Timor: Final Declaration of the Extraordinary Congress of RENETIL Fri, 4 Feb 2000 09:52:25 -0500 Via NY Transfer News * All the News That Doesn't Fit source - Carlos Lopes" feb 02 2000 NATIONAL RESISTANCE OF TIMORESE STUDENTS RENETIL EXTRAORDINARY CONGRESS RENETIL BA TIMOR LOROSAE FOUN RENETIL TOWARDS A NEW EAST TIMOR Dili, 6-9 January 2000 FINAL DECLARATION Interpreting the real and deep aspirations of the People within this new phase of the process of National Liberation and with the commitment to keep the Main Interests of the Nation of Timor Lorosae, RENETIL has organized its Extraordinary Congress under the theme RENETIL Towards a New East Timor , attended by 200 members (out of 1700) and by observers from the Youth Organizations OJETIL and the Presidium of Loriko Aswa in Youth, as well as members from UNTAET, media and people in general, in Dili, on the 6-9 of January 2000. The Congress begun by reaffirming the principle of the people, with the people and for the people , and by emphasising the National Liberation (Liberation of the Nation and Liberation of the People) as the goal for short and long term. After an exhausted Global Analyses of the Situation under intern and extern aspects, and hopping to reach the goals defined, the Congress has adopted the following as its main strategies: A. The encouragement of all the National Forces to participate in the temporary authority of the territory together with the UNTAET and to create the conditions for a National Sovereignty within the shortest period possible to be implemented through a National Dialogue; B. The reintegration of the displaced political people in the Timorese Society with a social harmonisation with different ways of aproaching (religious, traditional and others and according to the prevailing social and cultural values); C. A more functional updating of the strategies adopted on 3rd RENETIL s Congress, in Jakarta, Indonesia, from the 24 to the 27 of February 1999. To assure the full implementation of the strategies adopted and to make RENETIL s basic structure more functional, the Congress has also adopted the following organizational tasks: 1. The following up of the social and the political development; 2. The Communitarian Recovery; 3. Privileged link with Indonesia; 4. The promotion on the Human Capital; 5. Stablishment of routh (base) works; 6. International Solidarity and Cooperation. To complement the basic structure were approved the creation of the following supportive structures: 1. East Timor Small Enterprises Managing Centre (CEJEPTIL); 2. Centre for the Defence and protetion of Citizenship (CEDEPROC); and 3. Centre for post-war Rehabilitation and Recovery (REPOSG). To guarantee a organisational cohesion and to restrict its adaptation to all macro, micro as well a intern and extern factors which can influence direct or indirectly the Organisation, the Congress has made a revision of its Constitution, being the small changes added to the current Constitution. To assure the execution of all the strategies adopted and reaffirmed during the Congress, have been ellected under a direct, free and secret vote the following members: 1. Miguel Marques Gon alves (Sulis) as the Secretary General; 2. Mariano Sabino Lopes (Assanami Watumissa) as the 1st Vice-Secretary General; and 3. Francisco Dionisio Fernandes (Mau Kura) as the 2nd Vice-Secretary General. The same way were elected the members for the Central Council: 1. Lucia Lobato 2. Fernando de Araujo 3.
