TECHNOLOGY INTERNET - Security a Hot Topic. Although the Pentagon's Computer Emergency Response Team (CERT), at Carnegie Mellon University, is the established world center for Internet security, there are now 50 Internet incident response teams worldwide, all in contact and working with the CERT. This still hasn't reassured the FBI which just got its Development of Espionage, Counter-intelligence and Counter-terrorism Awareness (DECA) alert system by fax (INT, N. 23/1 & N. 24/52) up and running in the New York City area. By the end of this month, it should be working in Boston and 11 other FBI field offices, but fear of Internet intrusions means the system will rely on faxes for the next three years before moving into email. Someone at DECA, who reads French, should go through the current issue of "Systemes & Securite which is precisely on "Security Architecture for Information Systems" with the presentation of such systems as Sesame, PGP and other public key escrow systems. There is also a chapter on Internet "Firewalls" and a list of firewalls providers. While the FBI worries about DECA on Internet, "infowar" specialist, Winn Schwartau , is preparing a second, augmented edition of his bestseller, "Information Warfare", and asked for "short commentaries", "pull quotes" and contributions to a "Who's Who" and reference section. One would hope DECA will contribute some good examples. * INTERNET - New Reports Available. One of the Pentagon's favorite think-tanks, the Rand Corporation in Santa Monica, California, has recently published a report entitled, "Universal Access to E-Mail - Feasibility and Societal Implications" . For "increased democratic participation and economic development", the report recommends providing email to every citizen, developing noncommercial activities and two-way communication. This goal is considered "reachable and vital".
