Dana" FIRST LADY [sic] SPEAKS IN DUBLIN 10/31/97 10:19 EST American First Lady [sic] Hillary [Rodham] Clinton arrives in Belfast today on her whirlwind tour of Dublin, Belfast and London. She arrives at the University of Ulster in Jordanstown to deliver a memorial lecture dedicated to Belfast community worker Joyce McCartan whom she met during a presidential visit in 1995. She will then travel to Belfast's Waterfront Hall. Last night in Dublin she spoke of her hopes for peace in Northern Ireland: "Be assured that the United States is your partner in the long haul to peace. My husband remains personally committed to this effort and to those who take risks to make peace happen." She added: "In this precious peace we now have, almost all the parties in the conflict are sitting down to discuss the substantive issues.
