The river is covered with a thick film of petroleum products, which are being carried away to the Caspian Sea. Precise reasons for the ecological disaster are so far unknown, but the office does not exclude it might be the hostilities in Chechnya - either the deliberate bombardment or the deliberate blasting of oil wells. The office has instituted criminal proceedings on the case, which is likely to be handed over to the Military Prosecutor's Office. The government statute on establishing and maintaining the database envisages that its main task is to accumulate and store information about the environmental situation. The database will be open and available to all, except for part of the information, to which access will be restricted in accordance with Russian legislation.
