The national government has agreed to set up a Bougainville government with a high degree of autonomy, as part of the Loloata Agreement, signed last month. The governor of Manus Province, Steven Pokawin, says the prime objective is to settle the Bougainville issue as soon as possible. He says while Manus benefits greatly from PNG's international links, there are advantages in having greater autonomy. "If the law allows us to do a lot more things for ourselves we should be able to get things done than if we had to wait for authority or decisions to be made by someone else, somewhere else."
