On September 24, 1992, based on an in-depth analysis of the economic and political reality of the world, President Gonzalo, leader of the Communist Party of Peru (from the luminous trench of combat) proclaimed that Maoism is advancing to lead the new wave of the world proletarian revolution.
This has been clearly demonstrated in deeds. The People's War in Peru marches unstoppably toward the conquest of Power, forging the Party and the People's Army. The People's Front of Liberation has been strengthened, and so has the will of the best children of our people. With arms in their hands and through revolutionary violence, they are destroying the old State and its lackeys. The combatants have promised to raise the glorious red flag of the proletariat without putting it down, until the day comes when Communism will shine on the face of the Earth!
Our greetings to proletarian internationalism, and to the initiation of the People's War in Nepal led by the Communist Party of Nepal, for taking up the invincible ideology of the proletariat, Marxism-Leninism-Maoism (MLM). On February 13, 1996, they broke the dark night of oppression and lit the burning People's War that brightly extended from Rukum, Gorkha, Rolpa, Kathmandu, Sindhulpalanchok, Sindhuli . . . with three simultaneous attacks on police stations, confiscation of lands and goods from semifeudal forces, attacks on an Indian capitalist brewery, the destruction of capitalist banks and the transnational Pepsi-Cola corporation. In other words, the prairie fire has been set, and the People's War now expands from the Andes to the Himalayas. This is the only revolutionary road toward liberation of our people.
Prior to the launching of the organized violence of the oppressed in Nepal, a clear political demarcation was drawn with the revisionism of the Marxist-Leninist-Unidad (ALU) group, who practices parliamentary cretinism. Today they are preaching the respect for legal and constitutional means, legitimizing the repression and oppression of the Nepalese people, and they are trying to turn the clock of history back. Furthermore, they are reducing their struggle to bourgeois democracy, revisionism, and opportunism. This is just like their revisionist Peruvian counterparts who only see an opportunity to capture a parliamentary seat while sucking the blood of the people. These revisionists will be crushed and swept away from the wheel of history!
In the same manner, we repudiate the genocidal forces of the Nepalese State that is being advised and trained by imperialists and Israelis. They are murdering unarmed masses, especially those against the People's Front, as well as peasants, students, and teachers in their work places, .the reactionaries also throw the captured combatants of the People's War from the top of the mountains to the ground.The reactionaries of the world think that the blood shed by the people drowns the revolution, but they must know that if is is the blood of a combatant, it will irrigate, fertilize and raise the red flag of the People's War. Comrades of Nepal: We express our commitment to you to fight the reactionary forces of Nepal wherever we find them!
We are strengthened by the qualitative and quantitative leaps taken by the our Comrades from the Communist Party of Nepal, and by their deep grasp of Maoism as a third, new and higher stage of Marxism. Likewise, as we are convinced of the ultimate victory of the World Proletarian Revolution, we send our greetings to the Revolutionary Internationalist Movement, and to the International Communist Movement for their efforts to forge Communist Parties that dare to cross the inevitable river of blood generated by the old reactionary States. Our goal, will be achieved only when all of us enter Communism or else none of us will.
