INTERNATIONAL PSYWAR: VICTOR IN 2 FRONTS

Reactionaries are repetitive and tend to copy their past counter-revolutionary actions to mislead and annihilate the new and emerging armed class struggles against imperialism and revisionism in today's world. In Peru, the reactionaries are copying the sinister terrorist actions that British imperialists applied against the Communist Party of Greece in the 1930's (torture and coercion of political prisoners to maintain a Right Opportunist clique that calls for debates on negotiation and peace accords.) Likewise, in the USA the counterintelligence entity "MIM" emerges as a mutation of the scams previously applied against the proletariat's struggles in Europe. MIM and its "MIM thought" is a pathetic photocopy of "Victor and his thought." It is precisely MIM and its "ministers for thought relations," propped up by RCP-USA, who apply psychological warfare (PSYWAR) to subjugate the working class in the USA, and annihilate the growing international support for the victorious People's War in Peru and the advancing World Proletarian Revolution. Thus, to understand "MIM and its thought," it is essential to take into account "Victor and his thought" as part of the terrorist actions that imperialism and revisionism launch against the international proletariat's armed class struggle.
SPAIN: FRANCO'S VICTOR
After 40 years of Franco's fascist rule, the armed class struggle in Spain intensified during the decades of the 1970's and 1980's. As a result, the fascist counterintelligence organizations of the old Spanish State originated Operation Victor in the early 1980's (a fake "Presidente Victor" with his thought in development and his "Communist Party" in eternal reconstitution.) This scam was and continues to be principally aimed against the reconstituted Communist Party of Spain (PCE- r) and its operative military group GRAPO.
There is conclusive evidence that the entity "Victor" is a set up by CESID (Franco's Gestapo) with the main objective to infiltrate the working class and create slanders, confusion and black propaganda (PSYWAR) against the PCE-r and GRAPO. A covert operation against a Communist Party that is already reconstituted and already leading an armed struggle to demolish the old and corrupt landlord capitalist State in Spain (continuation Franco's fascist regime under a veil of "democratic monarchy." ) Since its initiation, Victor's group proclaims its unconditional support for Avakian's CoRIM.
The activity of Victor includes fabrication of confusing disagreements and conflicts between the PCE-r and organizations that presently conduct armed struggles in Latin America, since Spain's fascist ruling class (led by the corrupt king Juan Carlos) keeps on dreaming with recovering the old imperialist domains. Victor's clique erects absurd frauds to deceive the working class and misrepresent itself as "equal and sister Party of the PCP." Through such forgeries, it continuously slanders the PCE-r as the "enemy PCP" and as "bourgeois revisionists opposed to revolution," etc.
The ideological limitations of the PCE-r and GRAPO are well known, however, the confusing points of disagreements with the PCP are in large part caused by the sinister falsifications and slanders from the entity Victor (CESID). In fact, many imprisoned GRAPO members have expressed their open support for the PCP and the uninterrupted victory of the People's War in Peru, and have rejected the hoax of "repentance and negotiation" that Aznar's fascist regime also attempts to impose on them through torture. In 1996, both the PCE-r and GRAPO have publicly rejected such hoaxes, and announced the continuation of the armed class struggle in Spain.
"Operation Victor" also serves as an instrument for psychological warfare (black propaganda. slanders. Etc.) against the Central Committee of the Communist Party of Peru (PCP), the People's War, international supporters, and the advancing World Proletarian Revolution
Thus, the entity "Victor" operates in two fronts: national and international. It is a reactionary covert operation being directed mainly against the proletariat's struggle in Spain, and against the PCP and People's War in Peru (the vanguard front of the World Proletarian Revolution.)
VICTOR AGAINST THE PEOPLE'S WAR
Without a shred of honesty, Victor's group started in 1993 a desperate propaganda campaign in support of Fujimori's failed peace accord implemented under CIA direction to annihilate President Gonzalo, the Central Committee of Peru's Communist Party (PCP), and the armed class struggle.
The international supporters of the People's War in Peru have exposed Victor's forgeries for a number of years. In 1995, The New Flag journal and the MPP (North America) successfully exposed and defeated Victor's public calls to rally to Fujimori's "peace accord."
It is crucial to consider that in the course of the revolutionary armed struggle, many imperialist monopolies are being expropriated and demolished in Peru, this includes two of Spain's biggest monopolies. TELEFONICA and REPSOL (oil) Here is the main cause for Spanish imperialism's covert operations and black propaganda against the PCP and the people's democratic revolution in Peru.
"Presidente Victor calls two line struggle for Peace Accord!" This was the slogan launched by the entity Victor in Spain. But resulted in total failure. Victor's true self was completely exposed. It became clear that never existed such "Communist Party in reconstitution," and that it was all was a fake tile, a sinister scam to fool Spain's working class and the international supporters of the People's War. It deceives no body.
At present time, Operation Victor functions abroad in close partnership with two lackeys of imperialism: Javier Esparza in Sweden and the Yankee revisionist Robert Avakian. Let us expose some concrete evidence. A letter entitled "From the Permanent Committee of the Central Committee of the Communist Party of Spain in reconstitution to the Editors of The New Flag, February 1997" (original in Spanish) is another of Victor's shameless manipulations attempting to create confusion in support of Fujimori's "peace" scam. In the midst of all its ridiculous self-serving flattery, the letter from Victor's "Committee of the Committee" contains the following points:
1. It calls for public support of the "peace accord" fraud and the peace letters forgeries as emerging from a two-line struggle in the Party, which is the same farce advertised by Fujimori's terrorist regime (psychological operation component of low intensity warfare). Victor's letter also demands that any denunciation and exposure of such forgeries must be kept "internally" and not made public. In practice, Victor's group follows Avakian's RCP-USA in attempting to silence the people's struggles through "internal channels," and crush the successful international counter-campaigns against Fujimori's failed 'peace scam and imperialist low intensity warfare.
2. Victor's letter alleges that Avakian's RCP-USA and CoRIM do not deserve criticism. This is another ridiculous manipulation to put down and silence all public criticism exposing the renegade Avakian and his Yankee revisionists, Victor's clique vainly attempts to cover up the sinister sabotage activities conducted by RCP-USA and CoRIM against the Central Committee of the Communist Party of Peru. It is a known fact that through "study packs" and "Circulars" the RCP-USA and CoRIM distribute "great decision and great definition: two-line struggle for peace accord to the end" and other materials prepared by Fujimori's intelligence services (SIN) and the CIA to annihilate the PCP, the People's War, and the international support (see CoRIM's publication "A World to Win No. 21, October 1 995, and No. 22, circulating in 1997, etc.) Victor vainly attempts to cover up the fact that Avakian's Yankee revisionists are faithful lackeys of Yankee imperialism: they whisper nice words to your face so as to stab you in the back. Victor's letter also fails in claiming that RCP-USA represents all of RIM. This is absurd. The RCP-USA does not represent RIM. RCP-USA represents Revisionism and Capitalist Propaganda in the USA.
3. Victor's "Committee of the Committee" portrays the Individual in Sweden as "dear Javier Esparza" and defends him as "not deserving the same criticism that Luis Arce Borja and Adolfo Olaechea receive." The individual in Sweden Javier Esparza was pardoned in 1995 by Peru's Special Court for Terrorism (case number N-1 70-93) because since 1993 he collaborates and supports the call for "peace accord," which was prepared and implemented by Fujimori's National Intelligence Service (SIN). Peru's daily "La Republica (July 30, 1 996) reported that Esparza achieved the support of the CoRIM (under RCP-USA control) in favor of "twists and turns in OUR life and dead struggle for peace negotiation to the end." As a result, RCP-USA and CoRIM conduct a number of sabotage activities against the Central Committee of the Communist Party of Peru (PCP) and international supporters.
Moreover, the PCP's Central Committee, in its INTERNATIONAL DIRECTIVE of December 1, 1993, has exposed and defeated the sinister actions of Esparza and his cronies in Sweden. Facts confirm without doubt that Javier Esparza works for Fujimori's SIN. Therefore, it is clear and certain that Victor's "dear Esparza" is a SIN agent at the service of Fujimori's terrorist regime and imperialism.
4. Victor's letter slanders the Central Committee of the Communist Party of Peru (PCP) as a "nest of snakes" and "splitting block." At the same time, the letter claims that from a cage, buried underground, under continuous physical torture and drugs, Gonzalo is "asking for Peace" These are the same slanders propagated by Fujimori's regime, Yankee imperialism, Yankee revisionism, senderologists, and the entity MIM. All such sinister slanders against President Gonzalo and the PCP have been crushed with MORE PEOPLE'S WAR IN PERU AND MORE SUPPORT TO THE PEOPLE'S WAR ABROAD.
5. Victor's mercenary clique babbles on and on that it is "in reconstitution" and "equal and sister Party of the PCP." Again, this is the same old tale nobody believes. Victor's mercenaries are counter-intelligence operatives. This is clear and certain. Every Sunday morning Victor's partners set up a table in Madrid's flea market, at Tirso de Molina Square, to peddle the forgeries prepared by SIN and Avakian's CoRIM in support of "peace accords to the end." Obviously this practice has nothing in common with the victorious People's War led by the PCP toward the inevitable conquest of Power in all of Peru. "Equal Parties?" A dream. "Sister Party?" A hoax. "In reconstitution?" Reconstitution of what? Reconstitution of frustrated counter-intelligence operatives who suffer failures from the start.
In synthesis, the so-called "Letter from the Permanent Committee of the Central Committee of the Communist Party of Spain in reconstitution to the Editors of The New Flog is another of Victor's failures, The letter once again exposes Victor's true self as a faithful lackey of imperialism who mechanically repeats useless forgeries and slanders against the PCP, the People's War in Peru and the international proletariat's armed struggle. This is similar to MIM's absurd acts of disinformation, forgeries and a police plot implemented by the cops in MIM. The actions of Victor's group, MIM and Avakian's Yankee revisionists in RCP-USA/CoRIM, thoroughly demonstrate the collusion (covert collaboration) of international revisionism and imperialist world reaction, principally Yankee imperialism.
What have the reactionaries achieved? More and more failures. The international support for the People's War in Peru continues expanding worldwide, confirming in practice that Marxism-Leninism-Maoism, Gonzalo Thought is the most powerful weapon in today's world!
