The three tasks of the reactionaries are: to reinvigorate bureacratic capitalism, restructure the old State and annihilate the People's War. The latter is their principal task. These three tasks, which are impossible to achieve by reaction, show their own contradictions.
From the beginning of his government, the genocidal puppet Fujimori, lackey of Yankee imperialism, has looked at overcoming his failures in the counterinsurgency war, and in the superstruture of the system such as education, hence his foul campaign to discredit student organizations and their leaders, the military occupation of universities, and their infiltratrion by SIN agents. His fierce lashes reached the organizational and curricular aspects of the universities. He then swept off the revisionists in order to show how the wheels of history crush those who dare not to adopt a position, and also show that we are in the strategic equilibrium.
The regime's attack on the students has reached the organizational and curricular aspects of the universities where it swept off the revisionists, and the so-called " independents" who never dare to take a position against the dictatorship. This shows that the wheels of history crush those who remain in the sidelines and do not adopt a position, especially in these times of strategic equilibrium in which we are now living.
The old State expresses its desperation mainly in the failure of their low intensity warfare. They thought that the genocide, the burning of towns, and the rocketing of villages would stop the victorious Peoples' War; but instead, all those atrocities stirred stormier waves of revolutionary violence. They dreamt about the class selling out their Party, their Peoples' Liberation Army, and their best children. Based on that premise, they launched schemes such as the repentance law, which failed completely, economically, politically and militarily, and thus, indicated the maturity of the class.
They started a psychosocial campaign to demonize the prisoners of war by presenting them as black-striped prison garb Yankee style. They had to swallow their own poison when the people recognized in those prisoners of war, their best children, the courageous peasants, and the offspring of those mothers who offer their best possessions to the Party, their own children and their own blood. Entire families were so presented as the capture insurgents, with no better proof against them than that of having voiced their political and labor rights in rightful civil protest. Their campaign failed. They were unable to continue it, because in the end, they would have had to present fifty percent of the population that is unemployed, oppressed, and exploited. The campaign backfired to their national and international discredit. In desperation, reaction opted for appealing to summary trials, to randomly annihilate or jail all, even the defense lawyers, to decree life sentences by hooded judges, in order to dissuade the people from their endeavor to conquer power. Fools! As they attained complete failures one after another, ( many of which were unnoticed) the last campaign that was staged by Yankee imperialism through their faithful lackey Vladimiro Montesinos, prodded the comrades in the luminous combat tenches to assume opportunist and capitulationist position of favoring a "peace agreement." This was fabricated entirely by the genocidal Army, and with the TV sewers in charge of publicizing it. It was a campaign that was completely crushed by the Peoples' War, with the miserable capitulators who were only able in the end, to beg for their freedom and a job to be exploited and oppressed: That is how they step on the blood spilled in over 16 years of Peoples' War. This was a failed campaign that only helped to strengthen and purge the Communist Party of Per£ after defeating those foul campaigns. Today we continue the same endeavor pointed out by President Gonzalo: EXCEPT FOR POWER ALL IS AN ILLUSION
The old State will never be able to steal the social base of the revolution. Reaction aims at confronting masses against masses, uses mesnadas to repress the people, and designs paliatives to hide their deep crisis and general bankruptcy but this however, does not solve anything. This is obvious in the cities when they use night watchmen who they claim, will fight common street crime and prostitution, but in reality, are there to fight against the Peoples' War. This is a fact that is well known by the ambulatory peddlers of Lampa, Caqueta, Jesus Maria, Chorrillos, those in Cachina ... [Ed: Ambulatory (serenazgo)] peddling zones in various areas of Lima]. " Night watching" provides steady jobs for unemployed genocidists of the armed forces and special forces. In the Andes, they consistently prove their slogan: brave to kill, cowardly to die; as they try to impose peasant rondas, their black head mesnadas are used as cannon fodder. Rondas have become beheaded and their members have turned into vulgar drug traffickers putting masses to fight against masses, and to fight for lands and land boundary lines affecting this or that particular landlord!
In summary, their paramilitary in the countryside is full of contradictions, and their forcibly recruited masses slowly begin to realize the value of having a weapon in the hands of the oppressed of people. Slowly, they begin to pour themselves into the revolutionary torrent. All of that amounts to another colossal failure to reaction. That is why the miserable genocidist Fujimori, on the occasion of Mother's Day and after getting 40 of these people drunk, launched an appeal to organize feminine rondas, and carry out police functions. The people, however, go beyond this. They annihilate, burn, despoil the petty thieves, rapists, and the genocidists. All of that must be turned into a firm expression of the new power, organized in the Peoples' Liberation Front, and then we shall see if this tyrant is able to withstand this.
As it goes ahead with their macabre design, the old State tries to implement a program that would include compulsory police service for students. That is also another example of the fascism that reactionaries dream about themselves. From the professors' chair and from the students' desks let's fight against the reactionary regime. Two-thirds of Perú is currently under a state of emergency, and the old state finds itself powerless! Thus, the people are marching inevitably toward the "conquest of power," and the establishment of the People's Republic of Perú.
