THE MASSES MAKE HISTORY AND THE PARTY MAKES THE REVOLUTION.

The role of violence as the '' midwife of history '' is fully confirmed by reality, more so when it is exercised by a class, which is the last repository of the interests of all other oppressed classes, the proletariat. It is more important when this class has its vanguard, the detachment grouping the best children of our people, where the fight is for the conquest of power. This has been developed since 1980 by the People's War, and is being guided by the undefeated ideology of the proletariat, Marxism-Leninism-Maoism, and its creative application to our material reality, Gonzalo Thought.

The crucible in which the most decided fighters are forged is the People's Liberation Front, the instrument of the revolution. Thus, they are demolishing the old State and demanding its unavoidable quota. In this way, the old State is like a beast that clings to life with its voracious leeches. Thus, the new State imposes itself, and opens up the luminous wake that irrupts into darkness, annihilating and conquering: It is the final struggle.

The class shakes the old State, through demonstrations, strikes, work stoppages, take over of government buildings, and land confiscation. This proves that the old Peruvian State is no longer able to govern itself. Its dastardly labor legislation is just a crude concession to bureaucratic capitalism so it can continue with its most savage exploitation of the proletariat and the shameless auctioning of the national sovereignty to imperialism. The above shows that the old State, is understood in its role as the big bourgeois tool at the service of imperialism, mainly Yankee, and is against the interests of the people.

Its feeble defense of semifeudalism is the usurpation of the lands of the peasants and native communities. It is the exploitation of the petty bourgeoisie, to the semi-proletariat. It is the selective annihilation of infancy, the chronic malnutrition, tuberculosis, etc.

One of the sectors more definitely exposing the old State is the mining sector, where 140,000 workers have been laid off to satisfy the requirements demanded by the comprador bourgeoisie through the International Monetary Fund (IMF), and by the auctions of that usurping mechanism called (CEPAL) [Economic Commission for Latin America], headed by the miserable Dante Mantellini. In the case of 413 miners of Millotingo when the owner, the Zacarias family, declared bankruptcy,( using loopholes in the current law) the mine was left in the hands of the miners, in exchange for nonpayment of social benefits that had accrued in over 20 years of service to the capitalists. The workers could not find any productive use for all that rusted iron junk that was left to them. Furthermore, they lacked the financial means to repair and reactivate the mine, because the blood sucking entrepreneurs had taken all of the profits sucked from the mine through the years, and invested them abroad. This is a classic example of deliberate "decapitalization." For the little money that they may have gotten, the miners, through the use of force, have auctioned off what had been left over.

The Millotingo miners arrived in Lima in order to press their demands, and shelter themselves at the headquarters of the Confederation of Mining Communities (COMI). They mobilized and protested courageously in the streets of Lima. A year later, two of their children were killed as a result of the repression. The miners of Millotingo were abandoned by the petty bourgeois leftism of hardened union hacks such as Valentin Pacho and company. However, the comrade miners have been strengthened in their class hatred of their oppressors. In the midst of malnutrition and illiteracy that is plaguing them, the miners are resisting the brutal repression of the old State that is trying to silence their protests

Finally, by means of the struggle the workers of each mining base have wretched cooking materials from the regime such us a cooking range, pots and pans, and every 15 days they get some groceries.

In the Civil Construction Sector more than 12,000 workers, and 300,000 countrywide have been fired from their jobs and thrown into unemployment and misery by the big bourgeoisie, represented mainly by the Peruvian chamber of Construction (CAPECO), whose interests are clearly adhering to those of the old State, that must be clearly understood. The State is the essence of the problem. Any political struggle that does not move in this direction [aiming the old State] will end up in demagoguery, in vile opportunism, such as the reception given to the genocidal Fujimori at the Civil Construction union office. By virtue of ministerial resolution 051- 96-T, the tyrant puppet will in fact, annul the Work Collective Relations Law, the single pledge, which aims to break up the labor organization of the proletariat. In payment for such exploiting legislation, CAPECO offers the government 80,000 houses and the presence of one of the main exploiters, such as Mr. Arturo Woodman. He then offers sporting tiles or something like the dark dungeons built by Camet and family [Economic Minister of Fujimori], that is the tip of the iceberg.

The State represents the exploiters. The class struggle has matured, the new State emerges and develops, by way of the People's War. The old revisionists believe that by patching up the roads they can improve their image. The workers know that images are immaterial to the old State or to the CAPECO leeches. The struggle is a frontal one. There is fight and resistance, and there are no treats or compromises to struggle for, no need to ask anyone's permission, even less, no permission from the old State myrmidons, whose task is to keep people within bound. Those only need to be fought against, and that's done by way of the Party, as the supreme political organization of the proletariat, that is the Communist Party of Peru. The Civil Construction workers, in an organized and disciplined manner, carry out the struggle over the heads of the old rotten union leadership.
