NEW NATIONAL PAY DEAL AGREED
- Over the next seven weeks the country's 500,000 plus trade union
members will vote on whether to accept the new Programme for
Prosperity and Fairness (PPF), the successor to Partnership 2000.
The deal offers cumulative pay rises of up to 20.5% and tax cuts of
at least 10% by 2002. The package also sets aside IR1.5bn for social
inclusion and anti-poverty measures. And in a effort to end the
current system where a pay rise for one group of public servants
triggers a catch-up claim from another group, PPF proposes
establishing a benchmarking body to make recommendations on
appropriate pay levels in the public sector. It is predicted that
PPF, if accepted, would lead to net income rises of between 25% and
32%. The Irish Congress of Trade Unions is not recommending the new
programme to its members, though general secretary Peter Cassells has
said he hopes it will be ratified.
MSL FILES FOR IPO
- Manufacturers' Services Limited (MSL) is to be floated on the US
stock market. The company has filed a registration statement with
the Securities and Exchange Commission (SEC) for an initial public
offering (IPO) of shares aimed at raising $150m. MSL was founded by
Wicklow-man Kevin Melia in Concorde, Massachusetts five years ago.
The company manufactures electronic products for equipment
manufacturers, including Ericsson, IBM and Unisys, and employs over
4,000 people, 300 of whom are based in its plant in Athlone. The
company expects the IPO to be completed in the second quarter of
2000. Proceeds will be used to retire outstanding preferred stock,
repay debt and for general corporate purposes. The prospectus can be
viewed on the SEC website at http://www.sec.gov/edgar. Mr Melia, who
holds a 10% stake in MSL, is also chairman of the recently floated
Irish electronics company Horizon, founded by Corkman Samir Naji.
NTL TO CREATE 250 CALL CENTRE JOBS FOR WATERFORD
- NTL, the company which acquired Cablelink back in May, has promised
250 jobs at a new customer management centre in Waterford. The new
centre on the Cork Road is due to begin operations in the middle of
next month. It was also announced that the Cablelink name will be
phased out over the next 12 months and replaced with NTL. NTL
provides digital TV, telephony and Internet services in Britain
Europe and Ireland. It plans to offer digital TV in Ireland from
June this year.
FUJITSU TO CREATE 400 JOBS IN BELFAST
- Japanese company Fujitsu Telecommunications has announced plans to
create a further 400 jobs in Belfast as part of a Stg30m investment
package. The new engineering centre will develop and test advanced
communications products, mainly for the US market. The availability
of quality graduates from the North's universities played a key role
in the company's decision to locate the unit in Belfast. Dr Kazuo
Murano, chairman of the Fujitsu Telecomm's European operations, said,
"Not only do Queen's University and the University of Ulster produce
some of the best qualified graduates in Europe, but they have a
genuine open-door approach which encourages companies to use their
expertise and excellent facilities for R&D projects".
TAX INCENTIVES ON SHARE OPTIONS
- Tanaiste Mary Harney has indicated that tax incentives on share
options will be included in Thursday's Finance Bill. The IT
industry, in particular, had lobbied hard for tax relief on share
options in the run-up to the Budget. Ms Harney has signalled that
tax incentives will be introduced across all industry sectors.
IRISH FOUNDER OF CYBERCORP.COM SELLS COMPANY TO CHARLES SCHWAB
- Philip Berber is the latest Irishman to become a multi-millionaire in
the world of high technology. The Dublin born UCD commerce graduate
is now based in Texas where he established the electronic trading
brokerage company CyBerCorp.com. Internet trading company Charles
Schwab has paid $488m for Mr Berber's brainchild in which he and his
family hold a 50% stake. Another unnamed Irish businessman will
receive just under $50m for his 10% holding.
PFIZER-WARNER LAMBERT MERGER NOT EXPECTED TO LEAD TO JOB LOSSES HERE
- IDA Ireland has played down fears of job losses at the Irish plants
of Pfizer and Warner Lambert following the announcement of a global
$90bn merger between the two pharmaceutical giants. Both companies
have plants in Cork, where they employ 1,400 people between them.
According to the IDA the two are engaged in expanding their
facilities at a total cost of IR500m. However some industry sources
are less upbeat, claiming that some restructuring of the facilities
will have to take place. The combined company, to be known as
Pfizer, will have a market value of $230bn and sales of $28bn.
DELL OPENS THIRD MANUFACTURING PLANT AND IS CONSIDERING R&D IN IRELAND
- Taoiseach Bertie Ahern and Michael Dell, the founder and CEO of Dell
Computers, officially opened the company's third manufacturing
facility in Limerick last Friday. European Manufacturing Facility 3
(EMF3) is the first custom-built Dell facility in Ireland. The
company currently employs 5,600 people; 4,500 of them at the Raheen
Industrial Estate in Limerick, and 1,100 at its sales and support
centre in Bray. Acknowledging Dell as a pioneer of direct selling
over the Internet, An Taoiseach also praised its progressive policy
on employee training and upskilling. The company provides 100%
reimbursement for hundreds of employees who are taking external
courses at the University of Limerick, the LIT, the Open University,
University College Cork, CIT and other local and international
educational institutions.
TRINTECH DELIGHTS MARKETS
- Shares in Trintech soared last week as the markets reacted positively
to news of a link up with Motorola, which will see the introduction
of the company's virtual credit card for shopping, using mobile
phones. The arrangement sees Trintech, which specialises in secure
credit card payment software, combining its virtual credit card
technology with Motorola's wireless devices. Mobile phone users will
be able to call up their virtual credit card through the mobile phone
keypad or by using voice activated commands. Brothers Cyril and John
McGuire, who have a 37% stake in the company they founded, saw the
value of their holding rocket. By the end of Wednesday alone, the day
the deal was announced, their stake in Trintech was worth $670m.
Since then the upward trend has continued and the shares closed at
$99 on Tuesday of this week.
IONA SHARES CONTINUE TO RISE
- Shares at Iona Technologies have continued to steam ahead since the
software company recently announced a worldwide partnership with
Compaq Computers which will help Iona's products to reach new
markets. Iona shares closed yesterday at $57.06 on NASDAQ. Under
the terms of the partnership, Iona and Compaq will jointly develop,
market and sell versions of Iona's iPortal suite and other Iona
products supporting all Compaq platforms. Meanwhile IONA
Technologies director Sean Baker has continued to sell. He informed
the stock exchange that he sold another #787k worth of shares last
Friday. He had already sold #2.3m worth of Iona Share in recent
times.
MANAGED SOLUTIONS CORP. WINS IR7M ORDER FROM ROYAL NEDERLAND LEVEN
- Dublin-based Managed Solutions Corporation today announced that Dutch
insurer Royal Nederland Leven has become the first customer for its
new total insurance e-commerce system, Lifewise. Lifewise is an
integrated customer relationship management (CRM), workflow and
policy administration system for insurance companies who want to do
business on the Web. The deal, worth IR7m, is thought to be the
largest ever won by an indigenous Irish software company and is a
major achievement for the five-year-old Managed Solutions, which is
planning to float by the end of next year. See

UNPRECEDENTED EXCHEQUER SURPLUS IN JANUARY
- Just when it seems that the economy can do no better the Exchequer
returns for January exceed everyone's wildest dreams. During the
month the Government had a surplus of IR698m, a figure which just a
few years ago would have been remarkable if it had applied to a full
year. Tax revenue was up 22% on the same period last year, to
IR1,785m, while expenditure fell by IR242m, a decline of 16%.
Analysts did warn against reading too much into the figures as timing
changes may have had some impact.
ANDERSEN CONSULTING ANNOUNCES 200 NEW JOBS
- Andersen Consulting has chosen Dublin as the location for one of its
Dot-Com Launch Centres. The centre will create 200 new jobs and will
be part of a global network of centres intended to provide ecommerce
start-ups and Internet spin-offs with the tools and know-how to
become viable businesses. Commenting on the development Andersen
Consulting's Vivienne Jupp said, "The centre will help dramatically
reduce the time it takes an ebusiness to go from initially-funded
start-up to revenue-producing business".
RECORD PROFITS AT TRINITY BIOTECH
- Trinity Biotech, the Bray manufacturer of diagnostic products, has
reported profit before tax and exceptional items of $4.5m in 1999, up
74% on the previous year. Revenues rose by 13% to $26.1m last year.
Meanwhile gross margins at the group increased from 35% to 44% for
1999 and were up from 37% to 49% in the fourth quarter alone.
EEL STAFF SHARE IR1M WINDFALL
- Employees of EEL, a Dublin-based environmental engineering
consultancy, are to share a IR1m windfall following a decision by the
company's three shareholders to sell the business to RPS, a British
environmental consultancy group. The payments, which will be based
on length of service and on seniority, average out at IR4,545 for
each of the company's 220 employees. The deal values EEL at IR10m.
Each of the three shareholders, Tom Cahalan, James Doran and Seamus
Tully own a third of the business. EEL has shown consistent growth
since it was set up in 1984.
ELAN SALES TOP $1BN IN 1999
- Sales at Irish pharmaceutical company Elan Corporation were up 48%
and have exceeded $1bn, two year's ahead of the company's target.
Pre-tax profits rose from $257m to $358m. Although the results were
favourable, lower margins in the fourth quarter and uncertainty over
FDA approval for four Elan products led to a low-key response from
the market. Margins in the fourth quarter were 60% compared to 63%
in the first half of the year and 59% in the third quarter. Product
sales for 1999 increased by 61% to $552.4m compared with $342.1m in
1998.
RESCON LAUNCHES IT CONTRACTING COMPANY
- IT recruitment consultants RESCON have announced the opening of RES
CONsulting, which it claims is the first company in Ireland to deal
exclusively in the IT contracting market. As well as matching the
skills of contractors with the needs of companies, RES CONsulting,
which will be led by Nessa Butler, will provide contractors with
advice on taxation, finance, average contract market rates, training
and any additional information required in this specialist arena.
RESCON was founded in 1997 when it comprised two independent business
units: RESCON IT Resourcers and RESCON IT Contracts. Clients

NEW eBUSINESS TOOL FOR SOFTWARE DEVELOPERS
- Headway Software has launched an eBusiness tool, called Refactory, to
help reduce the complexity of software development. Aimed at
software companies, Refractory works by providing the user with a
graphic image outlining the key elements of the development process.
Using Refactory, developers can point at the directories/libraries
where the information is stored, and from this point Refactory
automatically generates an initial layout. It provides views of the
information from a variety of alternative perspectives. Companies
can simply download the tool from the web, follow the tutorial and
apply the product to their own software development. Headway
Software was founded last year by Chris Chedgey. The company's sales
office is in Dublin and it has a development centre in Waterford.

PERFORMIX SELLS CALL CENTRE PERFORMANCE MANAGEMENT SOFTWARE TO ESAT
- Call-centre technology company Performix Technologies has shipped the
first copies of its flagship product, ACUMEN Performance Manager, to
the ESAT Call Centre in Limerick, following a successful pilot.
"ACUMEN uses the latest human resource techniques to enable
call-centre managers to coach, motivate and reward individual agents
and teams, rather than grind the maximum amount of calls from them,"
Cathal McGloin, managing director at Performix Technologies, said.
Performix Technologies invested IR2m developing ACUMEN over the past
18 months. Approximately 30 people are employed at the company's
Dublin development centre, with eight others employed in sales and
marketing support in its UK headquarters in Manchester. The
two-year-old company is currently negotiating first round funding
with a combination of venture capital and private investors. For

INTERACT SERVICES IRELAND SIGNS $250K E-COMMERCE DEAL
- Interact Services Ireland (ISI) - one of Ireland's biggest multimedia
companies - has signed a $250k deal with Boston-based company
Marketing Database Associates (MDA) to design an e-commerce portal
for American utility companies. The portal, to be launched in April,
will link consumers from the utility companies' web sites to MDA's
e-commerce facility, enabling them to make online purchases easily
and securely. A sales lead tracking facility will be added to the
service after it is up and running, allowing the utility companies to
offer complementary products and upgrades at the point of sale.
"Future plans are to expand this concept to other sectors that MDA
serves, including the pharmaceutical, automotive and healthcare",
said ISI's marketing manager, Simon Fine. ISI, which has a sales
office New York, was founded in January 1996 and employs 40

CADCO JOINS FORCES WITH FLEXIBLE MULTIMEDIA
- CADCO, the provider of tutor-led training, has teamed up with
Ireland's largest multimedia training company Flexible Multimedia.
Under the arrangement CADCO will have access to Flexible Multimedia's
1,200 training titles to complement its tutor led courses. Meanwhile
Flexible Multimedia will be able to offer its own customers a
training package that combines multimedia with customised tutor-led
courses.
EDUCATIONAL MULTIMEDIA LAUNCHES HELP WEBSITE
- Educational Multimedia Corp. has launched http://www.shortcutz.com,
an on-line site that provides helpful hints to end users on IT
applications. Shortcutz.com provides users with free access to
one-page easy reference guides containing helpful hints about getting
started on today's most popular IT applications. For easy use, the
guides are divided into different sections including spreadsheets,

project and content management, presentation, graphics and multimedia

NORTEL NETWORKS LEADS EUROPEAN CALL CENTRE MARKET
- Nortel Networks has been confirmed as the leader of the European call
centre market by MZA, an independent marketing consultancy. Figures
from MZA's report show that Nortel Networks had a 24% market share in
1998. This is a 3% rise on figures published by MZA for 1997. MZA's
"European Call Centre Market Report" forecasts an overall 25% growth
in the call centre market this year. Meanwhile, Nortel expects to
increase its market leadership through continued development of its
leading Symposium Call Centre Server and associated solutions.
Nortel's technology facility in Galway employs over 120
professionals. Products such as Symposium Call Centre are integrated
and localised in Galway, where significant R&D work is also
undertaken for new products such as Symposium Express. Nortel
Network's call centre customers in Europe include blue-chip companies
such as Microsoft, Omnitel, Talkline, Hewlett-Packard and Stream

POINT REVEALS E-CRM FOR E-COMMERCE COMPANIES
- Dublin-based POINT Information Systems has unveiled its packaged
customer relationship management (CRM) system specifically designed
for the new generation of e-business and e-commerce companies.
WebPOINT adds Web-based enterprise, partner and customer portals to
POINT's established TeamPOINT CRM suite. Staff, resellers and
customers can place requests, check progress and update records among
other things, with or without the help of agents. According to
POINT's CEO Dieter Schneider, WEBPOINT represents just the first in a
family of e-commerce and Internet CRM solutions from the company.

WEB'S FIRST MULTI-JURISDICTION INCOME TAX CALCULATOR
- Ernst & Young Isle of Man has launched TaxOmeter on its Website -
widely believed to be the Internet's first multi-jurisdiction,
interactive Income Tax calculator. TaxOmeter enables residents of
the Isle of Man, the United Kingdom and the Republic of Ireland to
instantly compare their Income Tax liabilities in the three
countries. It will compute the tax liabilities for individuals and
married couples. TaxOmeter forms part of TaxCentre, a section in the
new E&Y site that contains details of Isle of Man taxes and benefits.
The new E&Y site also includes information about Ernst & Young's
services, plus detailed information on the Isle of Man. Each of the

140 JOBS TO GO AT ORIFLAME COSMETICS PLANT IN DUBLIN
- The Oriflame Manufacturing cosmetics factory in south Dublin is to
close with the loss of 140 jobs. The announcement came on Friday but
employees will not begin to be laid off until May. For cost reasons
the Swedish parent has been transferring manufacturing to Eastern
Europe and Asia. R&D and quality assurance are to be merged into the
company's new "global technical centre" in Bray, Co. Wicklow, which
will initially employ 40 staff.
WARNINGS ON PROPERTY MARKET
- A former senior member of the Central Bank has warned that unless
lending is curbed property prices could fall by as much as 30%-50%.
Writing in Finance Magazine, William Slattery warned that the
property bubble would burst unless the government does everything in
its power to prevent prices from rising any further. Meanwhile head
of lending at EBS, Maurice Walsh, has also warned that house buyers
are being allowed borrow too much. Head of treasury at Equity Bank,
Noel Griffin, has also sounded a note of caution. He said that
homeowners with large mortgages could risk losing their homes if they
haven't factored in the cost of interest rate rises.
NOVELL & IBM IN STRATEGIC ALLIANCE TO SUPPORT EBUSINESS CUSTOMERS
- Novell and IBM have announced a strategic alliance in Europe aimed at
providing joint networking and software solutions for eBusiness
customers. The alliance will centre around aligning the parties'
sales organisations and go-to-market strategies to build on the
existing Novell and IBM product and technology agreements. As part of
this announcement, IBM will train a number of consultants as Novell
Certified Directory Engineers and establish a Novell solutions
practice in all major European countries. This practice will deliver
NDS eDirectory based solutions to enterprise customers seeking to
take advantage of the eBusiness possibilities the Internet offers.
IBM has a major technology campus at Blanchardstown while Novell
Ireland employs 140 people at its headquarters in Dublin's Grand
Canal St. There it carries out functions on behalf of Novell EMEA,
including software localisation, manufacturing, distribution,
financial control, treasury and a sales operation which includes a
Novell Advanced Technical Training Centre for customers. See

FEWER PEOPLE OUT OF WORK
- In the past year there was a reduction of almost 38,000 on the live
register. The number of people out of work fell to 176,162 at the
end of January, and when seasonally adjusted the figure is 171,700.
It is estimated that a quarter of a million people have come to live
in Ireland over the past six years, with returned emigrants making up
nearly half the total figure.
eWARE Launches eCRM TOOL TO RUN ON WAP MOBILE PHONES
- Dublin-based ebusiness software company, eWare, has announced the
launch of eWare WAP, an integrated eCRM (customer relationship
management) solution for users of WAP-enabled mobile phones. With
eWare WAP users can get instant, secure access to corporate
information from a mobile phone. The product offers push as well as
pull options - a busy sales executive on the move can configure eWare
WAP to notify him or her when a new deal is closed or if a customer

TORC EUROPE BUYS BRITISH FIRM
- Torc Europe, a subsidiary of Torc Telecom, has paid more than IR15m
for World Telecom, the British firm that went into administrative
receivership earlier this year. World Telecom provides calling cards
and data services and employs 170 people. Its listing on London's
Alternative Investment Market was suspended in December. Yet despite
its problems, the company had a turnover of Stg25m last year and
counted many blue chip companies among its clients. Torc chairman
and chief executive Marc Roden said the deal was only the first step
in the group's European acquisition strategy. Torc was founded in
1997 and employs 40 people, operating in the Republic, France and
Spain.
BANK SHARES GOING THROUGH A ROUGH PATCH
- There has been much talk in the business community of the decreasing
value of bank stocks. The value of AIB fell by 50% in the past year,
with the decline being particularly rapid in the early days of this
month. The picture at the Bank of Ireland was similar, with a 40%
drop from its 1999 peak. Analysts say a lack of interest in Irish
stocks generally, the small size of Irish banks on the world scene
and fear of Internet banking, accounts for the situation. It is
generally felt, however, that they are unlikely to decline any
further and, in fact, both stocks have recovered a little on their
lows of last week.

SME/IIE MANUFACTURING CONFERENCE IN THE LIMERICK INN, MARCH 10/11
- A manufacturing conference entitled, "Building Winning Teams - The
Innovative Way" is scheduled for the Limerick Inn on March 10 and 11.

- Aidan Pierce has joined Aspect Software as Team Leader. The

PROMOTIONS AT ESAT TELECOM'S DATA DIVISION
- Mark McCloskey has been appointed to the position of General Manager
of the Data Division at Esat Telecom. He will be responsible for all

LEADING US EXECUTIVE FOR NETWORK365
- Network365 has appointed Dr Andy DeMari as chairman. Dr DeMari is
the founder of software companies, Retix and ISOCOR, both of which
are listed on NASDAQ. He was named Los Angeles Entrepreneur of the
Year in 1991 and International Entrepreneur of the Year in Italy in
1998. Dr DeMari's association with Ireland first began in the early
'80s when he established an R&D centre in Cork for Compucorp. He was

- The Educational Opportunities Centre at Cork Institute of Technology,
in conjunction with WITS (Women Into Technology and Science), will be

DIRECTOR APPOINTED AT IRISH CENTRE FOR HUMAN RIGHTS AT NUI, GALWA
- Professor William Schabas, formerly Professor of Human Rights Law at
the University of Quebec at Montreal, has been appointed Director of
the new Irish Centre for Human Rights in the Faculty of Law at
National University of Ireland, Galway. Professor Schabas, who has
just completed a sabbatical year in Washington DC as a Senior Fellow
at the United States Institute of Peace, is the editor of Criminal
Law Forum, an international journal with a focus on human rights and
international criminal law. As part of a programme to provide
crucial expertise in human rights, a Master of Law in International
Human Rights (LLM), will be introduced at NUI, Galway in September
2000.
WORLD UNIVERSITY GOLF CHAMPIONSHIPS FOR ULSTER
- The University of Ulster is to host this year's World University Golf
Championships, at the Castlerock Golf Club in Co. Derry. The
four-day tournament will be held in July and is expected to feature
some 250 young golfers. Among those who have taken part in previous
years is Ignacio Garrido of Spain, a member of the current European
Tour Professionals.
HISTORY OF UL LAUNCHED
- A book charting the history of the University of Limerick since its
beginnings in 1972 was launched by the President, Dr Roger Downer,
last week. "University of Limerick - a Celebration" features more
than 100 colour photographs as well as a brief history of the early
days written by the university's first president, Dr. Edward Walsh.
AWARDS FOR UCD LECTURERS
- Three lecturers at UCD were nominated by colleagues and students for
awards to recognise the quality of their teaching. Maria-Rosario
Hernandez of the Spanish department, Dr John Mooney of the Management
Information Systems department and the Civil Engineering Department's
Dr Mark Richardson received their awards from the president, Dr Art
Cosgrove. Another member of the Civil Engineering faculty, Mr Frixos
Joannides, received a special award for his contribution to the
department over a number of years.
POSSIBLE EXPANSION OF TCD SCHEME FOR DISADVANTAGED
- Trinity College Dublin is to ask other universities in the State to
adopt a scheme in operation there whereby students who do not have
sufficient points to enter third-level education attend a year's
bridging course. This improves reading and writing abilities and
leads to a third-level place for each successful student, though at
the moment the scheme does not attract government funding. At
present the foundation course at Trinity is open to 18 students, who
are guaranteed a place in the college on completion of their
examinations, though not necessarily their first choice.
NEW UNIVERSITY CAMPUS FOR BELFAST
- The site of Mackie's Engineering company on the Springfield Road in
Belfast is to be the home of a new Stg70m university campus, the
Springvale Educational Village, which will be jointly administered by
the University of Ulster and the Belfast Institute of Further and
Higher Education. The campus, which has been approved by Minister of
Education Martin McGuinness, will be developed in three stages,
beginning with an outreach centre for people living in the area, the
peace line between the Falls Road and the Shankill Road. The second
stage will involve the development of an applied research centre
while the main campus, which is due for completion in 2003, will have
capacity for 3,000 full-time students.
SECOND JOINT FACULTY OF HUMANITIES CONFERENCE AT DCU
- Dublin City University will host the second Joint Faculty of
Humanities Conference on February 18 and 19 with the theme, "Cultures
in Transition". Among subjects being addressed at the conference
will be Media Representations of the Immigrant; New Information
Technology; Artistic Transpositions; Celtic Culture in the Making;
Cultural Changes in the Politics of Struggle, Peace and Independence;
Responding to Linguistic Change and Religious Discourse in Artistic
and Popular Culture. To mark the millennium, a public lecture
entitled "Culture: upgrading from economy class?", will be given by
Professor Seamus Deane on Friday, February 18.

The Government has established TRBDI as Ireland's first integrated
higher education and development institute. Its mission is to bring
education, training and development directly to people in rural
communities and to support rural based businesses. The institute will
use its core third-level courses as the development catalyst for rural
businesses and communities. The institute currently operates from two
main campuses in Thurles and Clonmel.

Technology Degree Course, which is due to commence in September, 2000.
This is a two-year, full-time programme and incorporates a six month
business/industrial internship.
Graduates with a second-class honours (minimum) degree in any primary
discipline are eligible. Students expecting to graduate in 2000 may
