Intelligence, N. 36, 29 April 1996, p. 17 MORDECHAI VANUNU - ISRAEL The Israeli Justice Minister, David Libai, has rejected an appeal from an international delegation, including nuclear scientists, for the release of Mordechai Vanunu, who has now spent nine-and-a-half years in solitary confinement in Ashkelon Prison south of Tel Aviv. Mr. Vanunu, a nuclear technician who worked at a secret underground plutonium separation plant at Dimona in the Negev Desert from 1977 to 1985, was sentenced to 18 years imprisonment in 1988 for providing details of Israel's nuclear weapons program to the British "Sunday Times". Far from considering Mr. Vanunu's early release, Mr. Libai indicated that he might not be freed on completion of his sentence in 2004 if he continued to threaten to reveal Israel's atomic secrets. But other atomic secrets were broadcast last month by the Israeli television station, Channel One, in a report on radiation leaks from Dimona which included an interview with a scientist who claimed untreated nuclear waste may be contaminating a huge freshwater reservoir beneath the Negev. The program confirmed what many international observers believe: the Israeli authorities are less concerned with the "secrecy" surrounding Dimona than with "teaching Mr. Vanunu a lesson" and Mr. Vanunu's version of his abduction by Mossad after he was lured from London to Rome in September 1986 (INT, N. 17/12). This classic "honeytrap" operation contravened both Italian and international law, which, under normal circumstances, would entitle the Moroccan-born technician to some form of compensation. Testimony before the European Court of Human Rights would provide an insight into Mossad methodology and potentially damage diplomatic relations between Italy and Israel. The international delegation, which included Norwegian Fredrik Heffermehl of the International Peace Bureau, and British nuclear expert, Frank Barnaby, criticized Israel for keeping Vanunu in jail "in order to cover the fact that he was abducted, is an unconscionable way of letting him be punished, not for errors he made but for wrongs committed against him". Mr. Vanunu's lawyer, Avigdor Feldman, has condemned Mr. Libai's threat of "administrative detention" after 2004 and has called for international pressure to focus on 1988 when, under Israeli law, his client is entitled to apply for release. If international pressure sufficiently increases, it is doubtful Israel will be able to obtain U.S. leniency or a "humanitarian gesture" for condemned Israeli spy, Jonathan J. Pollard, who's serving a life sentence for passing top secret American intelligence to Israel. ............................................................ Following the issuing of a German arrest warrant against Iranian Intelligence Minister Ali Fallahian (INT, N. 33/1) on 11 March, we mentioned the discovery of arms and explosives on the Iranian freighter "Iran Kollahdooz in Antwerp, Belgium, and the arrest of an Iranian who was to take delivery of the explosives (INT, N. 34/63). The shipment apparently also contained missiles. Photographs of the arms cache were given to Israeli Prime Minister Shimon Peres who showed them to U.S. Secretary of State, Warren Christopher, during a 21 April meeting. The recent arrest of a Hezbollah commando unit on the Brazilian border, apparently on its way to attack Jewish targets in Argentina, indicates a serious "leak" in Iranian security. One intelligence specialist suggested that German or Belgian authorities may have gotten their hands on "an Iranian code room", perhaps on the "Iran Kollahdooz". ............................................................ Intelligence, N. 36, 29 April 1996, p. 68 PALESTINE INTELLIGENCE "EATING UP THE BUDGET" Now that Hezbollah Katyusha rockets have stopped raining down on northern Israel, and Israeli artillery and aircraft have stopped pounding targets throughout Lebanon, the problem of internal security in Israel and Palestine will once again be at the top of the agenda, just as Prime Minister Shimon Peres and President Yasser Arafat will be crossing paths in Washington looking for support. Peres will be talking about "security measures" and Arafat about "economic plight". Already, during a 28-29 March conference in Washington following up the 13 March anti-terrorist "Summit of Peacemakers" in Sharm el- Sheikh, the Palestine National Authority (PNA) stated the fight against fundamentalists required $1 billion "to cover emergency needs of the PNA to compensate for losses due to the closure [of the borders] and to take over Hamas' educational, financial, health and welfare institutions". This rather distinctive "economic aspect" of fighting terrorism clashes with the U.S. and Israel's much narrower concentration on "technical aspects of combatting Hamas", and since Washington and Tel Aviv hold the purse strings, there is a problem. The Palestinian-Israeli Interim Agreement signed last autumn in Washington stipulated that the PNA will recruit and train up to 30,000 police and security officials. Cooperation now involves regular CIA-PNA consultations and joint Israeli-PNA work ranging from Joint Security Coordination and Cooperation Committees at the regional level to "joint patrols" at the local level. The PNA will have 9,000 police in Gaza and Jericho, and an additional 12,000 for the West Bank organized in four operational divisions -- civil, public order, emergency and intelligence. According to the Palestinian human rights group, al-Haq, there are already "seven, eight or nine" PNA intelligence services in operation, including the General Intelligence Service (GIS), the Preventive Security Service (PSS), the Presidential Guard, the Fatah-based Force 17 and the Special Security Force (SSF). Since there are "no terms of reference", specialists are worried not only about this proliferation of intelligence services, but also about their amorphousness and the capacity of Islamic fundamentalists to infiltrate such poorly-coordinated agencies. The PSS, with around 2,000 agents in the West Bank and a similar number in Gaza, doesn't technically exist but is considered to be the most crucial agency. Consisting largely of young Fatah activists, the PSS is headed by Muhammad Dahlan in Gaza and by Jibril Rajub on the West Bank. Israeli security officials, including Shin Bet (General Security Service) representatives, met with Dahlan and Rajub in Rome in January 1994 and established "an understanding": the PSS gets a free hand for "law and order" in Gaza and the West Bank in exchange for intelligence on Hamas and the Palestinian opposition. Shin Bet is particularly appreciative of PSS "street savvy" and internal surveillance capability. Although Shin Bet seems positive about the "Rome understanding", Aman military intelligence has been less enthusiastic about the PSS. COMMENT -- For this plethora of Palestinian intelligence agencies, there are at least two heavy costs to be footed. Someone has to pay the bills and salaries, and someone has to pay the political cost of human rights abuses Palestinian security seems to have trouble avoiding on both sides of the fence. In early March, Israeli army radio quoted Ramallah security chief, Hussein Sheik, saying he was to succeed controversial PSS official, Jibril Rajub, who supposedly had been forced to resign for refusing to arrest Hamas leaders. Earlier this month, Arafat fired Nablus senior police commander, Col. Ala Hosni, who had ordered a contested raid on An Najah University. Arafat said he would set up special guard units for Palestinian universities, probably to avoid friction between police and students. Col. Hosni was being zealous about arresting Hamas and Islamic Jihad student agitators, but his heavy-handed tactics brought out members' of Arafat's Fatah movement in solidarity with the fundamentalists. Col. Hosni was supposed to be transferred to Gaza. ............................................................ Intelligence, N. 36, 29 April 1996, p. 69 ISRAEL - Lost Chances with Arafat & Others. Rafi Siton served for 30 years in Aman military intelligence, Shin Bet internal security and Mossad. Thus, his recent book, "The Great Misses - The Political Opportunities and Peace Initiatives that Israel Missed" (1995, Marriv), benefits from true inside knowledge. According to Siton, "Israel, after the Six Day war, was a state that had internalized its hostile situation. (...) It considered every sign that came from the Arab states to be a threat to its security. As a result, Israel became a producer of enemies and animosity." Siton gives several specific cases in which he was personally involved. In 1968, Yasser Arafat agreed to meet with Israeli officials but they refused, and Arafat's PLO soon turned radical. Israel rejected proposed peace negotiations by Egyptian President, Anwar Sadat, in 1971, before the Yom Kippur war. In August 1982, four leaders of the Shiite community in South Lebanon proposed loyalty to Israel in exchange for assistance and protection. They never received an answer. In early 1990, Col.
