"Imperialism will not last long because it always does evil things. In all countries it persists in grooming and supporting reactionaries who are against the people; it has forcibly seized many colonies and semi-colonies and many military bases, and it threatens the world with atomic war. Thus, forced by imperialism to do so, more than 90 per cent of the people of the world are rising or will rise up in the struggle against it. Yet imperialism is still alive, still running amuck in Asia, Africa and Latin America. In the West, imperialism is still oppressing the people at home. This situation must change. It is the task of the people of the whole world to put an end to the aggression and oppression perpetrated by imperialism, chiefly by U.S. imperialism."

The main form of class struggle sustaining the democratic revolution in Peru, THE PEOPLE'S WAR, and the advancing Proletarian World Revolution, in its road toward COMMUNISM, evolves from the greatest fruit of conscious matter, conceived and developed by the revolutionary international proletariat through class struggles: MARXISM-LENINISM- MAOISM, GONZALO THOUGHT.

Decades of combats, thousands of battles and hundreds of major victories were needed to achieve the most important thing the world's oppressed and exploited yearn for: the command of the revolution, the organized vanguard of the proletariat: THE COMMUNIST PARTY!

The development of the proletariat's ideology generates the laws for transforming the world through armed class struggles until Communist society is reached. And in the summit of such invincible bastions, the Central Committee of the Communist Party, the synthesis of thousands of wills and tested leaders of the revolution, the guide of communists serving the revolutionary masses, is conducting the world's oppressed and exploited toward their own liberation from feudalism, bureaucratic capitalism, and imperialism, which are the three evils imposed by the international financial oligarchy and its native lackeys around the world.

1. THE COMMUNIST PARTY IS INVINCIBLE WITH THE CREATIVE APPLICATION OF MARXISM-LENINISM-MAOISM, GONZALO THOUGHT, AND PRINCIPALLY, GONZALO THOUGHT.

The PCP was founded by José Carlos Mariátegui on October 7, 1928. During more than four decades beginning immediately after Mariátegui's death up to the Reconstitution, Peru's Communist Party (PCP) was under the influence of revisionism in many forms. After the Reconstitution process, which lasted 15 years, with the leadership of the Red Fraction founded in Ayacucho by Comrade Norah and commanded by President Gonzalo, Peru's proletariat constructed a Communist Party of a new type: A MARXIST-LENINIST-MAOIST, GONZALO THOUGHT COMMUNIST PARTY.

Understanding the development of the laws that transform class society, and in the midst of an emerging revolutionary situation, the PCP initiated the armed struggle on May 17, 1980: THE PEOPLE'S WAR!

Through the creative application of the proletariat's ideology in an uninterrupted class struggle, from a group of young Communists, and after the Reconstitution process, the PCP became the organized vanguard of the international proletariat and initiated the People's War as part of the Strategic Offensive of the Proletarian World Revolution. Today, thousands of combatants multiply the revolution's ranks and develop the three instruments of the People's War which are the COMMUNIST PARTY, the PEOPLE'S ARMY, and the UNITED PEOPLE'S FRONT of workers, peasants, mainly poor peasants, and progressive sectors of the national bourgeoisie.

2. THE PEOPLE'S COMMITTEES: ESSENCE OF THE NEW POWER

The People's Army of Liberation (EPL) and the People's Front of Liberation (FPL) led by the PCP, develops nationwide powerful political-military actions defending the People's Rights and class interests of the working masses in Perú. Through the armed struggle, the masses liberate themselves, exert political Power, and construct a new and better world for their own benefit in all aspects of life (full employment, housing, education, health care, recreation, scientific work, art, culture, etc.). Today, the support Base Areas and the People's Committees of Workers and Peasants in the countryside, and the Committees of Peoples' Struggle in the cities, are the major achievements of THE NEW POWER THAT THE PEOPLE'S WAR SUSTAINS, expressing the seeds of the New State: THE PEOPLE'S REPUBLIC OF PERU.

In response to the peoples' brilliant achievements, the imperialist criminals and sex maniacs in Washington, London, Paris, Moscow, Rome, Berlin, Madrid, etc. and their narco-terrorist puppet Fujimori, employ their mass printed media, Hollywood films, TV networks, intelligence services, etc. to slander as "Shining Path Terrorists" the revolutionary masses of workers, peasants and Progressives. Such imperialist campaigns of black propaganda are executed in coordination with military operations to annihilate the People's Committees, the Base Areas, the Communist Party, and the People's War. But this is all in vain. The reactionary campaigns are being shattered by the armed actions and ideological counter-campaigns of the revolutionary masses led by the PCP.

II. SUPREMACY OF THE PROLETARIAN MILITARY LINE

The PCP's Proletarian military line (applied development of Maoism and continuation of the Great Proletarian Cultural Revolution) synthesizes in theory and practice the concrete problems facing the class struggle. Only through wars is the world transformed, and the theory of the Peoples' War which is the highest military theory ever achieved by humanity, is applicable to every nation (in oppressed and imperialist nations) taking into account concrete contradictions and specifying the main enemy to combat in each country. In the case of Perú, through a masterful creative application of the Proletarian military line, the PCP initiated and expanded the People's War against the old landlord-capitalist State and imperialism, principally Yankee imperialism.

The People's War is part of the World Revolution, and it is characterized by its relation to the following important facts:

A. The definition of imperialist nations at the level of superpowers. The USA and Russian imperialism are the two world superpowers and enemies of the People's War, Yankee imperialism being the principal enemy, and the hegemonist world superpower at this moment.

B. The international proletariat is betrayed by infiltrated revisionists (puppets of imperialism disguised as 'communists') in the former socialist countries. This precipitated the restoration of capitalism by Khrushchev's clique in the USSR, and by Teng Xiao Ping in China. Consequently, Socialism exists today as experience, and confirms the necessity of successive Proletarian Cultural Revolutions to combat and defeat capitalist restorations.

C. The defeat of Yankee imperialism's invasion of Vietnam. This means the defeat of the most powerful reactionary army in the world. The Yankee imperialists -with their "high tech" weapons pursued a quick victory, but the people of Vietnam unleashed protracted warfare. This confirms once again that:

• 1. The most important thing in warfare is people, not weapons;
• 2. Imperialists, mainly Yankee imperialists, are paper tigers.

D. The failure of the petty-bourgeois revisionist military line in its attempts to take over the people's struggles. This includes the defeat of the 'foco' strategy (Che Guevara, etc.) and other errant-guerrilla tendencies, which always end up betraying the class interests of the working class, as demonstrated by the betrayal of the Sandinistas, and Fidel Castro's pleads to submit Cuba to the rule of Yankee and European imperialists.

E. Revolution develops as the main historical and political tendency in today's world. The inevitable process of the World Revolution to wipe out imperialism and world reaction has three moments: Strategic Defensive, Strategic Equilibrium, and Strategic Offensive. With the initiation of the People's War in Peru, and the increasing wars of national liberation since the 1980's, the Proletarian World Revolution has entered the Strategic Offensive. This is a global protracted process in uneven development and characterized by wars of various types, principally between the oppressed nations on one side, and the imperialist superpowers and powers (France, Great Britain, Germany, Italy, Japan, etc.) on the other side. This is the principal contradiction in today's world, as clearly demonstrated by the Gulf War and the coalition of imperialist forces led by Yankee imperialism against Iraq, the bombardments against Lybia, missile attacks on Sudan and Afghanistan, etc. Other armed struggles that continue and increasingly emerge today throughout the world include the initiation of the People's War in Nepal, the wars in Kurdistan, Algiers, Chechnya, Palestine, Lebanon, Colombia, Mexico, Kosovo, Somalia (where Yankee imperialist intervention suffered another military defeat), Polisario, Morocco, Sudan, Philippines, Cambodia, East Timor, Iraq, Congo, Afghanistan, etc.

It is also a fact that some insurrections betray the people's class interests and end up as mere tools of imperialist blocks (cases of Cuba, Nicaragua, El Salvador, etc.). This causes the emergence of new armed struggles (continuous protracted wars bound to continue well into the 21st Century) to achieve national liberation from imperialism and its reactionary native puppets. For instance, today in Nicaragua the 'Recontras' are armed peasants who fight against the puppet regime imposed by Yankee imperialism with Sandinista collaboration. In addition to the continuing and emerging wars throughout the Third World, there is also the uneven development of armed class struggles in Europe. The genuine patriots of the Irish Republican Army (IRA) reject the bogus "peace accord" that seeks to legitimize the British rule over Northern Ireland. ETA continues a protracted war for the independence of the Basque nation. The Communist Party of Spain (r) and GRAPO has reinitiated a series of powerful military actions against the terrorist neo-fascistdictatorship in Spain. Corcega's nationalists launch armed actions against French imperialism, and so on. The continuing and emerging armed struggles, as long they demolish imperialist domination, objectively serve the advancing STRATEGIC OFFENSIVE OF THE PROLETARIAN WORLD REVOLUTION. Thus, through a complex system of wars of various types, imperialism and world reaction are being demolished.

F. In reaction, the imperialist powers and superpowers launch more repressive actions of greater scale to subjugate the working masses, to prevent and stop revolutions. The norms of the United Nations are not enough for imperialism. Facts confirm that the UN is a mere instrument of the Yankee imperialists, and that today they need greater "rights" to justify their genocidal military aggressions (as demonstrated by the military invasion of Panama, the Gulf War, the occupation of Iraq, Cambodia, etc. ). They need to 'legally' diminish the sovereignty of oppressed nations, a variant of Brezhnev's "restricted sovereignty."

For this reason, the imperialists hypocritically and deceivingly call for armed interventions against genocide -but they are the ones who commit genocides in the name of "Human Rights," "humanitarian reasons" and "war against drugs" -and precisely they are the ones who promote drug addiction to subjugate the working masses throughout the world (!). The European imperialists are playing a leading role in these types of plots. All their actions, including the ones mentioned above, confirm that their usual means, mainly the military means employed until today, are insufficient for them to impose and maintain their domination. Consequently, they increasingly apply more brutal forms of repression and military aggression to negate the sovereignty of the oppressed nations. They employ the most criminal actions of Low Intensity Warfare to oppress the working people and stop revolutions throughout the world. In the concrete case of Perú, it is a fact that Yankee troops are directing the counterrevolutionary war; they consume drugs, rape young girls, loot, and kill the people who resist. These crimes are perpetrated under the veil of "protecting Human Rights" and the "war on drugs."

Imperialism upholds 'Human Rights' as decrepit and ragged banners of the world counterrevolution. Human Rights are manipulated as reactionary ideological weapons to give 'legitimacy' to imperialist military intervention in any part of the world. Such banners are deceitful manipulations for imposing and maintaining imperialist domination, which are mere reactionary plots to contain and stop revolutions.

Contrary to imperialism, the People's War conquers, serves and defends the social and political Class Rights of the People, exercised through the People's Committees and Committees of People's Struggle, expressions of the New Power that serves to satisfy the people's basic needs and desires through a New Economy, New Culture, New Science, etc. Imperialism's usual means are insufficient to impose and defend its domination. The international financial oligarchy and the big monopolies with their lackeys in the world financial capitals Tokyo are the ones who encourage drug addiction to subjugate the working masses throughout the world. Drug addiction is a product of social corruption, and it is more developed in capitalist societies, in the very womb of imperialism, but much less in the oppressed nations. Drug addiction evolves as a consequence of imperialism's actions to dominate the people and mitigate capitalism's hypocrisy, egoism, racism, ignorance, pornography, prostitution, and hopeless decay. So, capitalism provides fake self-fulfilment through drugs. In fact, during the last week of November 1996, the San Jose Mercury News (California, USA) reported the CIA's involvement in the creation of the crack cocaine epidemic in Black and Hispanic neighborhoods in the USA. The CIA itself has recognized the seriousness of the problem, and its Director at the time John Deutch, (the fourth in five years), has tried to convince the Black community that he lacked knowledge of the operation. But other news articles published by The Washington Post and The New York Times showed the CIA's involvement in drug trafficking in the city of Los Angeles and its association to the Nicaraguan Contras. The CIA's role in narcotics trafficking is known and well documented: it is used to finance anticommunist groups in strategic locations in the USA, while promoting the distribution and consumption of drugs in working class neighborhoods. Oliver North (the military under orders of President Ronald Reagan) used this same formula that blew up in the Iran-Contra affair: "The U.S. Drug Enforcement Agent (DEA) Celerino Castillo declared to NEWSDAY that the CIA is setting up the whole operation, and that Col. Oliver North and the Contras introduce large amounts of cocaine in the USA to be sold in the streets." The undeniable truth is that the big capitalists and the international financial oligarchy -through their big banks, State apparatus, and armed forces- are the ones who impose drug addiction on the people throughout the world.

The Communist Party of Pwerú (PCP) is totally against drug addiction and drug trafficking. The way out of such miserable social corruption is revolution, the transforming action of the working masses, the creation of a new system, and this is possible through revolutionary struggles toward humanity's definite transformation: COMMUNISM! Drugs hurt the mind and body, and their use reveals a lack of perspective. For communists it is a social problem that can be resolved only through revolution.

Although the principal contradiction in today's world is between oppressed nations against imperialist powers and superpowers, other fundamental contradictions include:

Inter-imperialist contradictions: between the imperialist superpowers; between the imperialist superpowers and powers; and between the imperialist powers. In their genocidal lust to re-divide the world, the imperialists prepare and carry out wars for world domination, through direct military intervention or through conflicts between satellite puppet regimes. One imperialist strategy is to change the course of the wars of national liberation and employ them as a means to impose imperialist rule. This is demonstrated by the re division of the former Yugoslavia (Bosnia, Croatia, etc.) and Albania into spheres of influence of Germany, France, Italy, England, the USA, and Russia. The conflict now expands to Kosovo, where the Serbian regime, a puppet of Russian imperialism, is confronted by Albanian nationalists and mercenaries supported by NATO. In Africa, French imperialism opposes the penetration of Yankee monopolies, causing a practical split with its NATO "partner." The war between Ethiopia and Eritrea resulted from border disputes instigated by Italy, France and the USA. This is similar to the border conflict between Ecuador and Peru, promoted by the interests of Yankee and British monopolies. Other imperialist splits and confrontations emerge over Russia's open opposition to NATO's expansion to the Baltic countries. In Latin America, the European powers led by Spain attempt to penetrate and recover their former colonies and even clash with Yankee imperialism on the embargo to Cuba. The long confrontation between Spain and Great Britain continues around the British occupation of Gibraltar, Greece and Turkey clash for the control of Cyprus, causing more skirmishes for strategic superiority. The so called "European Union" is a fragile association under constant friction and splits between England, France and Germany over Europe's monetary policies, as well as between France, Spain and Italy over Europe's agricultural policies and other matters. In addition to this, the reactionary regimes in India and Pakistan test their nuclear weapons and change the correlation of forces in the world strategic system. Because of the inter-imperialist contradictions, there is the danger of imperialist world wars of plunder, which the international proletariat must oppose with revolution, and with more People's Wars. These wars will be aimed at developing People's Wars at a world scale, forming People's Red Armies that converge on the crumbling bastions of imperialism.

Contradictions between the proletariat-bourgeoisie: These are resolved through socialist revolutions, and in perspective through successive proletarian cultural revolutions in every country. The continuous labor conflicts and strikes, forms of class struggle between the proletariat and the capitalist class, must serve to support, prepare, initiate and develop the PEOPLE'S WAR. The capitalist system of exploitation is collapsing. The recession and acute financial crisis in Japan, Indonesia, and throughout Asia, cause a great impact over Russia's rotten imperialist system, China, and the rest of Europe, Africa and Latin America. This world crisis leads to new waves of immense social turmoil, as demonstrated by the violent revolts in Indonesia and Albania, the ferocious strikes of coal miners in Russia, the workers' riots in South Korea, the labor strikes against privatization and unemployment in France, Spain, Germany, Italy, the USA, etc. In Russia the social, economic and political conditions for civil war are maturing. In China the widespread poverty in the countryside, the migrations and high unemployment in the cites, combined with massive executions of revolutionaries who resist, confirms that capitalist restorations are temporary and are bound to be defeated.

The Marxist-Leninist-Maoist, Gonzalo Thought proletarian military line creatively applied by the PCP in leading the People's War as part of the World Revolution, in addition to synthesizing the concrete contradictions and specifying the main enemy to combat in Perú, also synthesizes the contradictions in the world strategic system as a whole.

The actual world situation confirms:

• 1) the disintegration of the rotten imperialist system of exploitation,
• 2) its destruction through wars of various types, and
• 3) Revolution develops as the main historical and political tendency in today's world.

Imperialism truly is the parasitic and last stage of capitalism advancing to its final doom. The international financial oligarchy is full of impotence and panic as the stock markets crash and the Proletarian World Revolution advances.

III. ACCELERATED BANKRUPTCY OF REVISIONISM

It is essential to emphasize that revisionism is the vanguard of the capitalist class in the ranks of the Communist Party, the proletariat and the people. One cannot combat imperialism without combating revisionism. Imperialists and revisionists are two sides of the same coin. Revisionism should be understood through its history: during World War II, the actions of Browderism (USA) and Tito (Yugoslavia); in 1956 Khrushchev and capitalist restoration in the USSR, in 1976 Teng Xiao Ping and the capitalist restoration in China, in 1985 Gorbachev and Perestroika initiating a futile counterrevolutionary offensive campaign in collusion and contention with imperialism, collusion being the principal pattern. Then revisionism enters its stage of decomposition and total bankruptcy, resulting in the fragmentation of the former USSR into the "Commonwealth of States." China recovers Hong Kong, but the massive unemployment, poverty, hunger, prostitution and corruption, combined with the world financial crisis, is spreading the seeds of the new socialist revolution (counter restoration) in China.

Revisionists, faithful lackeys of imperialism, always try to negate the theoretical and practical advances of today's Marxism. For instance, in response to the PCP's creative application of the proletarian military line, some revisionist "theoreticians" in Perú alleged that "it is impossible to establish support Base Areas, since the sophisticated high technology and fire power of the reactionary armed forces would make it impossible to maintain the Bases for People's War, and consequently the road has to be like Nicaragua." Today, it is clear to the world that the petty- bourgeois Sandinistas and Castro have sold out to bourgeois democracy and imperialism.

Overseas, Bobby Avakkkian, the cheerleading revisionist black head in the RCP-USA and manipulator of the Executive Committee of the Co-RIM, promotes debates for Fujimori's "peace accord" and insanely negates the strategic offensive of the World Revolution. Avakkkian's Yankee revisionists in the RCP-USA bark that the "People's War is impossible for imperialist nations and it is applicable only for oppressed nations." He babbles on and on about imaginary "retreats of the revolution in twists and turns" to appease class struggle, promote class capitulation, and attempt to spread class treason and defeat. The revisionist renegades in RCP-USA, including its appendices and peddlers ("Refuse and Resist," "CSRP" and "Maoist Documentation Project"), Unity and Struggle, Workers World and others submerge themselves in opportunism, electoralism, and oppose the application of Marxism in today's world. They uphold superficial one-sided speculations about "the setback in China and the USSR" to suppress today's class struggle in Europe and Asia, and negate that capitalist restorations are temporary. The Yankee revisionists are champions of the wrong line and collaborate with Yankee imperialists in advertising the false tale of "revolution is retreating." The opportunist black clique serving Fujimori in Peru, and other self-serving charlatans in Europe, also vainly advertises that "world capitalism advance." Their forgeries of Marxism, combined with demented tales, are part of the low intensity warfare and psychological operations of imperialism to deceive, confuse, and crush the struggles of the international working class.

The perverted Yankee renegades, who disguise themselves as "Maoists" to oppose Maoism and to sell out struggles, are true followers of Kautsky, Trotsky, and Lin Piao. They whisper nice words to your face so they can stab you in the back.

Objectively, and beyond any doubt, revisionists (lackeys of imperialism disguised as "communists") are enemies of Marxism-Leninism-Maoism, Gonzalo Thought, enemies of the working class, enemies of the PCP, enemies of the People's War, and enemies of the advancing World Revolution. Revisionists are experts in defeats and all their plots and forgeries end up in failures.

IV. MILITARIZING MARXIST-LENINIST-MAOIST COMMUNIST PARTIES

The international proletariat's history of class struggle proves that "negotiation and reform" are old traps that reactionaries employ to deceive, defeat, oppress, prostitute, plunder and murder the working class and all those who work through sweat. Reactionaries (the big bankers, big landlords, big capitalists, with their bureaucrat lackeys and degenerate politicians) negotiate anything, but they never negotiate their old and corrupt Power, their lust for money, their mercenary armies, their weapons of mass murder, and their crimes against humanity. Such things are untouchable and "not negotiable." They never negotiate their instruments to maintain their old Power, their class domination, and the wealth and privileges they plunder and appropriate as "private property." The lesson is that only through PEOPLE'S WAR, will the working masses be able to conquer, defend and construct a world without exploiters nor exploited, without oppressors nor oppressed, a world of justice, equality, liberty, and happiness. Only with powerful People's Armies, led by Marxist-Leninist-Maoist Communist Parties, will the working masses throughout the world be able to conquer, defend, and construct the NEW POWER.

The victorious People's War led by the PCP confirms that Communist Parties must be militarized for the following reasons:

A) The international Proletariat has entered the Strategic Offensive of the Proletarian World Revolution (as explained above)

B) To prevent and combat capitalist restorations. After losing Power, the capitalist class infiltrates the Communist Party, manipulates the Army, seeks to seize Power, destroy the class domination of the proletariat, and restore capitalism. Therefore, Communist Parties need to be militarized to lead the proletariat in exercising supreme Power over the three instruments of the revolution (Communist Party, People's Army, and People's Front). The Communist Parties must forge themselves through the People's War, and attain the armed organization of the broad masses -the people's militia so that the Army is swallowed.

C) The working masses march toward a militarized society. The militarization of the Communist Party leads to the militarized society, and the application of the proletarian military line achieves the Marxist strategic perspective that guarantees the class dominance of the proletariat. The militarized society is the armed sea of masses that Marx and Engels conceived to conquer the NEW POWER and insure its defense and uninterrupted development through the People's War until Communist society is reached.

The history of class struggles in the five continents proves that everything is born from the barrel of the gun: Communist Party, People's Army, People's Front, New State, New Politics, New Economy and New Culture.

The PCP's militarization has achieved the following victories: at the start of the People's War in Peru, the reactionaries attacked with police forces, and this led to their defeat on the battlefields. Then they made use of their central strength: the reactionary armed forces of the landlord- capitalist State (Army, Navy, Air Force). The PCP responded by creating the People's Guerrilla Army (EGP) and constructed the New Power in the support Base Areas and People's Committees.

The reactionary Army then executed major genocides, in a mechanistic attempt to "leave the fish without water," that is, by killing thousands of unarmed innocent civilians, mainly poor peasants, so as to leave the PCP, the EGP and the New Power without a social base, depopulating the rural areas through genocides, and clustering the population in concentration camps.

The PCP responded with counter restoration campaigns and further development of the Base areas, applying active defense, and quick-decision offensive campaigns in exterior lines, expanding the People's War throughout Peru's national territory.

Immediately, the reactionaries deployed paramilitary armed bands called "mesnadas" and "Committee of Civil Defense" (rondas) composed of big landlords, rich peasants, and other peasants forced under death threats. The PCP responded by accomplishing a revolutionary agrarian policy, counter restoration campaigns, consolidation of the Base Areas, further development of the New Power, construction of the EGP into the EPL, increasing its potential, especially its main forces, through the application of mobile warfare. The "rondas" were infiltrated, causing internal uprisings and striking powerful attacks to the leading "black heads" and elite troops in the reactionary armed forces.

The Communist Party of Peru (PCP) and the revolutionary Peruvian masses have achieved the Strategic Equilibrium stage in the protracted People's War to surround the cites from the countryside. At present, the PCP's Central Committee leads the preparation of the Strategic Counter-Offensive through the Construction of the Conquest of Power Nationwide, according to the STRATEGIC PLAN OF CONSTRUCTION and the SIXTH MILITARY PLAN FOR THE CONQUEST OF POWER.

Since the initiation of the People's War in 1980, in strategic terms and according to the Plans of Victory applied by the Military Commission of the PCP's Central Committee, the initiative of the Civil War is in the hands of the Communist Party and revolutionary masses of Peru. Each revolutionary advance forces the reactionaries to respond with reactionary plans and bloody actions. With the correct application of a new Marxist, Leninist-Maoist Gonzalo Thought Plans of Victory, the reactionaries and their Yankee masters will be unable to respond, and the Conquest of Power Nationwide will be the greatest victory of the revolution.

V. MARXISM-LENINISM-MAOISM, PRINCIPALLY MAOISM ADVANCES WORLDWIDE

After Mao Tse-tung passed away, the reactionaries around the world believed that Maoism would become an unknown chapter of old history, and that it would fade away. However, as the PCP correctly confirmed through the People's War, Mao Tse Tung's contributions to the development of Marxism are so great, that the ideology of the international proletariat has reached a third, new and a superior stage: MAOISM. Thus, TODAY'S MARXISM IS MARXISM-LENINISM-MAOISM, PRINCIPALLY MAOISM, CREATIVELY APPLIED TO THE CONCRETE CONDITIONS OF CLASS STRUGGLE IN EACH NATION.

Mao Tse-tung -after decades of experience in leading the revolution in China- synthesized the path for the proletariat and oppressed nations to free themselves from imperialism, bureaucratic capitalism and the remains of feudalism. This luminous path is the PEOPLE'S WAR, with the application of the highest military theory ever reached in the history of humanity: THE PROLETARIAN MILITARY LINE. The conquest of Power by the proletariat and oppressed peoples, and the continuation of the revolution, is invariably accomplished by the power of the gun, by the leadership of the Communist Party, by acting in accordance with the specific conditions of class struggle in each nation, by constructing the people's armed forces and developing the People's War, and by waging continuous and protracted armed struggles against reactionaries, imperialists and revisionists.

Nevertheless, what stands up at the world level is the PCP's scientific creative application of the ideology of the proletariat to concrete conditions of today's class struggle in Peru as part of the World Revolution. This is GONZALO THOUGHT, which proves in practice that Mao's leadership was correct and necessary in the frontal struggle against world reaction, imperialism and revisionism. This struggle makes it possible that future revolutions do not end in defeat or in a mere change of imperialist masters (as shown by the betrayals in Cuba, Nicaragua, El Salvador, Guatemala, Ecuador, Vietnam, Colombia, Eastern Europe, Africa, etc.). The political defeats accelerated by revisionism show that Marxism was not properly applied, and the need for militarized Communist Parties to lead revolutions. At the present time such mistakes are corrected through the brilliant application of Maoism worldwide and by its creative development: GONZALO THOUGHT.

In the class struggle against remaining reactionaries and principally against revisionists, Mao Tse-tung confirmed the PROLETARIAN CULTURAL REVOLUTION is the continuation of the class struggle under the dictatorship of the proletariat. It politically mobilizes the proletariat and broad working masses to wipe out revisionism and prevent capitalist restorations over the economic base, culture, State, and Party leadership.

The PCP's Central Committee correctly establishes that through successive Proletarian Cultural Revolutions humanity will reach Communism. For this purpose, it is essential to understand and apply the particular and general aspects of the evolving ideology of the proletariat. In particular, Gonzalo Thought is the PCP's creative application of Marxism-Leninism-Maoism, principally Maoism, to the concrete conditions of today's class struggle in Peru. Accordingly, thisexperience -the People's War led by the PCP- generates further leaps in the development of the international proletariat's ideology, and demonstrates the universal validity of materialist dialectics: theory is based on practice and in turn serves practice. The proletariat's practical and ideological leaps are crucial in leading the World Revolution to victory. Therefore, as a whole, Marxism-Leninism-Maoism, Gonzalo Thought is certainly applicable to today's international class struggle (in oppressed nations and imperialist nations) as part of the Strategic Offensive of the Proletarian World Revolution.

The triumph of the World Revolution can be possible only through the application of Marxism- Leninism-Maoism, principally Maoism, and its powerful creative development: GONZALO THOUGHT.

VI. SYNTHESIS

Peru's Communist Party (PCP) is invincible with the creative application of Marxism-Leninism- Maoism, Gonzalo Thought, principally Gonzalo Thought, to transform the world through armed class struggle until Communist society is finally reached.

THE NEW POWER: The support Base Areas and the People's Committees of Workers and Peasants in the countryside, and the Committees of People's Struggle in the cities, are the major achievements of THE NEW POWER THAT THE PEOPLES' WAR SUSTAINS, expressing the system of government of the New State: THE PEOPLE'S REPUBLIC OF PERU IN FORMATION.

SUPREMACY OF THE PROLETARIAN MILITARY LINE: The PCP's proletarian military line (applied development of Maoism and continuation of the Great Proletarian Cultural Revolution) synthesizes in both theory and practice the concrete problems facing the armed class struggle. Only through wars is the world transformed, and the theory of People's War, the highest military theory ever achieved by humanity, is applicable to every nation (oppressed and imperialist nations) taking into account concrete contradictions and specifying the main enemy to combat in each country.

The PCP initiated and expanded the People's War which is characterized by its relation to the following important facts:

A. The definition of imperialist nations at the level of superpowers (Yankee imperialism is the principal enemy and hegemonist world superpower at the moment).
B. The international proletariat is betrayed by infiltrated revisionists (puppets of imperialism disguised as "communists") in the former socialist countries.
C. The defeat of Yankee imperialism's invasion of Vietnam. Imperialists are paper tigers.
D. The failure of the petty-bourgeois revisionist military line in its attempts to take over the people's struggles.

E. Revolution develops as the main historical and political tendency in today's world. The inevitable process of the World Revolution to wipe out imperialism and world reaction has three moments:

• 1) Strategic Defensive
• 2) Strategic Equilibrium, and
• 3) Strategic Offensive.

With the initiation of the People's War in Perú, and the escalating wars of national liberation since the 1980's, the Proletarian World Revolution has entered the Strategic Offensive. This is a global protracted process in uneven development and characterized by wars of various types, principally between the oppressed nations on one side, and the imperialist superpowers and powers (France, Great Britain, Germany, Italy, Japan, etc.) on the other side. F. In reaction, the imperialist powers and superpowers launch more repressive actions of greater scale to subjugate the working masses, to prevent and stop revolutions. 'Human Rights' are manipulated as reactionary ideological weapons of imperialism, as part of the vain attempt to give 'legitimacy' to imperialism military intervention in any part of the world. The big capitalists and the international financial oligarchy -through their big banks, State apparatus, and armed forces- are the ones who impose drug addiction on the people throughout the world.

Perú's Communist Party (PCP), the organized vanguard of the international proletariat leading the Peoples' War as part of the World Revolution, is totally against drug addiction and drug trafficking. The way out of such miserable social corruption is revolution, the transforming action of the working masses, the creation of a new system, and this is possible only through the peoples' revolutionary struggle toward humanity's definite transformation: COMMUNISM Although the principal contradiction in today's world is between oppressed nations against imperialist powers and superpowers, other fundamental contradictions include: - Inter-imperialist contradictions: there is the danger of imperialist world wars of plunder, which the international proletariat must oppose with revolution, and with more People's Wars in perspective aiming at developing a Worldwide People's War, forming People's Red Armies that converge on the crumbling bastions of imperialism.

-Contradictions between the proletariat-bourgeoisie: are resolved through socialist revolutions, and in perspective, through successive proletarian cultural revolutions in every country. The continuous labor conflicts and strikes are expressions of the class struggle between the proletariat and the capitalist class, and they must serve to support, prepare, initiate and develop the People's War.

The proletarian military line creatively applied by the PCP in leading the People's War as part of the World Revolution in addition to synthesizing the concrete contradictions and specifying the main enemy to combat in Peru, synthesized the contradictions in the world strategic system as a whole. The actual world situation confirms the following:

• 1) the disintegration of the rotten imperialist system of exploitation,
• 2) its destruction through wars of various types, and that
• 3) Revolution develops as the main historical and political tendency in today's world.

Imperialism truly is the parasitic and last stage of capitalism advancing to its final doom. The international financial oligarchy is full of impotence and panic as the stock markets crash, and the World Revolution advances.

ACCELERATED BANKRUPTCY OF REVISIONISM: It is essential to emphasize that revisionism is the vanguard of the capitalist class in the ranks of the Communist Party, the proletariat and the people. One cannot combat imperialism without combating against revisionism. Imperialism and revisionism are two sides of the same coin. Revisionists (lackeys of imperialism disguised as 'communists') are enemies of Marxism-Leninism-Maoism, Gonzalo Thought, enemies of the working class, enemies of the PCP, enemies of the People's War, and enemies of the advancing World Revolution. Revisionists are experts in defeats and all their plots and forgeries end up in failures.

MILITARIZING MARXIST-LENINIST-MAOIST COMMUNIST PARTIES: Only with powerful People's Armies, led by Marxist-Leninist-Maoist Communist Parties, the working masses throughout the world will be able to conquer, defend, and construct the NEW POWER for their own benefit in all aspects of life. The history of class struggles in the five continents proves that everything is born from the barrel of the gun: Communist Party, People's Army, People's Front, New State, New Politics, New Economy and New Culture.

The PCP's militarization has achieved great victories for the proletariat and the people. Since the initiation of the People's War in 1980, in strategic terms and according to the Plans of Victory applied by the Military Commission of the PCP's Central Committee, the initiative of the Civil War is in the hands of the Communist Party and the revolutionary masses of Peru. Each revolutionary advance forces the reactionaries to respond with reactionary plans and bloody actions. With the application of new Maoist-Leninist-Maoist, Gonzalo Thought Plans of Victory, the reactionaries and their Yankee masters will be unable to respond, and the Conquest of Power Nationwide will be the greatest victory of the revolution.

The contemporary liberation movement of the oppressed nations is an important component and great ally of the Proletarian World Revolution. The national democratic revolution and the socialist revolution are stages related to each other, but each has its own particular characteristics. The oppressed nations of the Third World constitute the vast majority of the Earth's population; therefore, the struggles for national liberation are decisive for the World Revolution, and must be led by Marxist-Leninist-Maoist Communist Parties to achieve victory and continue the socialist revolution and successive Proletarian Cultural Revolutions until Communism.
