In early May, Jorge Torres Mondragon, head of systems at the Centre for Investigations and National Security, was shot dead as he left a restaurant in Mexico City. His death barely preceded the 7 May murder of another senior security and intelligence official, Lieutenant Colonel Jose Arroyo, who was shot at close range in his car at a supermarket parking area. Although progress has been claimed in the investigation of murders of several leading Mexican officials (INT, N. 33/57), no new charges have been filed and no new arrests have been made. It seems the "pequenito grupo de malosos" (little group of bad guys) is still riding high. * Intelligence, N. 39, 10 June 1996, p. 22 People: COLOMBIA - Luis Maldonado. Cali police chief, Colonel Luis Maldonado (literally translated as "mad deal"), shrugged off an RPG (rocket-propelled grenade) attack against his house on 14 May by saying, "guerrilla groups, organized criminals, ... they all want to take center stage." A "convoy" of one motorcycle, with a driver and a woman rider-RPG "gunner", and one four- wheel drive vehicle with gunmen running cover, bungled its attack and hit Col. Maldonado's neighbor's house. * Intelligence, N. 39, 10 June 1996, p. 52 HAITI - Continued Security Problems & Stand-Off with U.S. On 27 May, Desir Valcourt became the fifth policeman to be killed in a month and, the next day, Boris Behrmann, grandson of one of Haiti's wealthiest businessmen, Carl Behrmann, was kidnapped in broad daylight. Earlier in the month, an armed gang burned down a provincial police station. With insecurity reigning, President Rene Preval decided, on 13 May, to dissolve the Service d'Intelligence National (SIN) and concentrate on disarming armed gangs and reinforcing the police. But the United States' priorities are privatization and controlling the government's drift to the left. Republicans in Washington think they're encouraging these priorities by blocking half of the $85 million in aid intended for Haiti and demanding that Haiti investigate the murder of a few local political allies. This is tantamount to turning off the water and demanding that firemen investigate the cause of a fire before putting the fire out. If American aid is not forthcoming soon, there may be no police investigators around to look into the murders. * Intelligence, N. 39, 10 June 1996, p. 53 PERU - Cleaning-up the Police as SL Comes Back. President Alberto Fujimori's campaign to cleanup the cops couldn't come at a better time. Just as Shining Path Maoist guerrillas seem to be making a comeback, and one of Pres. Fujimori's six military aids, Commander Luis Escarcena, has been accused of transporting 174 kg. of cocaine, it was announced that more than 200 policemen had been dismissed in the first four month of 1996 for corruption and turning a blind eye to narcotics and weapons trafficking.
