Lima Declaration calls on US to abolish Helms-Burton Act

A recommendation to the United States to end the Helms-Burton Act,
which has stepped up the blockade against Cuba, was included in the
draft version of the 11th Ibero-American Summit's final declaration.

In a climate of consensus, the national coordinators (consisting of
deputy foreign ministers) agreed to submit the document for signing
by the meeting of heads of state or government in Peru this weekend.
They will also discuss issues related to terrorism and international
security.

According to a Prensa Latina report, Peruvian Foreign Minister Diego
García Sayán reiterated the region's rejection of any unilateral and
extraterritorial implementation of national laws or measures of a
particular state that infringe on international law or try to impose
their norms on third nations.

Basing its argument on UN General Assembly resolutions, the document
urges the U.S. government to halt the implementation of the
Helm-Burton Act, which has generated widespread international
rejection from countries on several continents.

The controversial U.S. law was approved on March 12, 1996, by former
President Bill Clinton and since then, the world community has
repeatedly condemned the legislation.

The draft version of the declaration, which according to diplomatic
sources will not undergo significant changes, also reiterates the
universal principles of the UN Charter, particularly relating to
sovereignty, territorial integrity, refraining from use of force in
international relations and nonintervention. (AIN)
