from IAIS: PARADES COMMISSION UNVEILS PLANS Via NY Transfer News Collective * All the News that Doesn't Fit PARADES COMMISSION UNVEILS PLANS 10/27/97 16:15 EST The Parades Commission - set up by the British government to defuse the annual tension and violence that accompanies the loyalist marching season - today unveiled plans to make early judgments on some of the most contentious marches. Not only does the three-member commission want to make formal rulings on parade disputes at least five days before the marches are due to take place, it also intends taking an informal view well in advance. The commission hopes to publish its "preliminary view" of marches in hotspots like Portadown, Dunloy and Belfast's lower Ormeau Road before the marching season begins. In the meantime, it will be sending teams into these areas to study the nature of local disputes. Today, the commission published rules and draft guidelines calling for high standards from marchers. It advises "communication" between parade organisers and occupants of residential areas the march passes through.
