ECONOMIC REACTIVATION PLAN CAUSES MORE HUNGER AND MISERY TO OUR PEOPLE. BRILLIANT PERSPECTIVE FOR THE PEOPLE'S WAR What has been the result of the economic policy of the old State? Empty bellies for the people of Peru, especially for the peasantry, as the Land Law enacted by the genocidal Fujimori government has only helped promote gamonalism and monopoly. This intrinsically reactionary bureaucratic and hunger bearing government, promotes agricultural imports with the schizophrenic aim of destroying our already weak agriculture. Let's look at the evidence under our noses: What did it do with the sugar enterprises? It broke them up, but now, according to this new law of theirs, it wants to auction them away at cheap prices.
There are empty stomachs for the Peruvian people and the petty bourgeoisie. Evidently, that bird of prey, the vulture called SUNAT (TNF: Branch of government collecting taxes), used to slurp away any minimal earnings that the people needed to survive, and is now causing an epidemic of layoffs among its own employees, ostensibly to create a more efficient State machinery.
In addition to thousands upon thousands of informal (underemployed), they themselves have thrown on the streets they now force them to pay high crippling taxes, and they must endure police tear gases and clubs whenever they dare to stage a protest.
Empty mouths and bellies for the proletariat, who after the forced bankruptcy of national industry, has no other choice but to survive the very increasing competition to sell their labor power, succumbing to these meager wages that have remained frozen for more than six years. That's all this reactionary government can offer the people, empty stomachs, hunger, misery, and as a result, death and continued oppression.
Their own pockets are filled by the investors who are in fact, getting our enterprises, factories, and mines for ridiculous prices. From this source they get all sorts of easy payments, by way of bonds and grace periods for several years. Pockets are also full of money for the comprador bourgeosie which thrives on unregulated imports, and with the full support from the old State, they are living it off in a perennial spring blossom, while the national industry is being dismantled. Pockets are also full of money for the bureaucratic bourgeoisie. Despite all that moralizing hullabaloo that it preaches, it continues to despoil what it can off the State enterprises as it corrupts its institutions.
That's the economic plan of the sellouts heading this servile puppet regime, good only as unconditional servants of imperialism and the big bourgeoisie. The regime of the reptilian Fujimori follows whatever the imperialists may order him to do. To prove this, let's look at the letter of intent signed recently by the puppet Camet (Ministry of Economy), by which it legalized the privatizations, to auction out, not just our raw materials, but also our producing and good profitable (strategic) enterprises [TNF: e.g., Petro Peru.]
If the State says that those enterprises aren't good, then those big-spending angelical investors (monopolies) are throwing money down the Peruvian drain by buying failures. Is that the case? Hardly. However, they will not pass. To all of that we will counterpoise the People's War. To all of that gibberish they tells us, we will reply with rightful revolutionary violence. They (the investors) know exactly what they are taking away. The signed letter of intent also points out the signing of the Brady Plan, which in essence, will make it even more difficult in the coming years. All of this is a sound business to whomever buys our bonds now. But we must realize that sooner or later we will have to buy back those bonds, and at double or triple their initial value. This government also serves the big bourgeoisie, which has now reached some agreement between its comprador and bureaucratic factions; once the former succeeds in expelling the latter from government, it will blame them for everything. This is all a charade, aimed at fooling the naive. At the present time, they split up for profits. While the comprador bourgeoisie lines their pockets by way of imports, the bureaucratic bourgeoisie lines theirs by swallowing the resources of the State.
That's the genuine slogan of this rotten old State, and not the moralizing hoopla, nor is it for the creation of a more efficient State machine, much less to work for economic development (impossible with the eternal foreign debt), but to line their pockets and get ready to pass on the potato when it gets too hot.
And what is the slogan of the people amidst this hellish nightmare? To organize ourselves by organizing the bases of support of our People's Revolutionary Defense Movement (MRDP), in the countryside and in the city, and to develop further the People's War, which is the means for us to reach our most cherished goal: the People's Republic of Peru.
