Last Hope Of Opportunism Swept Away: RIM's Call For The Defense Of Our Red Flag Waving In Peru Reinforces Our Struggle.

On the 26th of March, 1995, the Revolutionary Internationalist Movement (RIM) has finally issued a call for a struggle against the handfull of opportunists who advocate capitulation. The RIM statement reaffirmed the defense of the People's War in Peru and support the Communist Party of Peru. In this call RIM published the conclusions of its "investigation" they have been carrying out since Fujimori's hoax of "peace accords" on October 1993. Although there are visible ideological limitations and some erronous assumptions in its analysis, the RIM statement is a step in the right direction.

The differences the PCP maintains with RIM are clearly established in the Party's documents. For now it is sufficient to add that it refers to the decisive question of what is Maoism, and why it is principally Maoism. The comprehension of this problem requires that we persist in a major struggle to assimilate and understand the significance of the principal contribution of President Gonzalo, which has established Maoism as the new, third and superior stage of Marxism, especially the significance of the superior stage, which allows us to understand the development of Marxism and why Maoism is primary.

We must note that the "peace accords", in other words treason, are shipwrecked everywhere, specially in the Third World and its condition as a stormy area, as oppressed nations that are the bases of the world proletarian revolution.

STRUGGLE AGAINST REVISIONISM INTENSIFIES

The call for an international struggle against the opportunists, linked to the fight against "peace accords" and dialogues that imperialism and revisionism have pushed forward, and have been applying as part of the general counter-revolutionary offensive and counterinsurgent strategy of low-intensity warfare is very important. It is within the boundaries of what was established by the PCP in its "Instructions" of June 1994 that specifically says: "Building the seizure of power demands that we sweep away the right opportunist line of revisionism and capitulation, and that we "purge the Party" and in the document "Political Fundamentals": "Building the seizure of power requires the intensification of two-line struggle, sweeping way the revisionist and capitulationist Right Opportunist Line (ROL) and purging the Party" as well as the document "The Political Situation: Prepare the Strategic Offensive" of January 1995 which reads: "We must continue to struggle against the revisionist and capitulationist ROL. If we don't fight it, we cannot build organizations superior to the enemy and we cannot seize power throughout the country. The main thing is to reaffirm ourselves on the Bases of Party Unity and in building the seizure of power which demands crushing the revisionist and capitulationist ROL. To sweep it away, purge the Party so that it will be strengthened, and it will be more like the fortress it is, like a fine sword of the purest steel that President Gonzalo has forged."

We must be bastions of this fortress. It is a necessity, the class and the people demand it. Thus, we must develop: Prepare the strategic offensive through the building of the seizure of power.

We must intensify the two-line struggle; crushing offensives against the revisionist and capitulationist ROL; defense of the Bases of Party Unity, the fortress it is, purging; be bastions and prepare the strategic offensive through the seizure of power.

We must see all this in the context of the moment we are living in, both in Peru as well as at the international level. That is to say, we repeat that the Strategic Equilibrium is sharpening the class struggle in Peru and how at the same time the general counter-revolutionary offensive led by the U.S., which is now in decline, sharpens the class struggle at the international level.

We must see how in Peru, the Strategic Equilibrium has made it necessary for the U.S. to intervene more openly and to plan and lead a more developed counterinsurgency war under the guise of "low-intensity" warfare. This has brought about a turning point in the situation, a transitional moment in which the principal contradiction in Peru becomes nation-imperialism as a result of the growing polarization that arouses the ever-growing intervention of imperialism in the face of the growth of the Strategic Equilibrium.

We must see how at an international level the general counter-revolutionary offensive is sharpening the fundamental contradictions, especially the principal contradiction in the world, the contradiction between oppressed nations and imperialism. But we must see this within the process of the inevitable sinking of imperialism, at the moment of its greatest decrepitude when sinister imperialism is in its general crisis, which comes in the midst of the utter and complete bankruptcy of contemporary revisionism. Imperialism is on the defensive, and the actual general counter-revolutionary offensive is only an eddy within the mighty river of the world proletarian revolution.

The two-line struggle is the concrete expression within the Party of the class struggle. What else can we expect if the class struggle is sharpening at both the national and international levels? Obviously the two-line struggle intensifies. Why does the class struggle intensify? Because of the strategic equilibrium in Peru and the general counter-revolutionary offensive at the international level. President Gonzalo in the III Plenum masterfully analyzes this question and prophetically clarifies situations which we must make maximum efforts to understand and apply: "Thus, the class struggle internationally and in Peru are both being stoked and will greatly develop the contradictions and the struggle within the Party. We insist that the leap in Initiate the Armed Struggle (ILA, 1980) was a great one, but the seizure of power will be immeasurably bigger. An international framework will necessarily lead to an intensification of the internal struggle, the leap underway will grow stronger, it will become generalized. Is this not so? Or prove that this is mistaken. No leap is made without two-line struggle; are we in agreement on this or not? We think it is a good idea to keep in mind the Party's experience with contrary lines within the Party. The last contrary line the Party fought was the ROL. It manifested itself in the VI Plenum as well as in the VII, VIII, IX and the Military School. An experience that we know well and will not forget because it was the most intense struggle we had. Does the line develop from night to day fully structured? When did it appear? In the VIII Plenum in 1978; when was the VI plenary session? In December 1976, in which we agree to sanction the strategic plan to develop the Construction... the preparation of the beginning..." (President Gonzalo, III Plenum)

It is not a coincidence that this new capitulationist and revisionist ROL has presented itself precisely in "Building the Seizure of Power." It is really the confirmation of the predominance of the red line, because as long as the red line predominates the Party will develop, as it predominates today because the Party is developing, victoriously leading the preparation of the Seizure of Power. Similarly at the level of the International Communist Movement, it will advance to the extent that the red line predominates. And what is the better crucible "that forges the best steel" in the world today? Which is the "best furnace of the two-line struggle"? What is the "best school of Marxism-Leninism-Maoism" in today's world? And, we add, what is the axis of the class struggle, why is power being seized throughout Peru today? And who has brought us here?.

The main thing that defines and will continue to define is the People's War in Peru, the axis of all this is the PCP, and this in turn is the forging of President Gonzalo, something we must never forget.

We know that the vortex of the storm is in the Central Committee. It is precisely why the enemy persists in storming the fortress, the Party, from within, by generating capitulation. For this reason it is correct to defend the fortress by intensifying the two-line struggle, launching crushing offensives against the revisionist and capitulationist ROL. Sweeping the ROL away and purging the Party is necessary in order to build the seizure of power.

We must remember that imperialism will drown in the midst of many wars of all types, but in the end we will bury it and we will win because we have the weapons for the inevitable final victory: the proletariat and its ideology, and the class as the principal force for revolution in the world. We have Marxism-Leninism-Maoism, principally Maoism, at the world level and specifically Gonzalo Thought in Peru.
