Discussion centered on internal political arrangements and the form of any new assembly. Yet again, the parties were at odds with each other. This time it was Sinn Fein which was under fire from all sides. Ulster Unionists and the Alliance Party accused the party of refusing to engage in discussion on the issue. SDLP deputy leader Seamus Mallon said a new shared institution in Northern Ireland was a 'vital cog' in the settlement wheel. In a clear attack on Sinn Fein, he said he would like to hear how there could be strong cross-border bodies unless there was a strong institution in the north.
