The Successful Third Campaign and the Sixth Military Plan.

May first is the day of our class, the day of the international proletariat which reaffirms its unalterable struggle for popular democracy, socialism, cultural revolutions and the final goal: Communism. To Communism, as President Gonzalo says, "either we all enter or none of us enters"; it is our goal and we will conquer it through world-wide Peoples War led by the Communist Parties guided by Maoism.

Communism, which will leave behind humanitys pre-history to pass over to a society without classes, states, borders, armies, dictatorships, democracy, parties or any other power erected over the masses.

The international proletariat is fulfilling its historic task of reconstructing the Communist Parties that were destroyed by the modern revisionism of Khruschev and his successors (Brezhnev and Teng). This historic task, indispensable for leading the people of the world in the new great wave of the world proletarian revolution that we are entering today, will confront the Third World War that is being prepared today by the same contenders of the two previous wars. Through Peoples War we will finish imperialism.

Without a party the class cannot assume its historic role of seizing power for the proletariat and the people in a country, and without Communist Parties imperialism will never be swept away. This task of rebuilding the Communist Parties that were destroyed by modern revisionism is precisely a struggle against those revisionists. The conditions for reconstructing the International Communist Movement (ICM) are excellent. The RIM is a first step toward the unity of the communists in the world.

Today revisionism has entered into total and complete bankruptcy. The general counterrevolutionary offensive led by the United States has reached its peak and begins to decline, it is crashing into the irresistible great new wave of the World Proletarian Revolution which no force in the world can contain.

Today the imperialists, principally the Yankees, wish to divide up the world like stolen loot. Nevertheless, today revolution is the principal historical and political tendency and this will grow. This is what we must see, aiming for the world-wide Peoples War and not towards imperialist world war.

Yankee imperialism, in its role of hegemonic power and global policeman is in essence a giant with feet of clay with ever growing problems. It is like the other former revisionist super-power that entered into disintegration; the same fate awaits the arrogant Yankee imperialists that show off and dream of a "Roman peace". Their tentacles will never be able to contain all the struggles of the masses, of the proletariat, and peasantry and the peoples of the world that rise up in rebellion more and more. Never in the history of the world have there been so many struggles of every type as there are today in the five continents. Thus, it is confirmed that revolution is the principle historical and political tendency in the world today, which will grow even more. There is no place in the world where there is no contention between revolutionary and counterrevolutionary violence. What happened to their uproar? Didnt they jump for joy about the so-called "superiority of capitalism", the "death of Marxism", the "failure of socialism" and other nonsense? Didnt they say that capitalism had found the solution to its cyclical crises?

They keep insisting on their old failed liberalism, today in its neoliberal version that advocates "market economies", "privatization", "individualism", "life and death competitiveness" and "export economies" that are leading towards a commercial war between the different industrial powers.

This parallels the trend towards greater levels of unsustainable hunger and homelessness, even within the industrial powers and superpowers. Are we going to allow this? No, in no way, we must finish them off. Enough exploitation and imperialist oppression! The order of today is the global Peoples War.

The struggle against exploitation is necessary, because without the daily struggle for better wages and working conditions, without this guerrilla warfare at the union level to impede capitals lowering wages below the subsistence level, the working class "would be degraded to an unformed mass of starving people", broken without hope of redemption (Marx). The question is whether the struggle against exploitation serves the preparation or development of the Peoples War; as Chairman Mao taught us, before the start of the Peoples War, everything should serve as a preparation for it, and once started, everything should serve to develop it.

Imperialists have trafficked in, and continue trafficking to the limit with the total and complete bankruptcy of revisionism, presenting its downfall as the downfall of socialism, when they well know that what has failed is revisionism and not socialism. They know that capitalism was restored in the Soviet Union with Khrushchevs coup, and in China with the coup by Teng Xioping. They have reduced to loose threads the tattered remains of their revisionist agents with the goal of defaming Communism and Communists. Now they begin to see the threat to imperialism posed by the fact that their revisionist agents, in essence capitulationists, are today totally bankrupt. The field is cleared and today things are much clearer, which simplifies things for ever more revolutionaries and Communists to find the path for regroupment.

Furthermore, as the army of the starving grows, so too does the possibility of scientifically organizing poverty, of reaching the deepest and broadest masses, of sweeping away revisionism and opportunism, and it is becoming more difficult to fool the masses.

The Peoples War in Peru continues advancing.

Long live the Third Campaign, a brilliant and all-round success!
To illustrate the all-round and brilliant success of the Third Campaign and to see how and why it has been a devastating campaign which has powerfully struck the enemy, let us look at some of the more important actions (taken from "Some questions on national politics", PCP Central Committee, January 1995).

AYACUCHO COMMITTEE: Between August and November of last year, by applying the counter-campaign with an active defense, through the Peoples War, 100 troops of the genocidal armed forces were annihilated in 6 ambushes and other military actions.

HUALLAGA COMMITTEE: In the same period 58 soldiers and police were annihilated, aside from the sweeping actions against counter-revolutionaries, infiltrators and traitors. After many ambushes, assaults and harassment, the ambush at the army garrison of Previsto was carried out, where over a 100 paramilitaries were annihilated.

CANGALLO, FAJARDO: The Peoples War shows its growth, developing the seizure of towns, annihilation of informers, harassing operations, annihilating rustlers who acted against the people and as agents of the enemy, and carrying out the ambush at the locality of Chumbilla against a military convoy which inflicted seven casualties.

NORTHERN COMMITTEE: Seizure of towns, hit and run operations against patrols, annihilation of police officers and authorities of the old State, and the assault on the police base at Algormarca in Cajabamba which was totally demolished.

MID-NORTHERN COMMITTEE: There were incessant actions of war, with incursions and seizures of towns that have shaken up the reactionaries.

COMMITTEE OF LIMA: The September offensive, car bombings and sabotages: sabotage of the electric power grid; annihilation of police officers, intelligence agents of the SIN and their lackeys of the "Peace Accords" eliminated; widespread agitation and propaganda; harassment of police posts; car bombing of two Peruvian Air Force bases, the SINs torturer Segisfredo Luza and the Donofrio factory (for exploiting their workers); the ambush and seizure of FAL rifles in Comas (November); sabotage against banks and financial institutions; fire bombing the commercial chains of the big bourgeoisie, among other actions.

SOUTHERN REGIONAL COMMITTEE: There is persistent growth of the Peoples War, added to which is the heroic resistance of the prisoners of war who fight the enemy under very difficult conditions, persisting in combating, mobilizing and producing, converting the gloomy dungeons of the reactionaries into Shining Trenches of Combat, cursing what the few traitors say, those human wretches that promote the "Peace Accord", loyal servants of Yankee imperialism.

Let Us Reaffirm Ourselves On The Basis Of Party Unity.

Prepare the Strategic Offensive towards Building the Seizure of Power!

The Blatant Electoral Fraud by Fujimori.

As was expected, the elections of April 9 did not "legitimize" Fujimori but have totally and completely delegitimized him. The whole world has seen the television images of the seizure of forged ballots. The treacherous fraud by the genocidal, sell-out dictatorship is in plain sight of the whole world. This is not all, it is more important to analyze the results and extract the political implications. They did the same thing as in previous elections: First, spreading ideas about "splits in Sendero", "surrenders", "repentants" and other slanders. Later they presented the boycott as a general impediment to the nationwide elections. Then, they hold the elections and said: "Sendero is the first loser." Today they say: "The country is pacified", "we no longer need the hooded judges", etc. Then, the results come in and the formidable advance of the Party and the Peoples War can be clearly seen, especially in the countryside.

From the general results, we can first see that the historical tendency of absenteeism is strengthening. This time the non-voters reached 30%; coupled with the null and blank votes this is well over half the electorate which openly rejects the electoral system.

On the other hand, we can see the growing polarization of Peruvian society in the whole of society, as well as in the heart of the reactionaries.

Finally, we see the total debacle of the reactionary parties, especially revisionism and APRA. All of this is very good for the revolution and expresses the approach of the revolutionary crisis (the moment that will initiate the insurrections) fostered by the Peoples War and led by the PCP.

In synthesis: the success of the boycott tactic, the increasing polarization of the class struggle, the debacle of the political parties, especially the revisionists and APRA, is evident. In addition, the elections were stained from head to toe with fraud.

The elections of April 9, 1995 are an international scandal and have brought the entire parliamentary system to a state of putrefaction, showing ever greater manifestations of the new fascism. The successful boycott, the highest level in the history of Peru, shows the advance of the Peoples War of Liberation.

Long Live The New Great Wave Of The World Proletarian Revolution!

The New Great wave of the world proletarian revolution begins to develop. It is irresistible and no force in the world can contain it. All of this is happening in the midst of the general bankruptcy of modern revisionism and the most sinister moment of the inexorable sinking of decrepit imperialism.

The general counterrevolutionary offensive led by Yankee imperialism has reached its peak and begins its decline. It no longer grows, it starts to fall! What is growing now is the Marxist counteroffensive in the beginning of the new great wave of the World Proletarian Revolution. This is because all processes develop in waves bringing the triumph of the new, the World Proletarian Revolution. It is the ever increasing crests and troughs of struggle that will bring about the final sinking of imperialism.

The new always replaces the old, this is an incontrovertible tendency which is expressed ever more clearly as the new society begins to grow everywhere. The tendency towards revolution is not only historical but also political. It depends on the transforming actions of man which in turn depend on the forms of organization and struggle, by all means necessary, but principally peoples war led by a Communist Party.
