"It is worthwhile to pay special attention to how we base ourselves on the all-powerful ideology
of Marxism-Leninism-Maoism, Gonzalo Thought, since it is the only way to banish selfishness,
the source of revisionism." Central Committee, Communist Party of Peru (PCP), 1991.
After creating for himself a phantom "MPP-Belgium" and a Committee Sol Peru-Belgium (a
photocopy of the revisionist Committee Sol Peru-Paris), the individual Luis Arce Borja (LAB)
proposes the formation of a "World Mobilization Commission (WMC) in Defense of the Peruvian
Revolution." What kind of "defense" is Luis Arce Borja proposing? In collaboration with another
individual from London, Adolfo Olaechea Cahuas (AO), he announces that the WMC "will
undertake the task of organizing, guiding and promoting ALL activities in support of the Peruvian
revolution abroad." This task would be accomplished through the following six objectives:
Although in appearance the above objectives seem to be for defending the "Peruvian revolution
abroad," in essence these are part of a scheme to impose a revisionist right opportunist line on the
international solidarity movement that supports the People's War in Peru. LAB and AO raise their
bourgeois "red" flag to oppose the proletariat's red flag. Let us synthesize and understand in
detail the objectives they propose for their WMC.
Objective 1. The first objective links Gonzalo Thought to the person of "chairman Gonzalo" as an
individual, separated from the proletariat, its ideology and the revolution; thus, Gonzalo Thought
is defended as only the "thought of chairman Gonzalo," as only HIS thought. This concept is
clearly based on bourgeois individualism and metaphysical, idealist, bourgeois ideology. The
WMC's first objective defends only the individual aspect of Gonzalo Thought, separated from the
proletariat, the PCP, its class ideology and the People's War it leads. Such an one-sided
erroneous position, the bourgeois conception on which it is based, and the two individuals who
attempt to impose it, must be opposed and rejected
Marxism-Leninism-Maoism, Gonzalo Thought, principally Gonzalo Thought, is the guiding
ideology of Peru's proletariat and its organized vanguard, the Communist Party of Peru (PCP).
Gonzalo Thought is the creative application of Marxism-Leninism-Maoism, principally Maoism to
the concrete conditions of class struggle in Peru, and it is the guiding ideology of Peru's
proletariat and its organized vanguard: the PCP leading the People's War towards the Conquest of
Power nationwide. As synthesized in the First Congress of the PCP: "revolutions generate a
thought that guides them, which results from the application of the universal truth of the
international proletariat's ideology to the concrete conditions of each revolution. Guiding thought
that is indispensable to achieve victory and conquer Power, and still much more, to continue the
revolution and maintain a course always towards the sole and grand goal, Communism." "Once
this guiding thought reaches a qualitative leap of decisive importance for the revolutionary
process it leads, it is identified with the name of the person who shaped it in theory and practice".
In the case of the revolution in Peru, this process generates Gonzalo Thought, because it is
President Gonzalo who has shaped the proletarian application of Marxism-Leninism-Maoism,
principally Maoism, to the concrete conditions of the revolutionary struggle in Peru.
The proletarian class character of Gonzalo Thought is its principal aspect, but the "world leaders
of the World Commission", LAB and AO, suppress and negate such class character by constantly
upholding and emphasizing only the individual aspect of "HIS thought," "Gonzalo and his
powerful Thought," period, separated from the People's War, the proletariat, the PCP and its
guiding ideology. They do NOT call to "defend" Gonzalo Thought as the application of the
proletariat's ideology to the concrete conditions of the revolutionary struggle in Peru, on the
contrary, they suppress this aspect.
It is essential to defend the life of President Gonzalo with more Maoism, with more struggle
against opportunism, revisionism and imperialism, and with more support for the People's War
and the PCP. Let us emphasize this, Gonzalo Thought is the creative application of the ideology
of the proletariat to concrete revolutionary practice, to carry out People's War. Now, to
misrepresent and defend this application of the ideology of the proletariat as only a personal
patrimony, without class character, is a bourgeois, idealist and metaphysical practice, it is anti-Marxist. Mao Tse-Tung himself clarifies this point: "The Selected Works of Mao, how much of it
is mine! It is a work of blood. The struggle in the Soviets was very acute. Because of the errors
in the Wang Ming line we had to embark on the 25,000 li Long March. These things in Selected
Works of Mao were taught to us by the masses and paid for with blood sacrifices." (Remarks at a
Briefing, March 1964.)
Objective 2. The next objective of the WMC aims at defending the People's War, the PCP and "its
leadership", but these, in this second objective, no longer have a guiding thought, in the WMC's
proposal the People's War and the PCP are fragmented and separated -- on paper -- from
Marxism-Leninism-Maoism, Gonzalo Thought. As we have seen in the first objective, Gonzalo
Thought is linked only to the person of "chairman Gonzalo" and exclusively defended as "HIS
thought." Thus, LAB and AO "defend" the PCP, but suppress and obliterate the proletarian class
ideology the PCP follows and applies: Marxism-Leninism-Maoism, Gonzalo Thought, principally
Gonzalo Thought in Peru, and principally Maoism worldwide. Through their deceptive
manipulations of separation and fragmentation (metaphysics), they fabricate a scenario where
"chairman Gonzalo" has "HIS thought" and the PCP has "no thought," it has only "its
leadership." But, here again LAB and AO do not recognize nor mention the PCP's Central
Committee. Let us ask: Where is the "leadership" of the PCP? Who leads the PCP? THE
CENTRAL COMMITTEE OF THE COMMUNIST PARTY OF PERU. However, LAB and
AO do not even mention the Central Committee's leadership. They launch an ambiguous and
deceiving call to "defend" the Party and "its leadership", but suppress the leading role of the PCP-Central Committee and its Marxist-Leninist-Maoist, Gonzalo Thought line. This ambiguity of "its
leadership" leaves room to later advertise the WMC mentors of LAB and AO, the revisionist
traitors Javier Esparza, Victor, and even Robert Avakian, as "the leadership" or "part of the
international leadership" of the "revolution abroad." In synthesis, LAB and AO call to "defend"
the PCP, neglect, suppress, and negate the PCP's Central Committee and its leading role (!) and
prepare the basis for a future call from Fujimori's "leadership" to impose class treason, to carry
out another reactionary "peace accord" farce as part of imperialism's low intensity warfare.
Objective 3. It calls to defend the prisoners of war and political prisoners. This is a fair objective,
but needs further clarification; after all, prisoners of war are political prisoners, because captured
combatants are imprisoned for struggling to conquer political Power nationwide. But the WMC's
third objective separates prisoners of war from political prisoners, and no explanation is given in
regard to the difference. Actually, this obscure manipulation of prisoners of war covers up recent
developments in Peru's prisons. It is essential to distinguish those members of the Right
Opportunist clique operating from the Yanamayo Prison (Puno, Southern Peru) who now operate
as Fujimori's agents in creating slanders and falsifications against the PCP, its Central Committee
and the People's War. The handful of capitulating opportunists in Yanamayo have abandoned the
revolutionary struggle and have enlisted themselves in the ranks of the counter-revolution. Now,
are LAB and AO proposing to defend the black clique in Yanamayo as "political prisoners"? It is
clear that international supporters of the People's War should never defend those "historic"
revisionists (Osman Morote, Cox, Meche, etc.) who struggle for class treason and capitulation,
and oppose the construction of the Conquest of Power nationwide. The "historic" clique of
renegades operating from Yanamamo cannot be defended. On the contrary, they must be crushed,
as the PCP-Central Committee has clearly indicated in February 1994. In Europe, a follower of
the black clique, Javier Esparza "the individual in Sweden," is a close partner of the Yankee
revisionist Robert Avakian (RCP-USA) who also imposes a right opportunist line in CoRIM. The
disagreements and partial split between the Esparza+Avakian group and the LAB+AO gang
(because they compete for "recognition" as world "leaders") could end in the WMC, and could
lead to a new call for a new "peace accord" in order to "defend the life of prisoners." Thus,
objective 3 is another ambiguity that leaves room for opportunist manipulations. HOW to defend
prisoners of war? this is another key point completely ignored in objective 3.
Objective 4. In objective 4, the two Peruvian "world leaders" oppose the PCP's application of
Marxism-Leninism-Maoism, Gonzalo Thought. It is well known that since the initiation of the
People's War, THE COMMUNIST PARTY OF PERU (PCP), through armed propaganda,
agitation, armed strikes, political-military operations, People's Committees, cultural work,
collective economic transformation, ideological struggle, etc., continuously UPHOLDS,
DEFENDS AND MAINLY APPLIES Marxism-Leninism-Maoism, Gonzalo Thought, principally
Gonzalo Thought. But through their call to "defend" the PCP, LAB and AO suppress and deny
the PCP's CREATIVE APPLICATION of Marxism-Leninism-Maoism, Gonzalo Thought to the
concrete conditions of class struggle in Peru. The PCP applies Maoism to lead in practice the
People's War, and at the same time this luminous revolutionary practice generates and further
develops Gonzalo Thought, which in turn is applied back to practice to achieve higher and greater
national and international victories, serving the people's struggle against the three mountains of
oppression and exploitation: semi-feudalism, bureaucratic capitalism, and imperialism. It is
precisely through the practical creative application of Maoism that the PCP leads the
revolutionary Peruvian masses in the creation of the PEOPLE'S NEW POWER, NEW STATE,
NEW SOCIETY and NEW LIFE. But LAB and AO suppress and negate the APPLICATION of
Maoism, they remain only in "DEFENSE" of Maoism. Now it becomes clear that this is a cover
to disguise their bourgeois anti-Party, anti-Central Committee, anti-proletarian and anti-Maoist
position.
Let us further clarify the importance of the worldwide application of Marxism-Leninism-Maoism,
principally Maoism. The "INSTRUCTIONS" from the PCP Central Committee, quoting
President Gonzalo, thoroughly clarifies: "Finally, when dealing with Ayacucho, a very important
lesson for the whole Party was drawn in relation to the application of Marxism-Leninism-Maoism
... First the problem of the application of Marxism-Leninism-Maoism: application is principal. To
take up Marxism's truths is a first leap, but the principal leap is the application of such truths to
transformation, to the practical transformation of reality; this is principal. The problem, thus, is
not simply to know Marxism, the problem is to apply it; the problem is not to know Marxism-Leninism-Maoism, the problem is to apply Marxism-Leninism-Maoism, this is the point."
(INSTRUCTIONS, Central Committee, Communist Party of Peru, Instruction No. 13, June
1994). Thus, one important lesson drawn from the practical experience of People's War in Peru is
that the necessary PRINCIPAL LEAP in proletarian revolutionary practice is to APPLY Marxism
to the practical transformation of reality, to prepare, support and carry out more People's War, to
achieve the Conquest of Power nationwide with more People's War, and to continue with the
socialist revolution and cultural revolutions through more People's War, so the working masses
themselves further carry out greater, bolder and more creative applications of Marxism-Leninism-Maoism, Gonzalo Thought in all aspects of life, to reach, with their own efforts and after many
battles, the true realm of liberty: COMMUNISM!
The "two world leaders" call only to "defend" Maoism, but in practice they oppose the
APPLICATION of Marxism-Leninism-Maoism. They promote themselves as experts of Marxist
knowledge, and throw quotations to right and left (Olaechea Cahuas portrays himself as "the
greatest thinker since Mao," and Arce Borja promotes himself as "the successor of Gonzalo.")
But it is all a cover to reject the APPLICATION of Marxism-Leninism-Maoism, Gonzalo
Thought, to negate the lessons from the People's War in Peru, and to oppose the position of the
PCP, Central Committee, in leading the democratic revolution and Conquest of Power
nationwide.
The correct line is to call on the working masses to APPLY MAOISM, not only to "defend" it.
The main point is to APPLY Marxism-Leninism-Maoism, Gonzalo Thought, this is the point, as
clearly expressed by THE CENTRAL COMMITTEE OF THE COMMUNIST PARTY OF
PERU (PCP) in the midst of People's War.
Objective 5. This objective is a smoke screen, a deception, because through their WMC and other
previous deceptive manipulations, LAB and AO promote opportunism and revisionism; they
oppose the proletarian line in the international solidarity movement that supports the People's
War. They attempt to impose their own bourgeois, opportunist anti-Party, anti-Central
Committee, anti-Maoist revisionist line in order to promote themselves as "world leaders" serving
their own selfish interests. Simultaneously, they prepare the ground for future imperialist attacks
against President Gonzalo, the PCP, the People's War and the World Proletarian Revolution.
Objective 6 is a clear attempt to oppose, mislead and sabotage the PCP's international activities
abroad, and to structure a revisionist right opportunist line in the international solidarity
movement that supports the People's War in Peru. LAB and AO, in collaboration with a clique of
senderologists (Simon Strong, Degregori, etc.), and undercover imperialist agents (MIM, K.K.
Campbell of Eyenet, Toronto, etc.) attempt to monopolize, control and sabotage ALL activities
abroad in support of the People's War. The so called "organizing commission" is an attempt to
deceptively place these two opportunists as "leading members of a world mobilization." Now,
whoever questions or disagrees with this ridiculous fantasy of "Arce and Olaechea world leaders"
is automatically slandered as a "police agent, "Yankee secret weapon," "impostor", etc.
For instance, MIM (the phantom "Maoist International Movement") creates an illusion in which
any disagreement with the WMC amounts to a "call to overthrow Luis Arce Borja," and,
therefore, any person who disagrees is automatically part of a "police plot" (see MIM's
publication on Internet, week of June 17, 1996.) These slanders and coercions amount to a clear
sabotage against honest supporters of the PCP and the People's War. Actually, the international
revisionist clique of LAB, AO, MIM, and even the RCP-USA, center their campaigns of slanders
mainly against the MPP-USA and its publication The New Flag, precisely because the MPP-USA
follows the line of the Central Committee of the Communist Party of Peru (PCP.)
Their campaign of slander to defend their selfish interests is nothing new. For a number of years
now, whoever disagrees with Luis Arce Borja or Adolfo Olaechea is immediately slandered as
"impostor," "police agent," blah blah blah, in El Diario Internacional (EDI). A minor
disagreement or simple criticism of LAB's opportunist practices is enough proof for them to carry
out campaigns of slander and sabotage against honest supporters of the People's War. Thus,
objectively, these two "world leaders" carry out the same dirty work of Fujimori's intelligence
services, the CIA, and FBI's COINTELPRO.
It is clear that LAB and AO conduct their opportunist work under the cover of "defending the
Peruvian revolution abroad." This cover did fool some supporters of the People's War for a
while, mainly because EDI, despite all its defects, and in its own manner, opposed Fujimori's call
for "peace accord"; but now it is obvious that LAB employs that episode and EDI mainly to
promote himself as "the reporter of the century, successor of Gonzalo" with his partner, AO, "the
greatest thinker since Mao," while the PCP Central Committee and its supporters are neglected,
suppressed, slandered and sabotaged. This is the situation today, this is what exists at present:
two shadows of Kamenev and Zinoviev in a "World Mobilization Commission" of opportunism,
sabotage, class treason and future capitulation.
In essence, a group of international revisionists and their collaborators, led by two Peruvian
opportunists, have launched the call for a WMC, but it is a failure, because the international
support for the People's War in Peru is closely linked to the struggle against revisionism and
imperialism at the international level. Who follows the two opportunist "leaders"?
Comrades from the Committee for a Revolutionary Communist Party in Australia (CRCPA) and
the Committee in Support of the Peruvian Revolution (CSRP) in Australia responded in June
1996: "We have seen statements broadcast on the Internet, by some supporters of the World
Mobilization Commission, with which we cannot agree. We maintain our support for The New
Flag, its editors and the MPP-USA under whose auspices The New Flag is published. We regard
The New Flag/MPP-USA as leading comrades in the international movement in solidarity with the
PCP-led People's War in Peru precisely because they are following the line of the Central
Committee of the PCP."
Similar responses are widespread. But let us understand other relevant reasons for rejecting the
WMC and its authors.
In his Diario Internacional, LAB slandered the Italian organization Rossoperaio as "the
Inquisitors" who cover up "impostors" from MPP-Europe. LAB published: "For instance the
original EDI No.26, it had 24 pages. Mysteriously, Rossoperaio reduced this edition to only 10
pages. This is a unique case in the modern history of social and political struggle. This is the
same as somebody who tries to oppose Catholic religion by suppressing pages from the Bible."

Luis Arce Borja simply exaggerates. Censorship, much less censorship of his EDI, is not "a
unique case in modern history"; actually, imperialists and their lackeys constantly apply censorship
and distortion of facts through the imperialist world media. But LAB not only fabricates cheap
bourgeois sensationalism, he goes farther and portrays his scribbles in EDI as today's "Bible".
That much is clear, his self-serving manipulations for self-glorification. If those in Rossoperaio
distribute only the few news reports from Peru published in EDI, and exclude LAB's scribbles, it
must be for their own reasons, but instead of uncovering those reasons, LAB only mentions that
the group has "ideological and political poverty," period, he does not present any evidence. There
is no clarification, no substance, no facts, no analysis, no synthesis. If EDI is today's Bible, then
LAB can be no more than today's holy apostle, and Adolfo Olaechea his disciple who spreads his
creed of class treason on the Internet and spits slanders against supporters of the People's War.
In addition, LAB slanders as "impostors" members of MPP-Europe (Sol Rojo) because they
criticize him, and because this group does not thoroughly criticize "opportunism in RIM." Also
according to LAB, the members of Atelier d'Etudes Franco Peruviannes in France are "impostors
and provocateurs" (see EDI, July 1993); and more recently (with the collaboration of MIM and
AO) the MPP-USA is slandered as "police plot" and "Yankee secret weapon", etc.
LUIS ARCE BORJA AND HIS "PERFECT IMPOSTOR."
Wherever he turns, he sees impostors. His "list of ingredients" is always with him; the great
detector of impostors has finally found "the perfect impostor." He has found himself.
In the last week of August 1996, Luis Arce Borja published EDI edition No.35. This edition's
main article is a direct attack against the MPP's in the USA and Europe. This is how Adolfo
Olaechea introduces LAB's article on Internet: "As confidence tricksters of this ilk, usurping the
name of generated organizations of the PCP abroad, carry out an abundant misinformation
campaign, we believe it very useful for public opinion that this guide and other articles be
herewith reproduced."
LAB's article starts with the title "THE PERFECT IMPOSTOR," and provides a list of
"indications" and "ingredients." In his own words: "If you bear in mind the following indications,
you can avoid falling for a counterfeit 'representative' of the PCP...The ingredients that make up
this table correspond to the characteristics of what we could describe as the 'perfect impostor' or
'bogus PCP militant'." His ingredients are:
The above are the main points in LAB's table of ingredients for identifying the "perfect impostor."
Every honest supporter of the People's War is encouraged to critically analyze LAB's mechanical
approach: follow his list and then, there you go! you have a "perfect impostor" However, that is a
myth. Things in life are not that simple. LAB fabricates a ready-made formula which every person
can be fit into. If one has only half of the ingredients listed by LAB, then one can be considered
"half of perfect impostor," then someone else can be "25% of a perfect impostor," or "75% of a
perfect impostor" and so on. You are a perfect impostor, she is a perfect impostor, every person
is somehow a perfect impostor. LAB's bureaucratic bourgeois approach neglects, rejects and
negates Marxist analysis and synthesis of concrete changing conditions. But LAB not only
promotes the "ingredients" of the "perfect impostor," his article also shows that he practices what
he preaches.
Under the subtitle "THE BASTARDS ARE CHILDREN OF RIM", LAB writes: "In the last few
months, in Europe and the USA, some obscure individuals have been implementing a campaign to
undermine the prestige of the PCP and the revolution in Peru ... The main target of this scheme is
EDI and, consequently, the call for a World Mobilization Commission." Let us understand this
clearly, LAB claims that his EDI (his private property) is "main target" in "a campaign to
undermine the prestige of the PCP and the revolution in Peru." Haw can this be possible? LAB is
NOT a member of the PCP, his EDI is NOT a publication of the PCP, and, what is most
important, he PCP does NOT participate in the ghost "World Mobilization Commission." But, as
anyone can see, LAB portrays himself, his EDI, and his WMC as representing the prestige of the
PCP and the revolution. In synthesis, LAB portrays himself as representative of the PCP's
prestige, and he is not even a member of the PCP!
LAB's article continues: "Infamous slanders are poured against foreign political organizations and
personalities who have for years given their disinterested and staunch support to the Peruvian
Maoists and the revolution they promote." Let us ask: Who are these "foreign organizations and
personalities"? LAB does not even mention them. In reality, he refers to MIM, the senderologist
S. Strong, Adolfo Olaechea and some other liberals who blindly follow the newspaperman. LAB
does not mention them for obvious reasons, because this group of renegades alleges to be
"working hard" in favor of the People's War, but in practice they do the opposite, they confuse,
mislead, slander and sabotage the international support for the People's War or they do nothing at
all.
Luis Arce Borja complements his "PERFECT IMPOSTOR" and "THE BASTARDS ARE
CHILDREN OF RIM" with more slanders. Under the subtitle of "THE BOGUS MPP-USA," he
claims "The MPP-USA is run by a man who goes under the folkloric moniker of 'Quispe.'" If this
is what LAB believes, let him believe it; however, it is impossible to accept his slanders against
the MPP-USA. This is what LAB in his EDI writes: "The MPP-USA is some sort of "Yankee
imperialist base for some Peruvians who have betrayed their class and their principles and have
gone to live in the USA. The PCP has nothing to do with this business. It is well known that the
PCP does not favor its militants or sympathizers to capitulate and go abroad." Now, WHO
escaped from Peru in 1989 to settle in Bruxelles (Belgium)? Luis Arce Borja, after El Diario in
Lima was closed, while its Editor in Chief -- the courageous and honest journalist Janet Talavera
-- was imprisoned, tortured, and assassinated in Canto Grande prison (Lima) in 1992. LAB
hardly mentions Janet Talavera, because it was Janet Talavera who conducted the "Interview with
President Gonzalo", and LAB went along for the ride and put his name on top of the report -- as
he always does -- because he was the owner of the paper. Furthermore, Adolfo Olaechea has
lived in London (England) at least for the past 30 years; thus, LAB's fabrication can only expose
that he and his partner perceive themselves as "not favored by the PCP." LAB fabricates
ridiculous incoherent slanders, and he also attempts to speak for the PCP ("the PCP has nothing
to do with...", "the PCP does not favor...") without any evidence.
President Gonzalo himself explained: "For the Party's work abroad, the Movimiento Popular Peru
(MPP) has been created with specific tasks." (see "Bases of Discussion", Central Committee,
PCP, 1987). The MPP is not a perfect abstract entity, it is forged through continuous protracted
struggle against opportunism, revisionism, and imperialism. The principal thing is that every
supporter of the People's War, regardless of national and racial backgrounds, strives to learn from
President Gonzalo and creatively applies Marxism-Leninism-Maoism, Gonzalo Thought.
Luis Arce Borja's claim that "The MPP-USA is some sort of 'Yankee imperialist base' for some
Peruvians..." is simply ridiculous, and it shows he knows nothing about the class struggle in the
USA. Opportunist double-dealers will never be able to understand that in the USA there is a
proletariat, and most of it suffers rampant exploitation, widespread oppression, and misery. The
Yankee financial oligarchy employs drugs, pornography, bourgeois entertainment, bourgeois
"democracy", press censorship, terrorist reactionary violence, racism, and human rights violations
as the principal means to maintain its class dictatorship in all spheres of life. It is in the USA,
perhaps more than any other part of the world, where the call of Marx and Engels "Proletarians of
all countries, Unite!" is most applicable. The United States of America is a country of immigrants
with a truly multinational and multiracial proletariat. What LAB and AO fail to understand is that
it is precisely the proletariat in the USA which increasingly supports the People's War, and learns
from the struggle of the revolutionary masses in Peru led by the PCP and its proletarian guiding
ideology, principally Gonzalo Thought. One consequence of this is that many working class
people are now rejecting the revisionist deceptions promoted by the CP-USA and the RCP-USA.
In synthesis, in the most advanced capitalist imperialist nation the world has ever seen, the
working class masses are grasping the most advanced, truthful, all-powerful and luminous class
ideology the international proletariat has ever forged, its invincible weapon of victory:
MARXISM-LENINISM-MAOISM, GONZALO THOUGHT! The increasing support in the
USA for the People's War, and the emergence of the MPP-USA, are mere reflections of this
material reality.
In practice, LAB slanders and sabotages the current international activities that the PCP conducts
through the new and reconstituted MPP's abroad. LAB portrays the MPP-USA as formed by
people "who have betrayed their class and their principles." But in reality, the MPP-USA, and its
publication The New Flag, launch powerful political and ideological counter-campaigns against
the imperialist "peace accords" scam and its variants, against the filthy senderologists, against the
renegade right opportunist black clique in Yanamayo, and against this clique's supporters and
conciliators abroad (J. Esparza, R. Avakian in CORIM, etc.).
In his article, under another subtitle: "THE MPP ARE BASTARD PUPS OF THE CoRIM
DOG", LAB continues with his insults and slanders against supporters of the People's War, for
instance, he writes "It is clear the MPP's are but puppets and pawns for the plans of the CoRIM
leaders as well as the schemes of other dark forces." Let us ignore the part "BASTARD PUPS..."
in order to simply ask: What "other dark forces" is LAB talking about? No explanation is given,
he not only employs crass insults, he also employs cheap bourgeois demagoguery to denigrate
members of the MPP-USA. His accusation of "puppets and pawns" of CORIM leaders is
completely false. Let ask once more, WHERE IS THE EVIDENCE? LAB does not provide any
example or case study or document to prove his point. Since he does not provide any, let us
review some evidence to uncover for once and for all the true nature of Luis Arce Borja.
Since its initiation, and also since the initiation of its publication The New Flag/La Nueva
Bandera, the MPP-USA is continuously struggling against the right opportunist clique in CoRIM.
To understand the intensity of this struggle, let us sum up some of the articles published in The
New Flag. These articles are clearly against both the imperialist "peace accord" scam and right
opportunism in CoRIM, and were published under the following headings:
In addition to the above articles (all in English versions), The New Flag (TNF) has published
various articles against senderologists, on proletarian feminism, in celebration of the day of Heroic
Resistance, on teachers' struggles, on the youth and the revolution, against reactionary elections in
Peru, series of News Briefs reporting the advances of the People's War, and English versions of
recent PCP documents (e.g. "Let the Strategic Equilibrium Further Rock the Country",
"Instructions", etc.) Moreover, MPP-USA, the TNF and its supporters have developed the PCP
Web Page with the goal of making available at least 1,000 documents of the PCP and the People's
War in the Internet. The PCP Web page has been recognized as a success by both friends and
enemies of the Peruvian revolution [thousands of worldwide Internet users have visited and
commented on the PCP Web page www.blythe.org/peru-pcp.]
After considering the work of the MPP-USA and its publication TNF (distributed worldwide) one
must ask: How can Luis Arce Borja allege that the members of the MPP-USA are "puppets and
pawns for the plans of the CoRIM leaders"? How can LAB publish that the MPP-USA is
"BASTARD DOG OF THE CORIM"? Where is the evidence? Of course, he doesn't have it.
LAB simply adds "these enemies hide behind the most varied masks and disguises, but their
actions are geared to the service of the Peruvian regime and principally US imperialism." What
"actions" is he referring to? Where is the evidence? He does NOT mention a single "action" to
support his accusation.
Similarly, Olaechea announces that the materials published by the MPP-USA are part of "an
abundant misinformation campaign." So, where is his abundant evidence?
Actually, the evidence is contrary to their views, and it is for this reason that the RCP-USA and
CoRIM continuously attack the MPP-USA and TNF (see contents of listed TNF articles.) LAB
again distorts facts by saying "CoRIM does not recognize them." If that was the case, who cares.
The truth is that the Right Opportunist clique in CoRIM and its structured revisionist base,
although Avakian's RCP publications try to ignore and suppress the MPP's work entirely, they
conduct subtle sabotage -- for obvious reasons -- the work of the MPP-USA. Even Adolfo
Olaechea in Committee Sol Peru-London denounced in English and Spanish:
"recently the RCP-USA, member of RIM, has adopted a policy of refusing its bookshops to carry
the literature of the Peru People's Movement of the USA because it is directly against this treason
[peace accords] and publicizes the documents of the Central Committee of the PCP confirming
this just position." ["Two line struggle in RIM", p. 3, 12/10/94]
At present time, the RCP-USA continues its sabotage as part of "OUR two line struggle emerging
inside OUR Party's ranks." Thus, the Yankee revisionists "Rally to the Defense of OUR red flag"
flying somewhere in Avakian's head.
Luis Arce Borja ends his article of the "PERFECT IMPOSTOR" as follows: "At the moment, we
have no evidence to prove them as infiltrated agents within the movement of solidarity... Here is
the bitter truth: Luis Arce Borja throws around accusations and has NO EVIDENCE to support
them, and yet he calls himself a "journalist" (!) His accusations are no more than empty
fabrications against the MPP-USA, all unfounded, self-serving, shameless lies, all filthy lies.
Every person has the right to speak up, but when serious accusations are thrown around, it is
essential to prove the point, and Luis Arce Borja does not prove his points. The existing evidence
actually confirms that Luis Arce Borja is a charlatan, and he does not hesitate to publish in his
EDI unfounded accusations, insults, and plain lies, to slander, denigrate and sabotage the
members and the work of the MPP-USA and TNF. His logic is simple "if you disagree with LAB,
then you are with Fujimori and the dark forces", and he manipulates words to create an implicit
fantasy where "If you support LAB you support the PCP." He explicitly claims that "to criticize
him and his EDI is to undermine the prestige of the PCP and the revolution." In practice, LAB
perceives himself and his EDI as the living personifications of the PCP and the revolution outside
Peru; and he is NOT even a member of the PCP!
In sum, with his own words, Luis Arce Borja does not write with courtesy; he has a penchant for
lying and using specious arguments against international supporters of the People's War, he does
not accept discrepancies, and instead of debating, he always uses crass insults, and on the Internet
calls for violent repression against the MPP-USA. He knows nothing of the critical spirit of
Marxism, at most he can do analysis that falls into the abyss of metaphysics, and his conceptions
are bourgeois, anti-scientific and anti-Marxist. He perceives himself as the personification of the
PCP outside Peru, and portrays himself and his EDI as representatives of the "PCP's prestige."
He uses innuendo and mud-slinging to undermine the efforts of any person or organization who
supports the People's War but disagrees with him. He is superficial and does NOT provide any
evidence that may support his accusations.
Furthermore, Luis Arce Borja babbles on and on about his "World Mobilization Commission" and
other grandiose schemes to serve his selfish dreams of "world leadership" and self-glorification, he
claims to create public opinion in favor of the revolution in Peru, but in practice he does the
opposite, he spits slanders against supporters in North America and Europe who honestly support
the heroic People's War in Peru. And finally, with the snitch Adolfo Olaechea, he carries out
campaigns to collect money and never provides any explanation of how he spends it. It is Adolfo
Olaechea who, since 1993, has had a "Fighting Fund Appeal" account in Lloyd's Bank (Walham
Green branch, Account No.7167762.) Perhaps one positive aspect is that EDI once in a while
reproduce a few news briefs occurring in Peru.
It becomes clear that in creating his table of ingredients for "THE PERFECT IMPOSTOR", Luis
Arce Borja simply described his characteristic personal attributes, and, where necessary, he
included some attributes that fits like a glove to his partner, Adolfo Olaechea Cahuas. Out of this
eclectic fusion of their innate beings, emerged the ingredients and grand prototype for "THE
PERFECT IMPOSTOR." They have fully achieved total sublime satisfaction, they can see their
faces in the mirror, and find "THE PERFECT IMPOSTOR" every day for the rest of their lives.
Main Ingredients for the WMC: "supporters are impostors; impostors are supporters".
One thing remains clear, the MPP-USA and other organizations slandered by LAB and AO, have
one thing in common: these organizations continue to carry out activities that honestly support
the People's War, the PCP, and its Central Committee in the struggle against Imperialism,
Peruvian reaction, and the mercenary Right Opportunist clique.
LAB and AO receive unconditional support from MIM, this is the same MIM who asserted in
1994 "there is nothing wrong with peace negotiations in Peru," and most recently "We will stop
support for the revolution in Peru - For Now" (see MIM's publication "MIM Notes", April 1996)
etc. Did Luis Arce Borja and Adolfo Olaechea ever call MIM "impostors" and ideologically
struggle against MIM? On the contrary, now they join with MIM to form the so-called "World
Mobilization Commission" (WMC).
Let us get this clear, according to LAB and AO, those who at present do support the People's
War are "impostors," and those who do not support it are "personalities", "supporters", and even
"Maoists" (!) in their world mobilization. Their lies and manipulations have no limits.
Luis Arce Borja and Adolfo Olaechea NEVER confront the Peruvian and foreign senderologists.
These two "defenders" of the revolution NEVER criticize nor combat the sinister slanders that C.
I. Degregori, R. Gonzales, C. Tapia, R. Kirk, S. Strong, etc. fabricate against President Gonzalo,
the PCP and the People's War. Actually, the senderologist Simon Strong is eking out a living as
announcer of the WMC and promoter of Fujimori's "pardon" for J. Esparza and others. (see
Peru's daily La Republica, July 30, 1996).
In addition to their silent accomplice with senderologists, since 1993 the two "world leaders"
have attempted to cover up the existence of the Right Opportunist clique made up of old
revisionists and capitulators in Yanamayo (as exposed by the PCP in February 1994 and crushed
with more People's War). LAB and AO mention only "police agents," as if all along the
capitulators never had any relation with the Party. It is clear that once imperialism, through its
puppet Fujimori regime, launched the fake "peace letters" and "peace accord" scam, the
right opportunist clique in Yanamayo prison openly abandoned the revolutionary struggle
and joined the ranks of the counter-revolution, and, in combination with reactionary
intelligence services, prepared and distributed the sinister directive "Great Decision and
Great Definition Struggle for Peace Accord", with the objective to confuse and demoralize
the masses, assassinate President Gonzalo and annihilate the People's War. These sinister
actions were supported and/or advertised by the individual in Sweden, the RCP-USA, and
Avakian's CoRIM. The call for the "peace accord" scam originated in Fujimori's ranks and was
followed by the clique of opportunist capitulators in Yanamayo and Esparza's clique supported by
CoRIM. The peace scam has been crushed with more People's War, and now the capitulators
are recruited as hired agents for Fujimori's intelligence services against the People's War. For
LAB and AO, to struggle against the clique of opportunist mercenaries means "recognition of the
Party's split." On the contrary, the PCP and its Central Committee are firmly unified as
demonstrated by the powerful offensives throughout Peru during June, July and August 1996, and
reported even by the imperialist mouthpiece The New York Times (August 5, 1996.)
LAB and AO never criticized as "impostors" the small clique of capitulators in Committee Sol
Peru, Paris who generated a revisionist line within MPP-France; rather, the two "world leaders"
have denounced only "police agents", and sometimes the word "traitors" comes out, but they
have never conducted an ideological struggle against this clique. This is mainly because the
revisionists in Paris and Javier Esparza have been the ideological and political mentors of Luis
Arce Borja since he arrived in Europe on 1989. LAB opposed the "peace accord" but never
broke away from his colleagues' ideological degeneration. Eventually, because of massive
opposition in various countries against CoRIM's accomplice line of silence and collaboration with
the "peace accord" scam, Adolfo Olaechea convinced LAB to join the struggle against the
opportunist line in CORIM, but they confused the matter and propagated "opportunism in RIM",
failing to distinguish CoRIM from RIM member Parties. Now these "world leaders" call to wipe
out all of RIM, neglecting that the PCP is still a member of RIM. In practice they attempt to
dictate what organizations the PCP should abandon or join with.
The problem is CoRIM. As the comrades in Australia correctly advocate. It must be bombarded
and reorganized. Avakian is another "world leader" a follower of the "peace accord" and expert
in conspiracies of silence when imperialists attack. But again LAB does not dare struggle directly
against the revisionist clique led by Robert Avakian in CoRIM, and again it is starting in 1990 that
LAB had commercial agreements with Avakian's Party (RCP-USA) to distribute EDI to the North
American market. Only after their commercial agreements were broken, and disputes over money
surged, did LAB starts to criticize "la cupola of MRI. On the other hand, AO's dream is to
compete with Avakian for "recognition" as world leader. [Opportunists competing with

CONCLUSION
The "world leaders" manipulate the "Peruvian revolution abroad" to serve their own selfish
interests and to satisfy their cravings for notoriety. In practice, they do not follow nor defend
Maoism. They attempt to impose their bourgeois individualism and their metaphysical, idealist
opportunist line on the international solidarity movement that supports the People's War in Peru.
In synthesis, Luis Arce Borja and Adolfo Olaechea support and defend their own self-serving
egocentric interests. The "World Mobilization Commission in Defense of the Peruvian
Revolution abroad" is their cover to manipulate the grave situation of our heroic President
Gonzalo, to negate the proletarian class character of Marxism-Leninism-Maoism, Gonzalo
Thought, to oppose the PCP, its Central Committee, and its international activities abroad, to
negate the practical and theoretical proletarian advances being generated through the People's
War, to slander and sabotage the international organizations that support the revolution in Peru,
and to serve the world counter-revolution against the international proletariat and World
Proletarian Revolution. These aims must be exposed, opposed and crushed.
In the struggle against Trotsky, Kamenev, Zinoviev and their revisionist clique of "New
Opposition/Party of Right," our respected comrade Stalin correctly synthesized how selfish
"geniuses" end up as traitors working for the world counter-revolution: "Some of these people
feel that they are geniuses and when this genius is not recognized, they are dissatisfied and ready
by any means to prove themselves ... Still, how was it possible to get these traitors involved in
espionage? The enemy [Nazi Germany] hypnotized them with glowing promises: tomorrow
everything will be in your hands, we are with you. The Kremlin is yours, you will work internally,
and we externally. This is the method of promises and rewards for the future." [Speech at the
Enlarged meeting of the Ministry of Defense's Council, June 2, 1937, published in journal
"Istochnik", Moskwa, Moscow March of 1994.]
The proletarian line must be forged within the international solidarity movement that supports the
People's War in Peru, and this is possible only through struggle. International supporters of the
People's War must apply strategic centralization and tactical decentralization. The central
strategic guidelines have been well established by the PCP Central Committee's "International
Directive" (December 1, 1993) to MPP's and solidarity groups abroad. These guidelines are:
The powerful people's war in peru, led by the heroic, just and honest Communist Party of
Peru (PCP) and its Central Committee, applying the proletariat's all-powerful, true, creative
and luminous weapon of wictory Marxism-Leninism-Maoism, Gonzalo Thought, greatly
contributes to the struggle of the international proletariat as the vanguard front of the Strategic
Offensive of the World Proletarian Revolution. This great truth is confirmed in practice everyday
by the uninterrupted heroic struggle of the revolutionary Peruvian masses. Exercising the
People's New Power: the peasantry, mainly the poor peasants, and parts of the petty bourgeoisie
and national bourgeoisie, led by the proletariat and its Marxist-Leninist-Maoist, Gonzalo Thought
Communist Party, in many battles, relying on their own means, prepare the strategic counter-offensive through the construction of the conquest of Power nationwide, with more People's
War!
The new advances being generated through the People's War in Peru, especially Gonzalo
Thought, must be synthesized and applied in practice through international tactical
decentralization, that is, taking into account concrete conditions, considering the diverse and
evolving national contexts where PCP supporters develop their activities. In essence, to inter-relate the general with the concrete, the universal and the particular, unity of opposites,
contradiction, materialist dialectics to apply Maoism!
THE OPPORTUNIST CALL FOR "WORLD MOBILIZATION COMMISSION" IS A VAIN
ATTEMPT TO CONFUSE, DECEIVE, MISLEAD AND SABOTAGE THE
INTERNATIONAL SUPPORT FOR THE PEOPLE'S WAR IN PERU.
