One report says Uzbek civilians are being evacuated from the border area. Russia says it has also put its troops stationed along Tajikistan's border with Afghanistan on high alert. Afghanistan's Taleban rulers, meanwhile, say they have sent as many as 10,000 fighters to the Afghan-Uzbek border. The Taleban has threatened the Uzbek government with reprisals if it helps the United States militarily. Uzbek President Islam Karimov has granted U.S. troops permission to operate out of one of the country's bases for humanitarian search and rescue missions, but not for attacks against Afghanistan. In advance of Sunday's U.S. offensive, President Bush informed Russian President Vladimir Putin of his intention to strike Afghanistan.The Kremlin press office confirmed the call, but gave no details. Following the conversation, Mr. Putin met with his defense minister Sergei Ivanov, chief of the Russian General Staff Anatoly Kvashnin and head of the national security service Nikolai Patrushev. Mr. Putin has become an important supporter of the U.S.-led campaign against terrorism, including opening Russian airspace to U.S. deliveries of humanitarian aid.
