As expected, the dictatorship is freeing its butchers, members of death squads, the killers of El Fronton, Lurigancho, la Cantuta and other crimes.
After 15 years of People's War, the genocidal governments of Belaunde, Alan García and Fujimori, especially the latter, have perpetrated mass murders in their desperate desire to drown the revolution in blood. To date there are tens of thousands of people killed with impunity by the military. The hyenas who have ordered the killings to be carry out have never even been accused, for the most part. However, a tiny number of them, in spite of the systematic cover-up, were prosecuted and received light sentences.
Today Fujimori is setting them free! This has caused astonishment even among Fujimori's followers in his parliament. Let us recall that Fujimori has a majority in parliament even thought he has only won the election in parliament with 15% of the electorate and blatant fraud. This measure was so extreme that even a part of Fujimori's clique seated in parliament has resisted approving the amnesty law for the butchers of the Andes, the prisons, La Cantuta, Barrios Altos, among others.
The wave of indignation continues to grow with the tide of new contingents, stirring the waters of general discontent with Fujimori. For having committed abominable crimes, they are being freed. It is worthwhile to ask ourselves why. We can find the answer if we see his powerlessness in the face of the advance of the People's War and his electoral debacle. Today Fujimori, having barely begun his second term with more than two thirds of the electorate against him, finds himself completely delegitimized and sees the imperative need to increase the repression and genocide against the people. To do this, he needs to prop himself up with his henchmen. What better way than to guarantee them impunity!
We know well that the struggle against the genocidal dictatorship, which was left completely delegitimized with the elections last May, will increase the political, economic and military setbacks of this regime, which is the most pro-imperialist sell-out government in the history of Peru so far. They know that soon they will have neither time nor possibilities to move freely, not even inside the government palace.
Throughout history, in times of war, all reactionary governments are forced to increase absolutism while all revolutionary governments in formation increase democracy. In light of this, the situation forces dictators to be more dictatorial, even more absolutist with increasingly fascist methods, whereas the revolution gives the masses greater capacity to govern themselves directly, developing popular democracy.
Where is the objectivity of the packs of journalists controlled by the United States? Why are they silent about this disgrace? Because they are what they are, representatives of the exploiting classes, lackeys at the service of imperialism, mercenaries that sell their words for trinkets. For this reason it is the people themselves who must denounce this crime, and this is what we should do, spreading the news by word of mouth and unmasking the intentions of the genocidal dictatorship, the sell-out Fujimori and his master Yankee imperialism.
Public opinion in Peru is becoming more conscious of the absolutist character of the genocidal Fujimori who he is using more fascist methods. We must see through his "direct democracy", the total control of the judiciary, a decorative parliament, control of the press through pressure and economic blackmail, manipulation of public opinion with his "psychosocial strategy" with opinion polls. For example, concerning the release of the butchers, they say that Fujimori's popularity has increased eight points when in reality the great majority is outraged. But what is predominant is the presidential absolutism in the midst of a growing reactionarization of the State.
Building the seizure of power! This is the task of the Party, the class and the people; the people assumes it because it is growing more conscious that there is no other way out for Peru. There is no other solution than the seizure of power nationwide and the installation of the People's Republic of Peru. Building the Seizure of Power implies building organizations superior to those of the enemy, it signifies building up the Communist Party (growth and consolidation), building up the People's Liberation Army (expansion and stabilization of the New State) and widening the United Front to seize power, uniting the Peruvian people in turn around the following concrete program:
