The Peoples War Advances Victoriously

Lima, March 28. In the face of claims by Fujimori that the poverty level in Peru has decreased from 54% to 49% during his term, bourgeois economists such as the former Minister of Industry Guido Pennano ridiculed such lies. Pennano stated that "poverty has increased considerably during Fujimori. The agricultural, health and education sectors were in critical condition. From 1990 to 1995, the purchasing power of teachers fell by 55%, school dropouts increased by 100%, and the number of working children increased from 730,000 to 950,000". Even though the cost of most products remain almost the same (inflation), whats the use if the real workers salaries are drastically cut? Taking as a basis 100% of the value of salaries in 1990, the real value of salaries now is 20% or 25%, therefore, the "control of inflation is a numerical mockery." This liberal policy did not work in Mexico and Argentina [most of the papers, March 29, 1995].


Julcan, March 28. More than 100 Maoist guerrillas took total control of the province of Julcan in the department of La Libertad. The rebels overran the police and Amy garrisons killing 3 policemen and one soldier and were 3 wounded in the attack. The electoral materials for the presidential elections were destroyed, the office of the prosecutor, the Civil Court and the Army recruiting office were bombed. [Most papers in Lima]


Puno, March 28. In southern Peru, there are 242 political prisoners. In the concentration camp of Yanamayo, there are 175 men and 21 women most of them sentenced for life. Another 42 are imprisoned in the jails of Arequipa and Cusco. [El Comercio]


Trujillo, March 29. On Sunday March 26, a PCP contingent of more than 40 overran the military garrison and seized the district of Julcan. Although most of the government troops surrendered to the rebels during the attack, four of them died in combat. The head of the Third Military Region Gen. PNP Roberto Solari Amoretti said the "subversives" also blew up the office of the electoral board. The same column is acting in the highlands of Cajabamba, Cuergos, Huamachuco, Bolivar, Santiago de Chuco, Julcan, Angasmarca, among others. On March 23-24 a Maoist contingent seized the town named Caleman, in the province of Bolivar, where 11 of Armys paramilitary peasant rondas were executed. [El Comercio]


Lima, March 29. Internal reports of the counterinsurgency police DINCOTE was leaked to the pro-government press. The reports dated March 25-27 indicated that "Sendero Luminoso", as they call the Communist Party (PCP), "continues armed actions throughout the country in order to boycott the presidential elections. Lima is one of the main focuses of guerrilla activities. Thus, on March 23 in the district of Ventanilla, a group of Senderistas attacked the military base. On March 24, at least 20 insurgents, some of them armed, distributed leaflets to residents in the district of Lurigancho. The slogans shouted were, 'No to the Reelection of Running Dog Fujimori, 'Down with the farcical elections. Dont Vote, 'Perez de Cuellar Puppet of Yankee imperialism, apparently hours later the same terrorists arrived to the town of Casa Blanca to hand out leaflets and yell anti-government slogans." Dincote has also registered guerrilla offensives in the departments of Andahuaylas, Huancavelica and San Martin. The report of March 27 acknowledged clashes in the North such as in Cajamarca, also in Piura (border with Ecuador) the 'terrorists attacked the main Army base with FALs and machine guns. Also on March 27 there were several attacks in the district of Olmos. In Huacho, the combatants burned two state farms. In Huanta there was a clash between 'Senderistas and the Armys 'peasant rondas of the communities of Purus and Huaynacancha. On March 27 there were also clashes in Ancon, Pucusuna and Corcona. In Canto Grande, Lima there were several explosions near the hills facing the prison Miguel Castro. In this same manner in Huampani many fighters were conducting political propaganda. Lima, March 30. La Republica said 63% of Lima households (they dont count the shantytowns) have no incomes to meet their basic needs. The people do not believe the TV advertisements on 'new schools being built, 'food hand-outs, 'Fujimori disguised as an Indian at the same time that he starves them. He cant fool the 12 million desperately poor in the country nor blame anyone but his regime for the poverty in Peru. There are 5 million in chronic misery due to the policies recommended by the IMF and implemented by Fujimori.


Lima, March 30. According to Fujimoris Minister of Labor, more than 300 thousand workers were fired from their jobs since 1990 when the privatization began. He stated that from 1988 through 1990 the previous government fired 200,000 workers. "The possibility of an increase of salaries is null. The gross monthly salary for State employees is $132, but after taxes they starve with a meager salary of $80. The basic family budget to live comfortably in Lima is about $1,000 a month. As an unconditional puppet of imperialism, Fujimori believes that 'poverty will be solved with more multinational investments. He means with more sacking and exploitation of the country. Because TB and cholera is rampant in Peru, Fujimori is not referred by people in Peru as 'chinito or 'chinochet like his side-kicks tend to say, but as a vulgar criminal, 'the killer of the Cantuta University, 'Presidente Cholera. Where is the economic miracle?" [Gestion]


Lima, March 31. Currently 66 provinces in the 23 departments of the country are under a state of emergency, and the constitution has been curtailed due to the intense activities of the Maoists of the PCP. This means that 30% of the country is controlled politically and militarily by the Armed Forces. The largest departments and provinces are under a state of emergency. Intense guerrilla activities are taking place in: Lima with 4,640,490 people over 18 (37.37% of the country); San Martín 252,832 (2.04%); Pasco 116,014 (0.93%); Ayacucho 252,808 (2.04%) and Apurímac 156,146 (1.26%), Oxapampa, Pasco; Huancayo, Concepcion, Jaujam Satipo y Chanchamayo (Junin); Castrovirreyna, Huaytara y Huancavelica (Huancavelica); Lucanas, Huamanga, Cangallo y la Mar (Ayacucho); the district of Quimbiri in Cusco. Also, in all provinces in Huanuco, in the departament of San Martin and the district of Yurimaguas (Upper Amazones, Loreto). Where is the defeated "Sendero" claimed by Fujimori? [El Mundo]


Huancabamba, March 31. Combatants of the PCP conducted sabotage before and after Fujimoris electoral. The electoral board was burned to ashes in Huancabamba and the office of Fujimoris paramilitary party Cambio 90 was smashed. These actions could not be denied even by the Chief of the First Military Region Gen. Cesar Ramal Pesantes who stated: "This is an isolated case, Sendero is defeated" [El Comercio]


Lima, April 1. At about 9:30 PM, combatants of the PCP ambushed a counterinsurgency squad of Dincote. Four notorious death squads members were eliminated on the spot. The guerrilla action occurred near the market La Parada in the district of La Victoria. [Most papers in Lima]


Cusco, April 1. Combatants of the Peoples Army seized the town of San Jeronimo. All state buildings were painted in red against the elections, and a huge red flag was placed on the roof of city hall. As a retaliatory measure, the Army kidnapped from the jail 80 PCP prisoners of war who were taken as hostages to the Army garrison. Nevertheless several subversive actions took placed in the city of Cusco where a handful of tourists fled in panic.

An Armed Strike was successfully carried out in Cusco and Puno on April 5 and 6. [Expreso]


Washington DC, April 3. A deceptive editorial by the Voice of America (USIS): "Shining Path Terror." We present different points of view... Here is the opinion of the US Government: "A familiar enemy of 'democracy has renewed its campaign of violence and intimidation... on 2/28 they detonated a car bomb across the street from the U.S. Embassy in Lima. In Huanuco the terrorists killed 20 people who had broken with them. This group is among the worlds most ruthless terrorist group, formed in the late 60s by Prof. Guzmán, this group seek to destroy the Peruvian State and replace it with a revolutionary regime, and eliminate what it calls foreign influences. The capture of Guzmán was a major blow... Since then Guzmán has called for stopping the violence and entering into talks with the government... This and amnesty and captures have reduced its strength. But as a wounded predator, the Path remain dangerous. They share coca profits and prevent elections. They must be met with the same strength that the people of Peru has... The U.S. govern ment enthusiastically supports the government as it once again stands up to international terrorism."

[Reply. Not even the propagandists of the Pentagon (USIS) can deny the fact that the PCP is alive and healthy. Is that not clear? They also confirmed the fear and respect imperialism has for the PCP, whom they call the 'worlds most ruthless. The U.S.s unconditional support to its puppet, the genocidal Armed Forces of Fujimori, reaffirms the fact that the real force behind the low intensity warfare in Peru is U.S. imperialism, the enemy of the peoples of the world. But they are right that the Peoples War led by the PCP seeks to destroy the rotten Peruvian state and replace it with a revolutionary Peoples Republic of Peru. Lets debunk their falsehoods: 1) The capture of President Gonzalo was nothing more than a bend on the road as he stated in his historic speech from the cage in September, 1992. The tale that Gonzalo has called for talks with him was a vulgar lie by Fujimori. That was a blatant mockery of the U.N. and the world. The video and letters were denounced by the PCP and the people of Peru as a counter revolutionary hoax. If not, why didnt they show him in public? 2) No document of the PCP supports the U.S. lie that the PCP 'will eliminate foreign influences after seizure of power. What the PCP says is that they will eliminate the exploitation of the country by imperi alist blood suckers such as the IMF, World Bank and greedy multinational companies along their Peruvian stooges that for centuries have been stealing the wealth of the country. 3) With regard to the bald-faced lie that the PCP is involved in drugs, this allegation is being repeated, as a policy matter for propaganda purposes, not as factual matter by the U.S., since the time of Reagan. The U.S. does not have and never will have a shred of single evidence to prove its filthy allegation. The PCP fights in deeds, not only in words, drug trafficking in the Upper Huallaga. To the contrary, the world knows that the "democratic" regime and Army that imperialism enthusiastically supports in Peru is involved up to its neck in drug dealing, and the evidence of this is mounting and is undeniable. Our question to Clinton is: Is the Peruvian Army authorized by the U.S. government to traffic with impunity in the drug business? If not, why dont you denounce them? This simple question unmasks the demagogy of the 'war on drugs of Clinton. In sum, the 'war on drugs by the U.S. in Peru is in reality a war on the people, a genocidal low intensity warfare used against the Peoples War led by the heroic freedom fighters of Peru and America, the PCP.


Lima, April 3. Dincote does not really know who the members of the PCP Central Committee and the National Direction are. [El Comercio]


Lima, April 3 and May 16. EFE. Police sociologist Raul Gonzales who claims to be a Sendero expert stated: "Sendero is going through the most difficult times. Thats dangerous for the country since it can carry out major military actions." A month later, he added, "Sendero Luminoso is no longer a threat, it is no longer a political case, it is a police matter. They have no leaders, and their cadres have no political and military preparation. They are going from bad to worse. The narcos do not give them money any longer. The peasants who used to be their main backers are now against them. Senderos fate is irreversible. They are defeated forever." [most of the papers]

[Reply. These are the words of the frustrated imperialist agent and army advisor in psychological warfare, Raul Gonzales. He wants to have it both ways. On the one hand he says the PCP is defeated, on the other hand, he confirms PCP is capable of carrying out major attacks. So, in any event the PCP loses. For this arch-reactionary, who has debts of blood with the people, and spends most of the time inside the Army garrisons, the PCP has no options. But he said the same thing in 1991-1992 when everybody agreed the PCP was about to seize power. The fact of the matter is that this scoundrel who once claimed to be a Marxist, is part of the special psycholog ical warfare unit of the Army and has attended counterinsurgency training at the Army School of the Americas (School of Assassins). Huancayo, April 4. PCP combatants carried out dozens of actions against military and governments targets as part of the sabotage of the electoral scam. Among the military targets hit with grenade attacks and dynamite were the governors headquarter and the police academy "Sargent Ramiro Villa verde" located in midtown Huancayo. [La Republica]


Lambayeque, April 4. Contingents of the PCP are operating in the localities of Olmos and the border area with Piura. [Expreso]


Huaraz, April 4. A contingent of the PCP captured the head of the paramilitary peasant ronda of Queschacap, seven kilometers from Huaraz. [Most of the papers]


Lima, April 4. A student of the university of San Marcos Jose Clemente Ciguena Linares was kidnaped at gun-point by four political police members of Dincote. This student was not a member of the PCP. The only pretext for his disappear ance is that he once rented his house to an alleged "subver sive". [La Republica]


Spain, April 5. This article sheds some light on the economic reality of the country. "In todays Peru, hunger and misery are called by the Fujimori regime and the U.S. 'economic success. During the Fujimori government the real income of workers has decreased by 41.2%. Poverty plus inequities, have expanded considerably. With Fujimori the people below the poverty level have reached 50%. It means that 11,500,000 Peruvians are starving. In the country, this figure reaches 68%. In Lima 37.5% of those households in extreme poverty are headed by women. Half of the children under the age of 4 face chronic malnutrition. During the last five years 500,000 children from the ages of 6 to 10 have abandoned school. Parents cannot afford to pay transporta tion, school supplies, and food. More than 500,000 children are homeless, seeking menials jobs in the streets of large cities. In 1994, the government paid 80% of the national budget to foreign banks (foreign debt). 18% goes to the military, 14% for social/political programs (mostly for counterinsurgency purposes), and only 1% in education. This is the result of the neoliberal policies of imperialism in Peru." [The response of the fighting people of Peru: More Peoples War, Build the Conquest of Power. Down with the old liberalism. THE CRIME OF THE BARRIOS ALTOS. On April 7, the provincial prosecutor Ana Cecilia Magallanes asked for the indictment of the members of Fujimoris death squad "grupo Colina", they are: the Chief of the National Intelligence Services (SIN) Army general Julio Salazar Monroe, Major Santiago Rivas, officers Nelson Carbajal Garcia, Juan Sosa Saavedra and Hugo Coral Goycochea. The last four killers were also involved in the assassination of 9 students and a professor at La Cantuta University (Teachers College) in 1992.


Lima, April 10. Police ransacked thousands of households in several shantytowns in Lima on April 9 (election day). From 8AM to 3PM more than 200 people were forcefully taken at gun point from their homes by the political police Dincote. Many of the arrested were accused for failing to go to the voting poll and for allegedly providing food and shelter to combatants of the PCP during the armed strike. In Huaraz, northern Peru, 200 people were arrested on election day in the police operation known as "blocking, saturation and general elections." [Most of the papers]


Ancash, April 10. The entire town of Arankay located between the province of Huari and Hua nuco was painted in red by the Peoples Army with slogans in support of the revolution, "Peoples War yes!, Electoral scam no!". A giant red flag was posted on the top of the cathedral. [La Republica, April 11]


Trujillo, April 10. Army Gen. Victor Malca, Minister of Defense of Fujimori stated that due to the recent "activities of Maoist guerrillas," the Army will reinforce its positions to fight the PCP with forces to be brought from the border with Ecuador (goodbye war with Ecuador, the real war is against the PCP). [El Comercio, April 11]


ELECTORAL BOYCOTT. Lima, April 10. The most successful boycott in 15 years was carried out by the PCP against the fraudulent elections of Fujimori. Fujimori obtained less than 24% of the electorate able to vote. At least 37,224 files with approximately 1,861,200 votes in several provinces were missing. Some of them may have been burned by the PCP during the boycott. More than 3 million votes were found to be void and thats the largest in the history of Peru. Many of the void ballots reads in red ink: "Victory to the Peoples War." However, the yellow mercenary press in Peru minimized the role of the PCP and the successful boycott. They still praised the genocidal regime for its electoral "victory". For example, the sewer rat Expreso stated, "This is an historic day for democracy. Fujimori defeated terrorism and solved the economic crisis. People are happy in Peru now." SI (No. 422) the outlet of Senderologists Degregori and Gonzales was next on line: "The only missing piece in Fujimoris model of democracy is more participation for the NGOs, the Church, peasants (the ones organized by the army) and unions, and the loyal opposition of political parties. Fujimori has absolute personal power and thats the way people want it." OIGA (No. 738): "The people have spoken... Even with less votes, Fujimori is reelected. Like in Germany when the Nazis claimed 75% of the votes, this small Hitler-like dictator in this poor country, uses the army for his political ends. He closed the parliament and 'elected another Congress of his like. He lies shamelessly that he has defeated Sendero. What will happen next? We dont know." Gestion (April 11) said: "Fujimori will accelerate the restructuring of the State", Semana Economica (April 12): "Because of his triumph over Sendero, he has an unchallenged popular mandate with control of everything." These are the dreams of the reactionaries. The reality, the powerful actions of the PCP, will cause them nightmares. [Various sources as cited]


Lima, April 12. Because of the 0.3% of votes obtained in the last election, the revisionist group PUM has dissolved. Diez Canseco, a leader of this group, has unmasked "journalist" Nicolas Lucar as being a member of SIN (Peruvian CIA). Lucar is a former Trotskyite, militant and advisor to Hugo Blanco. Currently Lucar is the director of the prime time TV program "Revista Dominical" a psychosocial tool of the regime, especially to finger political opponents as members of the PCP to justify arrests, disappearances and punitive operations by Fujimoris paramilitary. Lima, April 17. Gen. Cesar Ramal Pesantes, Chief of the Armys First Region reported that "subversives" of the Communist Party of Peru (PCP) have been very active in the countryside of northern Peru. He acknowledge heavy guerrilla attacks in the Department of Libertad, but said they were "isolated". [Expreso].


Ancash, April 17. Guerrilla contingents smashed military posts in the localities near the Andean zone known as the Callejon de Huaylas. The attacks caused several casualties to the government troops. Once the Maoists withdrew, the Army captured several civilians who live in the area and accused them of being PCP sympathizers and later told the press (TV) they were members of the PCP. [Expreso]


Uchiza, April 27. More than 150 combatants of the PCP triumphantly entered the city of Uchiza. The rebels easily overran the police and army garrison and were welcomed by the people in a large meeting at the main square of the city. In Cajatambo, a district near the Huallaga Valley, another Maoist guerrilla contingent seized the town of Carneja at 3 AM on the morning of March 27 and held a rally where the community participated waving red flags and shouting "Viva el PCP". The rebels held meetings at several schools where most of the youth joined the Maoist ranks. The police post, a mobile medical supply military hospital, and several agents (officials) of Fujimori were captured. In another incursion in Alto Mayo, Moyobamba a PCP contingent made up mostly of peasants, took over the city at 1 AM. The police peacefully surrendered to the rebels and were released. In the midst of joyful cries of "Viva La Guerra Popular", "In Defense of the leadership, Against the Genocidal Dictatorship", and "Down with the electoral farce", the people and the Maoists marched through the streets planting red flags and painting the walls in red along their way. Ten trucks transported some of the residents to attend the meeting in the main square of the city. After the meeting, the people headed to the capital Moyobamba where they held another rally at noontime at the Pedagogical Institute of Moyobamba (Teachers College). At the governments housing bureaucracy known as FONAVI, the rebels designed in red a giant symbol of the PCP (hammer and sickle) and wrote underneath: "Seize Power, More Peoples War", "Viva el Presidente Gonzalo", "Long Live the PCP Central Committee". Cusco, April 28. Shell and Mobil, two imperialist companies will exploit Camisea, the largest natural gas storage in Peru. The investments and profits will be split by both companies 55% for Shell and 45% for Mobil. [Expreso, La Republica, May 5].


Lima, May 1. While the PCP began the day with several guerrilla actions in the capital, hundreds of red flags were posted on top of buildings. The hills and the walls of shanty towns were illuminated with lights greeting the International Workers Day. The bureaucratic leadership of the National Workers Union CGTP begged the government "for labor reinsertion along with economic reinsertion." For these traitors of the working class, a major penetration of imperialism is okay as long as they (union bosses) "participate" in the sellout of the country. On the other hand, the regime continues to attack the workers. Fujimori ordered the arrest of leaders of the Teachers Union SUTEP, and even outlawed it. His Army arrested the leaders of the union of Interbank. The Army ransacked the main headquarters of the National Steel Workers Union. All bourgeois papers published the governments reactionary propaganda: "Workers must produce more, they need to participate in competition and in management decisions. The property owners--national or foreign--are not the enemy; the concept of class struggle is not suitable to the modernization of today." [La Republica, May 1] [Note: The old capitalist tactic to better exploit the workers was denounced by Marx in the Communist Manifesto of the last century. The discredited ideas of old liberalism are back in Latin America, but now they are being reformulated in the context of an deformed bureaucratic capitalism. Do the masses buy these traps? No. In Peru, the class struggle is too advanced, the workers respond with more Peoples War. In general, workers in Latin America and the world repudiate liberalism in all its forms.]


Lima, May 3. The right to strike has been severely curtailed by the dictatorship. In 1992, there were 219 strikes as compared with 613 strikes in 1990. Most of the strikes after 1990 were violently repressed by the Armed Forces. Hundreds of leaders were murdered, disappeared or imprisoned. Peruvian wealthy capitalists organized in the business confed eration CONFIEP expressed total support for Fujimori for increasing their profits more than 40%.

The time for peaceful demonstrations in Peru is phasing out. Students of La Cantuta, San Marcos, miners of Centromin, and teachers were savagely beaten and fired from their jobs. What is left for the people in Peru? The Armed Strikes with massive participation of the poor and led by armed combatants of the Peoples Army that are frequently paralyzing the country. To more dictatorship of the govern ment, more democracy of the Peoples War. The PCP is building the Peoples Front of Liberation for the forthcoming insurrection in the cities. [El Comercio]


Satipo, Mayo 9. Notimex. Maoist guerrillas of the PCP and the Army clashed for several hours in the locality of Aurora, province of Satipo. Several soldiers were killed, This is the second military clash in 48 hours, two days ago in the community of Pacae at least 15 soldiers were killed.


Lima, May 9. The Army-run National Committee of Peasant Rondas, formed to serve as cannon fodder to fight the insurgency of the PCP, has claimed an inflated membership of 6 million. They want a dissolution of the organization, since it is ineffective to defeat subversion. Juan Cabrera, Secretary of Defense, called the organization anemic and temporary, whose structure is totally controlled by the Army. He confirmed that the Maoist rebels are far to be defeated as claimed by Fujimori. [La Republica, May 9].


Huancavelica, May 10. At 6 P.M., members of the Peoples Army led by a woman took over the mining company "Marta", located at 65 km. from the city of Huancavelica. The Maoists seized 30 boxes of dynamite. [El Comercio, May 11].


Oxampampa, May 12. Combatants of the PCP clashed with members of the Army on May 9 in the localities of Enenaz, Villa Rica, Ubiriqui, and Pichinaki in the province of Chanchamayo. Initially this action was attributed by the government press to a tiny revisionist group that use to operate in the area. [El Comercio, May 12].


Ayacucho, May 15. 150 combatants of the Peoples Army clashed with the Army in Vilcashuaman. Many paramilitary peasant rondas were smashed, dozens of soldiers were annihilated and some of them captured. The Army has sent reinforcements from the border with Ecuador to the 55 military garrisons in Ayacucho. (Most of the newspapers May 16).


Antonio Raimondi, May 15. Members of the PCP attacked the paramilitary peasant ronda of the town of Occori. Several Black Heads, as the stooges of the Army are called, were annihilated in combat. [idem]


Santa, May 16. A large contingent of PCP combatants armed with hand grenades and machine guns is operating in the localities of Chimbote and Pallasca. The rebels conduct active propaganda to passengers who travel along the main Andean highways. [La Republica]


Ayacucho, May 21. 10 combatants of the PCP took over the village of Chincho in Huanta. [Expreso]


Leoncio Prado (Huallaga), May 21. Army soldiers massacred dozens of civilians, including children and the elderly in the village of Palo Alto. Then the soldiers proceeded to ransack and burn several homes and stores. The Army accused the community of being subversive for having a meeting without their authorization in a nearby school. [La Republica May 22]


Huanuco, May 21. Combatants of the PCP clashed with the Army in the Upper Huallaga between towns La Esperanza and Pacae. Several soldiers were annihilated. [La Republica May 22]


Lima, May 21. At least one soldier died and other 5 wounded in a clash between Maoist guerrillas and the Army in the district of Carhuamayo. In another action, the rebels sprayed walls with the slogan: "Long Live the 15th Anniversary of the Peoples War" and posted red flags in all electrical poles of the locality of Pulcamayo. Similar actions occurred in the city of Huancayo. [Expreso May 22]


EFE, May 22. Fujimori stated to OGlobo du Brazil "Guzman is very sick. He suffers from psoriasis and is very depressed...he will die within 3 years... I will allow him one interview before the year 2000 and before he dies... I do not believe in the death penalty... My wife is stupid. I wrote her thesis and took her exams." He continued, "I am inventing a country, I have no model. There will be spectacular economic results... My daughter Keiko will be my successor... The people are happy. The people are happy with the Army and the SIN." (EFE May 21)

[Reply: In 1992, this mediocre hypocrite Fujimori declared that he wants the death penalty for Gonzalo. Now he contradicts himself. Let us remember that he publicly boasted that he will finish off the PCP by July 1995. Here is July and the PCP is as bold as ever. Why does Fujimori drip poison from both sides of his mouth when talking about our leader? For the simple reason that his trap of "peace talks" he is desperately seeking, was unmasked by the PCP as a counterrevolutionary hoax. Let it be clear that President Gonzalo has never capitulated. The fake letters and videos were fabricated by SIN. Gonzalos powerful thought calling the Peruvian people to continue the struggle until communism is well known by the people of the world. Fujimori must remember the ultimatum he received from the PCP. This was published on Jan. 1994 in El Diario-Lima: "If anything happens to our leader while imprisoned, he and his..." Maria Angola is only a warning.]


Trujillo, May 23. Violent clashes between the Army and members of the PCP took place in the city of Santiago de Chuco, Huamachuco and other populations in the Andean region. [Diario Onda]


Ancash, May 23. The Army has taken away all weapons from the paramilitary peasant group in Huamari. They were accused of having infiltrators of the PCP among their members. [La Republica]


Lima, May 24. A car bomb exploded with 100 kg. of explosives at the wealthy "Maria Angola" casino hotel in Miraflores. One eye-witness told a radio reporter that prior to the blast, at least seven Maoist guerrillas entered the heavily guarded hotel and forced everyone to evacuate the premises. They left and the bomb went off, leaving the building shattered. The humane action of the PCP to evacuate the building in order to minimize casualties was distorted by the government press. They maliciously stated the purpose of the rebels was to rob the safe. Everyone knows that this action was an appropriate, just and bold response to Fujimoris threat of murdering President Gonzalo. Fujimoris hand-pick. Prosecutor, Blanca Nelida Colan, called for the death of the "subversives." This bloody hyena has debts of blood with the people. She is the same Colan, and her crony Daniel Espichan Tumay, who encouraged and covered up the assassination of 300 political prisoners in the jail of El Fronton in 1986. Another enemy of the people, Enrique Bernales, formerly in the United Nations as the governments "human rights" appointee and now the U.N. Human Rights watcher in Peru, stated: "this is a crime of Sendero." All this "human rights" watcher does is to whitewash the crimes of Fujimori and always calling for more Army repression and bloodshed. [El Comercio]


Lima, May 24. CASINO MARIA ANGOLA. John Caro, former Chief of Dincote said: "Strategically, the war against the subversives is almost over, but we need to defeat them ideologically. The action at the Maria Angola Hotel is not the work of Sendero. It may be the work of common criminals. Sendero does not conduct robberies before their attacks. Sendero without Guzman is finished." Other "advisors" of Fujimori, Senderologists in Resumen Semanal: Enrique Bernales, "This action was carried out by at least 30 Senderistas", Carlos Tapia "...the owner of the casino hotel Maria Angola is a former Defense Minister, a retired Army General. This may be a case of drug traffickers, not of Sendero. This would be unusual for Sendero. They dont hit the wealthy with car bombs... If Sendero did it, then this is an important reconstruction that we did not know about. The Lima Metropolitan Committee has been infiltrated and now they come up with this. This action was carried out by 60 to 70 people. Sendero in Lima has more combatants than 70, obviously, but they apparently lack coordination. [La Republica]

In Huaraz (6/28/95), the Minister of Interior, General EP Juan Briones said the action was done by Sendero.

Oiga Magazine: "...to each political military action, guerrilla attacks, explosions, take-over of cities, annihilation, and propaganda of the terrorists, we have been calling it `the last hurrah. To the military operation Aries in Upper Huallaga with great fanfare the government outlets called it `the final battle. The guerrillas warned the people before the explosion to minimize victims. That is a big change. On the other hand it reveals a careful and sophisticated planning. The action was carried out in a area heavily protected by the military, in the heart of Miraflores. It means that Sendero is not made up of a bunch of fanatics but it has very good leaders. They acted with at least 50 persons. Therefore, this action was a very simple response to the provocation of Fujimori who gave us the date of the funeral of Guzman..." The last one is a good analysis considering it came from a reactionary outlet such as Oiga.


Lima, May 25. The dream of the reactionaries in seeing the death of the PCP has faded away forever. They woke up running in panic during red May. The PCP is active countrywide. Hundreds of political and military actions by guerrillas are frequent. Military victories of the rebels are converted by the governments propagandists as "captures of top PCP leaders". Clashes and ambushes by the PCP are converted into "terrorist actions" and massive roundups of innocent civilians are made into "arrest of guerrillas." It is impossible to stop the will of the people!


Lima, May 29. While the people starved, and while Camet, the Minister of Economy, warns "No salary increases for workers this year", the old song "Lets pay on time to the IMF for the good image of Peru" has been used to pay the interest of the huge loans to capitalists countries. Efrain Goldemberg, Foreign Minister, requested $1,701,590 to make payments to some foreign capitalists who invest in his Ministry. The "broker" Goldemberg will ship the wealth of the Peruvian people to their foreign masters under the following pretext: 1) The image of Peru will improve; 2) it will help our diplomacy in the conflict with Ecuador, and 3) we will recover our voting rights in the lending organizations. Let us remember Belaundes favority word: "Peru is a good payer." How much do Goldemberg and other thieves of the government get out of these deals?


THE KILLER PRIESTS. Ayacucho. June 1995. The newly-appointed Archbishop Juan Luis Cipriani Thorne of Opus Dei has been identified as a counterinsurgency expert, an anti-communist working in Ayacucho for the last seven years. The magazine Caretas states: "Cipriani is the political representative of Fujimori in Ayacucho. He manages the governments counterinsurgency funds known as 'Foncodes and those of Caritas. His relationship with the Army and the paramilitary Peasant rondas is very close. He justifies the crimes of the Army and the rondas in his sermons...he advocates the radicalization of the paramilitary." Cipriani openly preaches from the pulpit: "Those who are against the government and the military authorities are my enemies. There is no middle ground. Those who claim to be independents are suspects." On December 9, 1993, in a large mass in commemoration of the battle of Quinua against the Spaniards (ironically he is a Spaniard), Cipriani stated: "Those who are against the Armed Forces are traitors to the motherland." He made this statement at the same time the culprits of the Cantuta murder case were being exposed (the death squad Grupo Colina). Cristiani visits the communities of Ayacucho along with the head of the paramilitary of Ayacucho Susano Mendoza Pareja "Commander Lobo". Here is the role of the Vatican to combat the Peoples War! Assassin priests openly bless the bloody guns of the Army. This is not only happening in Ayacucho. In the Ashaninka Peoples Committee, a sinister Yanqui killer "Father Mariano" was already exposed. In 1994, the Vatican through its program Cor Unum financed 148 small projects on peasant land in Latin America. Many of them are in Peru. Cipriani was sent to Peru by the Vatican about the same time that Polish priests were caught organizing and training paramilitary in the North in the late '80s. We all know what happened to the "killer Polish priests" who worked hand-in-hand with the genocidal Armed Forces, dont we?


Spain, June 13. In an interview for the paper El Pais, Fujimori admitted that the PCP is not defeated. Then he said: "Sendero is completely disorganized, 98% of its leaders are in jail."

Note. Bingo! Puppet Fujimori now swallows all the garbage he has been saying about the PCP for the last 3 years. Where are his promises of a defeated Sendero by July 1995? All were worthless propaganda to try to split the PCP, to reelect himself, to seek foreign investment and resuscitate tourism.


Huanuco, June 13. At least eight soldiers died in several clashes between Maoist combatants of the PCP and the Army in the Upper Huallaga Valley. [Most of newspapers]


Lima, June 14. Fujimori, heavily protected in the Army garrison "Los Cabitos" of Ayacucho, threatened a TV broadcaster that reported on the intense guerrilla activity. He contradicted what he has confirmed to El Pais from Spain. He warned: "I protest the 'irresponsibility of that publication that has not based its report on official sources. That kind of report keeps away tourism." "I protest on behalf of the people of Ayacucho. In Ayacucho there is only peace."

Note. Once again, Fujimori confirms what journalists should report on the war: only news based on official sources. Thus the press in Peru becomes the mouthpiece of one of the parties in the conflict: The genocidal Army. Another point. The propaganda of "defeat of Sendero" serves to increase tourism. He talks "on behalf of the people of Ayacucho" is the most outrageous pretense of this criminal that has showered himself with the blood of more than 30,000 Peruvians. The heroic people of Ayacucho, the birthplace of the Peoples War, is engaged in daily combat against the genocidal army of Fujimori. What peace is he talking about? The peace of cemeteries. The mass graves, the genocides of Accormarca, Cayara, Huanta, Cangallo, the burning and destruction of poor communities. All these crimes should condemn Fujimori as a mass murderer, the butcher of Ayacucho.


June 21. Abraham Lama, InterPress Service. "ETArrization of the PCP" is the new term coined by Peruvian Senderologists. First they fabricate a split in the PCP which does not exist. To make it somehow more digestible, this story is spouted by two surrogates of Senderogist Degregori (who is too discredited or burnt out to speak for himself), and whose U.S. funded NGO Institute of Peruvian Studies (IPS) has released this story signed by the socio-cops Alberto Panessi and Raul Serrano.

The story begins with the tale that there are two Senderos (the dream of Fujimori), those who are in prison with Guzman and those outside with "Feliciano" who still persist in the struggle. They even give fictitious names to the supposed factions: "right conciliators" and "liquidators of the left" respectively. Acting like hooded judges of the tyrant, they issue a holy judgment: The split is official! "Guzman proposes a temporary retreat, whereas Feliciano wants an ETA-like organization." This last statement is laughable. The PCP, a Marxist-Leninist-Maoist, Gonzalo Thought Party compared with the Spanish anarchist group ETA. The handful of actions of the nationalist ETA compared with the hundreds of political military actions countrywide by the PCP. That comparison does not match ideologically, politically nor militarily. In 1993 the mercenary Degregori and his cronies of the IPS used to say: "The PCP is like the Khmer Rouge of Polpot". In 1981: "The PCP is an occult group like the Hari-Khrishnas". And now in 1995, they pull the last rabbit under the hat: "It is like the ETA." The IPS stories lack credibility. They respond to the needs of their paymasters U.S. imperialism and Fujimori, for purposes of propaganda. We would recommend to the "scholars" of IPS to review once again the basics of Maoism.

Yet, the "scholars" go as far as to cite Mao: "The PCP has converted violence as the only political formulation". This proves that the boasting of the Dincote to have captured recent PCP documents are pure fabrications. At no time the PCP has stated, "has there been a strategic retreat". What the PCP maintains is that the revolution is the main tendency of todays world. To state that "when the enemy advances you must retreat, and if the enemy retreats you must advance" is a gross vulgarization of Maoism. Since when are these mercenaries of the IPS the spokesmen of President Gonzalo? It is obvious they are part of the dirty work of counterinsurgency. The PCP has repudiated the counterrevolutionary claptrap of the regime (who claimed to speak for President Gonzalo) that the PCP "will retreat deeply and for a long-time."

It is the wishful thinking of SIN, not Guzmans, that "the PCP will concentrate on peaceful educational efforts." These efforts are being made in the heat of the struggle in these 15 years of Peoples War. Of what military victory speak these merchants of the government if their "commander in Chief" Fujimori has admitted that "Sendero is not defeated"? Now they say that in 1992 there were conditions of seizure of power by the PCP. However, the publications of ISP of early 1992 stated that Sendero was being defeated by the Armys peasant rondas. So, which of the ISP assertions are true? We believe none, since NGOs, such as the ISP, respond to the political needs of the regime. Now the tactic of the regime is to invent a "divided Sendero", "Feliciano vs. Guzman". But these are only fabrications, since the "great intelligence service" of Fujimori does not know who the members of the upper organizational structure of the PCP are. As the 1995 PCP document "Instructions" states: "The Party lives because it was able to form in all levels organizations superior to the those of reaction." Lastly, to state that "terrorism is the only response of the PCP" is to ignore deliberately the countless guerrilla actions (military and political) in the entire country.


Huaraz, June 23. Maoist guerrillas took over the province of Carlos Fermin Fitzcarral (San Luis), the prosecutor and the mayor of the district of Yauya were detained and subsequently released by the guerrillas.


Lima, June 25. El Mundo. The activities of the Army death squad known as "Grupo Colina" were published in this paper.

The first action occurred on November 3, 1991, in Barrios Altos in midtown Lima. 15 people, among them children and women, were murdered in their homes. In Santa, on May 2, 1992, they kidnapped and latter assassinated 9 people. In Huacho, on June 22, 1992, they killed the journalist Pedro Yauri. The last reported was on July 18, 1992 in La Cantuta University where they kidnapped at gunpoint first, then tortured and murdered, one professor and 9 students. There is no evidence whatsoever that the victims were members of the Peoples Liberation Army as claimed by the killers.


June 25. El Mundo. Members of "Grupo Colina" and other military units involved in crimes against the people since 1980 were given unconditional amnesty by Fujimoris Congress. This shows that the Army is in control in Peru. Death squad members will be sent abroad under different identities so they can protected from revolutionary justice. Meanwhile, thousands of innocent civilians unjustly accused for subversive activities to prop up Fujimoris boast of "Sendero is finished" remain in jail under inhuman conditions.


Junin, June 25. Army and police forces invaded the National University of Huancayo and arrested more than 100 students for allegedly supporting the PCP. Under pressure of the families, 90 were released. But 10 students were kidnapped and declared disappeared. [Published on 6/26 by La Republica]

Where are the hypocritical "human right groups" such as Americas Watch?


Lima, June 26. La Republica. Demetrio Chavez "El Vaticano" considered by the US-DEA as one of biggest narco-trafficker of Peru, declared to Peruvian TV (Channel 4) that he has worked hand-in-hand with the Army to combat "Sendero Luminoso" in the Huallaga valley. "I organized a paramilitary of 35 to fight against Sendero." What Vaticano did not say is why he split with his cronies, the narco-generals in Upper Huallaga. There are two theories on this. He split with them for not paying them higher taxes (cupos) or he was put in jail due to strong pressures of the DEA.

In any case, this proves beyond any doubt the Armys involvement in cocaine trafficking in Huallaga, the greatest coca producer in the world. It is obvious that Vaticano was the scape goat (the trophy) of Fujimori to his master Clinton in order to assure further U.S. military and economic aid.


Ayacucho, June 29. Diario Onda. 200 members of an elite Army batallion, along with 350 paramilitary peasant rondas (used as a shield), are engaged in combats with a contingent of the PCPs Peoples Liberation Army in the locality of Razuhuilca, a stronghold of the PCP. Warplanes and helicopters are bombing the peasant communities in the area.


Lima, June 30. Army General Victor Pow Sang issued a decree on behalf of the Armed Forces which demands the immediate implementation of the amnesty Law (The Law of Impunity) for the authors of the mass murders in Barrios Altos and La Cantuta. La Republica states that it is a fact that there is close coordination between the Army and Fujimoris "Congress."


Lima, June 30. The governments paper El Peruano announced that 14,504 Maoist rebels of "Sendero Luminoso" were "captured" from January 1991 to May 1995. "The Armed Forces have carried out 4,500 countersubversive military operations and 4,631 subversives were arrested in 1994. In 1995 up to May 15, 502 'terrorists were captured".

[This official data contradicts previous claims by Fujimori that after the "bend in the road" the PCP actions have diminished. These numbers refers to direct military clashes between Army and PCP forces. Most of the PCP actions in the interior such as the take over of cities and ambushes were not listed. In addition, it is known that a large area of the territory (about 1/3) is out of the reach of the State, where the PCPs presence is strong. Therefore, the Maoists activities in these areas are also not being listed.]


Apurimac, July 2. Clashes between PCP guerrillas and the Army were reported in the Andean provinces of Grau, Antabamba and Chincheros located in the border with Ayacucho. [El Comercio]


Lima, July 2. The government has issued decree 26493 that authorizes the reorganization of the universities in the country. Three schools have been specifically targeted: San Marcos, La Cantuta, and Huancayo. The deans and members of the Assembly including student councils will cease to exist. The schools now will be officially under military occupation and the authorities will be appointed by the political-military authority. The government claims this is part of its "fight against Sendero". Some of its apologists, such as Expreso (Dornellas) justify this fascist law as part of the "modernization". The student movement is fighting back with massive mobilizations and their steady incorporation into the Peoples War.


Lima, July 3. A contingent of the PCP attacked the residence of Victor Joy Way, a close crony of Fujimori in the illegitimate Congress, and SIN. The first action of the runaway "Congress" he presides was to grant amnesty to all the military sentenced for human right abuses, including the members of the death squad "Grupo Colina". The rebels attacked the fortified house in two cars at about 9:30 PM on July 2. The explosion caused about $200,000 in damages. Joy Way, a Minister during the massacre of Cantogrande in 1986, also named by Fujimoris wife as a corrupt bureaucrat who has taken bribes from a privatized State company, obviously deserves this just "warning" by the PCP. Joy arrogantly boasted, "I protest against the journalists, some intellectuals and even some members of the Church, for encouraging this action of the terrorists". El Comercio indicates that the PCP has consolidated its urban guerrilla activity, and the government should discard its songs of victory. El Comercio also stated that Fujimori will provide a "token" amnesty decree for a handful of prisoners unjustly accused of being members of the PCP and who have being already declared innocents by the Courts.

One hour after of the attack on Joy Way, other combatants of the PCP hit the residence of a member of the top brass of Dincote who had participated in the capture of President Gonzalo. [Most of the newspapers]


Lima, July 6. The right hand of Fujimori, Victor Joy Way, recently "warned" by the Maoist combatants, criticized the bourgeois "opposition" on the Law of Impunity and commented on the PCP: "The 'opposition does not understand this law and we dont know what they really want, on the contrary, Sendero knows what it wants and why. The few excesses of the military is not the same than 4,500 repentants of Sendero." [This is clear, Joy Moy is the spokesman of the Armys death squads and he deserved the just punishment by the PCP. Who were the 4,500 repentants? Mostly innocent civilians pulled from their homes and paraded for the TV to show Fujimoris "defeat of Sendero." What does the bourgeois `opposition wants? They want coaptation, participate in the governments corruption and benefit from entitlements. In other words, they want a piece of the cake. Expreso]


Lima, July 6. Caretas No. 1370. Fernando Rospigliosi writes: "The success of Sendero is due to the debacle of SIN and Dincote. The 'great police capture team was dismantled. General Ketin Vidal, Col. Benedicto Jimenez is in Panama, and col. Marco Miyashiro is collecting taxes." Rospigliosi neglects to inform that the "great capture" was the work of special forces directly controlled by the U.S. The Peruvian "pims" played a secondary role. Ketin and others were relocated to be protected from revolutionary justice, the PCP. They can run but cant hide from revolutionary justice. On July 1, the Maoists punished one Dincote hit man Juan Navarro Miranda who is the personal body guard of Ketin. [Expreso, July 3].


Lima, July 7. At 5:30 AM, 3 combatants of the PCP attacked the police station of Monserrate. Weapons were seized. No casualties were reported. According to Dincote, there is a visible work of the PCP in the labor movement and the grass roots organizations in Ate Vitarte, in the main industrial belt along the central highway. Franco Nieves a writer of the official paper El Peruano, and the TV broadcasters indicated that the PCP is seeking the control of the unions and students. This campaign goes along with Armys search and siezure operation of unions and universities. [El Mundo]


DEATH SQUADS IN ACTION. On July 8, one of the Fujimoris death squads active in Pativilca, kidnapped two elderly activists, Humberto Olivares (80) and his wife Maria Casa (82). He was the leader of the Peoples Defense Committee of "El Porvenir", an anti- government shantytown organization. This cowardly crime perpetrated by the Armys death squads was blamed by Fujimori on the guerrillas. [La Republica, July 11]. On July 8, members of Dincote seized and ransacked the offices of the Human Rights Commission in the district of Jesus Maria-Lima. They confiscated computer diskettes and documents regarding the Cantuta Murder and the assassination of the student Victor Ramirez Arias at the hands of The Army [Most of the papers]. In Pucayacu, Leoncio Prado, Huanuco, death squads removed from their homes and then assassinated four community leaders. [El Mundo, July 6].


Callao, July 8. At 5:30 AM, just 30 minutes before Fujimori departed from the Directorate of the Air Force, more than 12 Maoist combatants attacked this military quarters with machine guns. No casualties were reported but the facility was damaged. Couple of days later, a major fire and explosion was heard in the Navy Base of Callao where President Gonzalo is secluded. Apparently an ammunition depot was set on file. More than 15,000 people who live nearby were evacuated. [Most of the newspapers on July 10]


Requena, July 9. Maoist combatants defeated the Army in the locality of San Juan de Cumaceba, district of Maquia. The entire community greeted the rebels and most of the youth volunteered to serve in the Peoples Army. The paintings on the walls read: "Long Live President Gonzalo, Victory to the Peoples War." [El Comercio]


TOCACHE, San Martin, July 10. More than 100 Maoist combatants supported by the local population seized the city of Nuevo Progreso. The Army and police posts were smashed. After a big rally and mobilization of the joyful people in the streets of the city, the combatants withdrawn. Four policemen were killed, 10 wounded and several were captured. The combatants blew up the police station, National Directorate (DINANDRO) and the Army post. At 8:30 PM, The guerrilla attacked from three fronts. All walls from the city were painted in red with pro-PCP slogans: "Down with the Dictatorship, Long Live President Gonzalo," "Victory to the Peoples War." Two days later, when the Maoists withdrew, government troops arrived in helicopters and strafed the civilian population. Soldiers were observed erasing the paintings and cleaning the rabbles. One painting done by the government troops and a governments journalist read: "Long Live President Feliciano." This futile attempt to mislead the people on an non-existent division of the PCP did not work. Also there were allegations on the participation of foreign individuals such as the alleged commander "El Gringo." The latter is also discarded, the PCP does not use terminology such as commanders or sub-commanders. [Most of the newspapers]


IEC LAWYERS IN PERU

Lima, July 20. Attorney Peter Erlinder and Rev. Michael Yasutake from the U.S., Attorney Juan Jose Languines of Colombia and Dr. Stefanos Papageorgiou from Greece were part of the IEC delegation to Peru. They were denied access to the navy base where President Gonzalo is presumably detained. They have courageously denounced the criminal regime of Fujimori that keeps the leader of the revolution in complete isolation for more than two years. Fujimori has threatened to murder President Gonzalo within 3 years and more than 4,500 political prisoners are in concentration camps in blatant violation of international agreements regarding the fair treatment of prisoners of war. The IEC members were followed at close distance by agents of SIN and by the known propagandist of Fujimori Maria Martinez of Univision (Spanish TV in USA). One agent of SIN disguised as "journalist" jumped from a military jeep, and asked Dr. Erlinder: "How about Tarata, 30 people were killed?" Since the PCP has already replied clearly the empty question on Tarata and Fujimoris death threat against President Gonzalo with the greeting to Maria Angola, Erlinder did not need to reply to the dogs of Fujimori.

How about the genocides of Cantogrande, Los Barrios Altos, Accomarca, El Fronton, La Cantuta, Huallaga, Huanta, Cangallo, Huamanga, Cotabambas among others that were committed by the genocidal armed forces? Wealthy Tarata and Maria Angola have paid their fair share, why only the shantytowns of Huaycan, Ate Vitarte and others that are being continuosly bombed by the army?
