Assistant attorney general Jose Luis Ramos said there were "sufficient elements to uphold" charges that Raul Salinas plotted the 1994 killing of former head of the Institutional Revolutionary Party (PRI), Jose Francisco Ruiz Massieu. Ramos also said Ruiz Massieu's brother, Mario, tried to "cover for the former president's brother" by trying to derail the murder investigation when, as an assistant attorney general, he was in charge of the probe. Ramos said he hoped the investigative phase of the case against Raul Salinas would be completed by the end of this year.
