Internationally recognized anti-eavesdropping specialist James A. Ross, in his current issue of "Privacy and Security 2001", gives a brief course in telephone tap detection. Ross concludes "there is no electronic instrumentation that can remotely detect a tap if the tap has been done right. (...) The only effective method - - and even it is not a sure method -- is physical inspection [of the wiring] aided by wire tracing equipment." This holds true even for high-tech Time Domain Reflectometers (TDRs). Ross also reveals that purchase of a simple video monitor gets your name and address on a U.S. federal register without your consent. ............................................................ Absolute, a Canadian company, has developed a computer program which hides on a hard drive, can survive reformatting and once a week hooks up to Absolute's Internet service to let it know from which telephone number the computer is working. Even if a computer thief is clever enough to disable the caller identification system, Absolute's control center can get the computer to telephone back so that police can legally trace the call back and locate the stolen computer. ............................................................ In our previous issue we reviewed a recent publication of the monthly "Codex Surveillance & Privacy Newsletter" (email spyking@mne.net) which contains interesting information on hacking cellular telephones, tempest monitoring of computers and penetrating web sites. The declared owner of Codex is Frank Jones, but according to the current issue of "CCTV Applications & Technology", Codex does not exist at its declared address of 286 Spring Street, New York City, and Jones also uses the name of Frank Kerr. His real name is Frank Kern. Although Kern/Codex's telephone and fax numbers work, "CCTV", which requests payment for ads published for Codex, hasn't received any reply and states that Jones "has a current criminal complaint filed against him by the City of New York for forgery in the second degree and grand larceny in the fourth degree." According to "CCTV", Kern has been arrested, and those who have had problems with Codex should contact the New York County District Attorney's Office (tel 1 212 335 9148; fax 1 212 335 9294). ............................................................ U.S.A. - Everybody Gets a Security Check. Following the Oklahoma City car bombing, the General Services Administration was given the monumental task of tightening up security at all government facilities and upgrading its Federal Protective Service (FPS) (INT, N. 20/40). One part of the program is now operational. All new federal employees, "from janitors on up", are subjects to security and background checks by the FBI. ............................................................ Intelligence, N. 36, 29 April 1996, p. 62 HUNGARY - Second "Opening" for FBI School. With much to do, on 24 April 1995, the FBI and several other U.S. security and intelligence agencies helped open the International Law Enforcement Academy in Budapest. The eight-week training course graduated its first class of 34 Central European police officers on 16 June 1995 (INT, N. 19/57). A second class graduated in late 1995 (INT, N. 23/51). Now, exactly one year after its "first opening", the FBI school was "officially" opened on 23 April 1996. According to specialists, this simply means the FBI school now has a brass plaque on a building designated as its headquarters and the classes are no longer shuffled from one building to another in downtown Budapest. Funding has also stabilized with the FBI and other U.S. agencies paying two thirds, and the Hungarian police paying the other third. The school will graduate 250 police officers a year, but each participating country has its own rules on whom it selects for training.
