT, N. 37/11) bomb similar to the one used against the U.S. federal building in Oklahoma City and other large bombs prepared by the IRA on the British mainland and in Northern Ireland. COMMENT -- In the next few days, French police and intelligence will be rounding up several groups supposedly associated with the Paris bomb. French authorities want to question three individuals, who have apparently received training in the Balkans where the Semtex came from. And one can imagine that through "side channels", French intelligence will let all parties associated with the Irish conflict know that a "spillover" in France is unacceptable and that Paris is not a place for bomb "dry runs". * Intelligence, N. 40, 24 June 1996, p. 41 FRANCE - Rebirth of the "Mesentente Cordiale". In 1988 in our book, "Intelligences Secretes", we described the "Mesentente Cordiale" between French and British intelligence, and mentioned that French police pulled the bodies of British citizens, Niall Campbell and John Graham, out of the water on 12 December 1983. The former was floating in the Seine and the latter in the harbor of Brest, the home port of France's missile launching nuclear submarines. Their deaths were never "explained" but "offensive" British intelligence operations were hinted at. Once again, French press reports this month have mentioned "aggressive" British intelligence collection operations near Brest and French specialists have warned "Intelligence" that there may be "bodies floating in Brest harbor" once again. * Intelligence, N. 40, 24 June 1996, p. 42 FRANCE - Anteing Up for Nuclear Stewardship. French nuclear tests over the past year have been described by "Intelligence" as an "ante" in the game with the U.S. of dominating nuclear weapons development and proliferation. In short, France had to prove it was in the top category in nuclear weapons simulation and in modeling the aging process of existing arms, independent of U.S. overt assistance (INT, N. 17/42 & 20/49). Now that has been done, France and the U.S. have "shaken hands" and prepared the nuclear stewardship of the world in a secret agreement signed on 4 June in Virginia after two years of negotiations. This agreement closes the period of "negative coaching" by which, without the exchange of protected secrets, U.S. weapons experts "edged" their French colleagues onto the "right paths" for solving technical problems.
