Kennedy, Lott and Daschle with no resolution. Kennedy has been holding back what is now being called the "Nicaraguan Adjustment and Central American Relief Act" unless Haitians are included. Sen. Connie Mack agreed not to oppose this, and that's a small victory. But Lott would not budge. He has proposed that Haitians go it alone with a stand-alone bill. Those in the know say this is just a cynical ploy - a Haitian stand-alone bill would be dead-on-arrival in the House. Kennedy is exasperated. Carole Mosely-Braun is threatening a filibuster. At this very hour, Sen. Trent Lott is the chief obstacle.
