EDITORIAL: LONG LIVE THE PCP AND THE PEOPLE'S WAR! President Gonzalo gave a historical and transcendental speech to the world's press upholding, defending, and applying Marxism-Leninism-Maoism, mainly Maoism from inside the dungeons of the reactionaries on September 24, 1992. At a time in which the People's War was powerfully shaking the country, especially in the very heartland of the reactionaries (Lima), the PCP was hit by the capture of a group of leaders, including President Gonzalo himself. This fortuitous, and unprecedented event led the reactionaries to believe wishfully that such a blow would inevitably mean the end of the PCP.
In his memorable speech President Gonzalo reaffirmed: "Some are thinking that this is a great defeat. They are dreaming! Today we say to them that it is merely " a bend in the road." Nothing more than a bend in the road of the protracted revolutionary struggle, and the People's War must continue until final victory, in accordance with the interests of the Peruvian masses at the service of the world proletarian revolution. He also spoke about the opportunity of developing Marxist- Leninist-Maoist (MLM) political parties throughout the world, and in particular, the role of the Revolutionary Internationalist Movement (RIM). He emphasized the necessity for Maoism to become the guidance and command of the coming new wave of the world proletarian revolution.
The RIM was founded based on the Declaration of the "Revolutionary Internationalist Movement," adopted by the Second Conference of Marxist-Leninist Parties and Organizations in 1984. This declaration correctly emphasized "Mao Tse-Tung's qualitative development of the science of Marxism-Leninism" and asserted that he elevated it to "a new stage." Today, RIM declares that Marxism-Leninism-Maoism must be the " guidance and command" of the world revolution.
The RIM groups together the nuclei of the worldwide Maoist revolutionaries who are determined to carry forward the struggle " for a world without exploitation, oppression, imperialism, and a world in which the division of society into classes, will soon be overcome by the communist world of the future."
President Mao Tse-Tung developed many theses, above all, on a series of subjects vital to the revolution. But Maoism is not merely the sum total of the great contributions by President Mao, but it's the comprehensive and dynamic development of Marxism-Leninism to a new and higher stage. Marxism-Leninism-Maoism is an integral whole: it is the ideology of the proletariat synthesized and developed into a new stage. It is the invincible weapon enabling the proletariat to understand the world and transform it through revolution. Marxism-Leninism-Maoism is a universally applicable living and scientific ideology in constant development, and it is advancing human knowledge. Marxism-Leninism-Maoism is the enemy of all forms of revisionism and dogmatism. It is all-powerful because it is true.
In 1984, the RIM pointed out that "The world inherited after World War II is rapidly crumbling. The international, economic, political, relations and the "division of the world" established in the aftermath of World War II, no longer corresponds to the interests of the various imperialist powers as they seek to extend and expand their profitable empires by " peaceful means." The relative stability of the main imperialist powers is crumbling . . . The revolutionary struggles of the oppressed nations and peoples are again on the rise, and are delivering new blows to the imperialist world order. The sharpening of the contradictions is crossing the vortex of world history in all countries and regions of the world. Sections of the masses which were previously dormant and indifferent to political affairs are suddenly awakening, and will do so even more in the near future. So the impending task for revolutionary communists is to get ready, and prepare the class-conscious workers and revolutionary sections of the people to step up their revolutionary struggle!
The Declaration's analysis about the temporary character of the current world order and its call to make urgent preparations for rapid changes, unforeseeable changes, and leaps in world events has been confirmed by recent world history, although it couldn't anticipate [and nobody did] exactly how things would develop such as the collapse of the Soviet social imperialist camp, and the mitigation of the sharp dispute between the imperialist blocks led by the U.S. and the USSR, which had brought the world to the brink of a world war.
President Mao Tse-tung teaches that the imperialists are always lifting huge rocks to hurl at the oppressed, but those rocks invariably end up falling on their own their own feet! All the hype about the "new world order" and the current developments are only showing beyond doubt that nothing good for the people will ever come from that imperialist devourer of human beings.
Some people claimed triumphantly that this blow surely implies the demise of the PCP and the end of the People's War. But, well, four years have passed now, and what THEY call "Shining Path or Sendero Luminoso" (part myth and part systematic slander against the PCP), according to statements by the reactionaries themselves (on the occasion of the offensive against the so-called "patriotic festivities" last July) "Sendero," not only continues to exist and lead the insurgency, but has now reconstituted itself, and continues to operate along the Central Highway, and in the four sectors or conos of Lima.
The heinous child-killer, the genocidal reptile Fujimori, imposed as "President" in the 1990 electoral farce, inevitably had a sudden death on April 5, 1992, when he in collusion with the reactionary armed forces trampled upon all principles of demoliberalism and acceded to the "Fujicop." In fact, he handed the reactionary power directly to agents of the U.S. CIA, infiltrated in the National Intelligence Services (SIN). Since that date, the sinister former Captain Vladimiro Montesinos, and the living carcass that once contained the body of demoliberal Fujimori, have been the democratic facade to make believe before the people of Peru, and the world, that an authentic " democracy" is practiced in Peru. That is how the sinister drug runner Montesinos, ex- peddler of Peruvian military secrets to Ecuador, and his troupe of murderers for hire, became the true rulers of Peru today, behind the Fujimorato (Fujimorismo) [Chinito Fujimori or China-paper stage].
The contradiction between old power and new power remains intact and latent, notwithstanding the events of September of 1992. Moreover, the class struggle has intensified as never before. Be warned, reactionaries of Peru and the world, that the capture of President Gonzalo and other leaders of the revolution -however devastating it is does not solve any of the neurological problems of our people, but quite the contrary. The social, economic, and political problems in our country have worsened and continue to worsen day after day!
The denunciation of President Gonzalo on September 24, 1992 is valid today. At the time he said: "...Once again the nation is at risk, once again the Republic is at risk, once more of our territory is at risk, and it can be easily lost because of foreign interests . . . " The boldfaced sale of giving away our public and strategic industries to foreign bloodsuckers for a song, the impune penetration of foreign capital, aided by legislation to that effect, to steal and sack our natural riches, the unashed interloping and control by foreign imperialists into the government, and the provocation of the invasion of Ecuador of our Northern border, all confirm what President Gonzalo denounced in that speech. "The nation is at risk, they want to break it up, and split it up [again] . . . so now it is time to empower the People's Liberation Movement . . . because in the end, it is always the people themselves who must fight to defend the fatherland, the nation."
At this time, the strategic equilibrium reveals the following: on the one hand, the old power decrepit and on its death bed, and on the other, a vibrant, a nascent People's Republic of Peru whose perspectives are brilliant. Our society appears bleeding more profusely each passing day. It is a society that is unable to hide its shameful poverty, which is evidenced in everything being turned upside down. Sexual assaults are rampant and three sexual rapes take place every hour; a multitude of youth gangs kill each other on the streets; a high and increasing rate of prostitution; corruption and drug-trafficking through the military and government, generalized unemployment, malnutrition, tuberculosis, cholera, and many other "bonanzas" and "economic miracles" brought by Pacification and the so called "successful" control of inflation.
The political response to this crisis is the People's War; it is Marxism-Leninism-Maoism, Gonzalo Thought. Without power all is illusion! Everyone needs to understand that this is true; let us not fool ourselves. We must learn our lesson. The Peruvian revolution, and the People's War continue to advance and will keep on advancing. The old Peruvian state is a paper tiger that is rotten to the core!
The masses' only hope is to join and strengthen the People's Liberation Front. They must organize themselves and build the People's Republic of Peru. And in so doing, they'll follow the leadership of our political vanguard, the PCP, and strengthen the ranks of the People's Liberation Army. In summary, we must materialize the historical task of Developing the People's War and Conquering Power.
