Political Report

The current situation in the world continues to be characterized as follows: In the reactionary camp, it is characterized by the crimes committed by imperialism, principally Yankee. After rattles about false peace, it extends its tentacles, and in an arrogant and bullying manner it intervenes militarily, either directly, or in collusion with others (UN Peacekeeping Forces), when it serves its interests. Yankee imperialism, the international policeman, does this with arms in hand in Haiti or Yugoslavia, or via diplomatic negotiations such as in the Middle East. Others act according to their interests and conditions, for example, Russia in Chechnya, etc.

The destiny of the Yankee imperialist superpower, and others, is historically and politically defined. Nothing will save them from total collapse and ruin. They continue to decline, and because of this, they have returned to preaching out-dated academic theories from the 18th century, in order to try to maintain their precarious situation. They have nothing new. They form competing commercial blocks, and this implies that each must always struggle for new markets, which has led and will continue to lead to new wars.

Meanwhile, revolution in spite of what the imperialists and all the reactionaries say, continues to be the principal tendency. Today struggles of all kinds are developing in different places, and in perspective, they will develop even more. In many parts of the world, the masses cry for revolution, and they need Communist Parties commanded by Maoism and that take up the People's War, which will lead them to a great historic and transforming action, " the triumph of Communism all across the face of the Earth."

The National Political Situation

In spite of the demagoguery, lies, frauds, and hoaxes, the real and objective fact is that bureaucratic capitalism has no way out of its difficulties. It goes from failure to failure. Thus, in the economy, they recognize their problems once again. According to their own figures, growth has decreased in 1996, inflation is again increasing, and unemployment is at the highest level ever recorded, which confirms what President Gonzalo and the Communist Party have said, that in the second half of each decade, their economic crises intensify, and they sink further each time (1). And the outlook for the future? According to several recognized economists, this year looks difficult, and so does next year. . This government, like its predecessors, has said: "to sacrifice yourselves for a better tomorrow," but that tomorrow never comes, and the present always gets worse.

While politically the government goes from one crisis to another as it tries in vain to hide its fascist, genocidal, and country selling nature, it exposes the puss that is eating away its foundation. For example this is seen in drug trafficking, in which even the highest ranking officers in the reactionary armed forces are involved.

Meanwhile, the more they cluck about pacification, the more the actions of the People's War blow intensely in their own faces.

The democratic road, the path of the people, has overcome the difficult and complex bend in the road today through a reactivation of the revolutionary situation, concretized with the New Military Plan of the Party. The struggles of the proletariat and different sectors of the people are arising anew, favoring the development of the People's War. Our people neither need nor want crumbs administered by genocidal hordes, in a campaign of Civic Action whose object is to manipulate the masses, and take advantage of the hunger and misery to which the old state subjects them to. Our people need a new society in which they will be able to satisfy their needs by their own hands and efforts with dignity and self respect.

On the subject of the Gas project of Camisea (Transl. The failed contract with Mobil and Shell), we must make it very clear that in no way can it be a historic act, as the fascists and country sellers say, with the signing of a contract which once again hands over our natural resources to the voracious appetite of an imperialist consortium for a period of 40 years, so that they will take the best part for themselves, and leave us the crumbs (as always).

On the subject of the application of the New Plan: "Overcome the Bend in the Road, Developing the People's War." In general, our Party, led by the Central Committee, and guiding itself by Marxism-Leninism-Maoism, Gonzalo Thought, in hard struggle, is carrying out successfully the application of the New Plan to Overcome the Bend in the Road. The People's War is being developed through campaigns to surround and annihilate the enemy forces, and counter-campaigns against the so-called "low-intensity warfare."

Particularly in the Principal Regional Committee, the application of the first part of the plan of military operations is giving us very positive results, and the possibilities which this opens up are very good.

We must keep in mind the advances won in our military operations. It is also necessary to correct errors and limitations, such as underestimating or overestimating the enemy. We must focus upon our objectives, and apply them in accordance with our overall strategic plan. We must evaluate the tactics of the enemy, do not underestimate them tactically, not even to the mesnadas (paramilitary rondas), in order to dismantle and defeat them piece by piece.

As for the three instruments: we must always stress the leading role of the Party, never forgetting that, without the ideological and political leadership of the proletariat through the Party, neither the peasants nor the people can advance or achieve victory. Presidente Gonzalo taught us to forge ourselves as peasants with a proletarian leadership (....)

In the struggle of two lines: We must combat relentlessly against the opportunists, revisionists and capitulators until their total, and complete sweeping ....

Mass Work. To advance step by step in winning over and mobilizing the masses, but it is only the beginning of a great task. The attitude of the masses is positive. We must keep in mind that the reaction is always trying to isolate us from the masses by every means possible, from deceit, to repression, to blackmail and the manipulation of their needs.

Therefore, the struggle is and will be hard. Every mistake we make is harmful and can be exploited by reaction. That's precisely why, and as a matter of principle, our actions must not negatively affect in any shape or form the interests of the people. All our actions must be clear, and be explainable according to our political theory and strategy that we preach and practice. The masses are the ones who make history.

The People's Army of Liberation. It is advancing and increasing its bellicosity. The three tasks are fighting, mobilizing, and producing. The slogan is "less but better troops and a simple and efficient administration."

The Front-New State. We are advancing and choosing the best targets of the revolution, and we are winning over the masses of the people, creating conditions for their incorporation in the United Front. We must take into account the differences among the classes which make up the Front, as well as the targets of the revolution.

The problem of land and the problems of the masses.
The People's Committees are being maintained amidst storms, and passing through them with courage, developing confidence and security, and becoming more productive.

A campaign for production is about to be planned. We are becoming invincible, both ideologically and materially and we are advancing significantly in the areas of health and recreation.
