The Disgraceful Impunity of the Presidential Absolutism of Fujimori

The genocidal dictatorship of the sell-out Fujimori is freeing the butchers of the Andes, of El Fronton, Lurigancho, la Cantuta and other crimes.

After 15 years of People's War, the genocidal governments of Belaunde, Alan García and Fujimori, especially the latter, have perpetrated mass murders in their desperate desire to drown the revolution in blood. To date there are tens of thousands of people killed with impunity. They hyenas who offered their services to carry this out have never even been accused, for the most part; however, a tiny number of them, in spite of the systematic cover-up, were prosecuted and received light sentences.

Today Fujimori is setting them free! This has caused astonishment even among Fujimori's followers in parliament. Recall that Fujimori has a majority in parliament because he won the election with 15% of the electorate. It must be extreme when even a part of Fujimori's clique seated in parliament has resisted approving the odious amnesty law for the butchers of the Andes, the prisons and La Cantuta.

The wave of indignation continues to grow with the tide of new contingents, stirring the waters of general discontent with Fujimori. For having committed abominable crimes, they are being freed by the reptile Fujimori. It is worthwhile to ask ourselves why. We can find the answer if we see his powerlessness in the face of the advance of the People's War and his electoral debacle. Today Fujimori, having barely begun his second term with more than two thirds of the electorate against him, finds himself completely delegitimized and sees the imperative need to increase the repression and genocide against the people. For this he needs to prop himself up with his executioners. What better way than to guarantee them impunity!

We know well that the struggle against the genocidal dictatorship, which was left completely delegitimized with the elections last May, will increase more rapidly in step with the political, economic and military setbacks of this government, which is the most pro-imperialist sell-out government in the history of Peru so far. They know that soon they will have neither time nor possibilities to move freely, not even inside the government palace.

Throughout history, it has been seen that in times of war all reactionary governments are forced towards increased absolutism while all revolutionary governments must increase democracy. In light of this, the situation forces dictators to be more dictatorial, more and more absolutist with increasingly fascist methods, whereas the revolution gives the masses greater capacity to govern themselves directly, developing popular democracy.

Where is the objectivity of the packs of journalists controlled by the United States? Why are they silent about this disgrace? Because they are what they are, representatives of the exploiting classes, lackeys at the service of imperialism, mercenaries that sell their words for trinkets. For this reason it is the people themselves who must denounce this crime, and this is what we should do, spreading the news by word of mouth and unmasking the intentions of the genocidal dictatorship, the sell-out Fujimori and his friend Yankee imperialism.

The people and only the people will make justice and give the genocides their just reward!

In the meantime, while justice is not in our hands we must be content with "pulling one hair from the wolf" and take advantage of every situation to demand justice and denounce the shameful impunity before the eyes of the world, exposing the fallacy of their "human rights", their laws, the false "objectivity" of their communications media. Know it well: Fujimori's government with its 15% majority is really an openly genocidal dictatorship that is muddying its flunkies and defenders from head to toe!

Public opinion in Peru is becoming more and more conscious of the absolutist character of the genocidal sell-out Fujimori and who he is using more neo-fascist methods. We must see that his "direct democracy", the total control of the judiciary, a decorative parliament, control of the press through pressure and economic blackmail, manipulation of public opinion with his "psychosocial strategy" with opinion polls (for example in the case of the release of the butchers they say that Fujimori's popularity has fallen eight points when in reality the great majority is outraged). It is anecdotal, for example, how in the first few years Fujimori's advisors carried the ball by saying the Peruvian people called this reptile "chino"; however, after a while instead of getting the intended result people started to call him "chinochet" and they had to keep their mouths shut. All these things demonstrate to us that Fujimori is using, more and more, neo-fascist techniques and methods. But what is predominant is the presidential absolutism in the midst of a growing reactionarization of the state.

We must build the seizure of power: this is one task of the Party, the class and the people; the people assumes it because it is growing more conscious that there is no other way out for Peru. There is no other solution than the seizure of power nationwide and the installation of the People's Republic of Peru. Building the Seizure of Power implies building organizations superior to those of the enemy, it signifies building up the Communist Party (growth and consolidation), building up the People's Liberation Army (expansion and stabilization of the New State) and widening the United Front to seize power, uniting the Peruvian people in turn around the following concrete program:

Against hunger, unemployment and the crisis!

Against the repression and genocide!

Against the old state and imperialism!

For land, wages and national production!

For the rights of the people and People's War!

For the People's Republic of Peru!

In defense of the leadership, against the genocidal dictatorship!

Long live the People's War for the liberation of Peru!

Long live Communist Party of Peru!

We salute the ever closer People's Republic of Peru!
