RCP-USA and CoRIM: Defenders of Capitulation

In a recent text entitled "On 2LS From CoRIM" the Committee of the Revolutionary Internationalist Movement (CoRIM) persists in insinuating that President Gonzalo may be the author of the "peace letters"calling for an end to the People's War in Peru. This text was published in Revolutionary Worker, the official voice of the Revolutionary Communist Party, USA (RCP), on August 4, 1996, p. 8-10. In the same issue, the RCP published its own editorial under the heading: "On the Stakes of the Two Line Struggle in Peru", reflecting the same line as the CoRIM document.

CoRIM resorts to unfounded speculations in asserting that the author and leader of the "peace letters" may well be none other than President Gonzalo himself. This new RIM document simply regurgitates the official version promoted by the Peruvian state, and thus places itself within the current strategy of the murderous Fujimori regime, which aims to re-activate the "peace agreement" hoax at the international level.

The "analysis" by CoRIM and RCP is based on reports by agents and capitulators, and the media controlled by the Peruvian regime. CoRIM's sources are articles and interviews published in reactionary papers such as La Republica, and the magazine Caretason March 30, 1995 ("Las Claves de Margie Clavo") Both publications are key government mouthpieces in the psychological warfare campaign against the Peruvian people. Specifically, the CoRIM and RCP documents reflect the declarations of Margie Clavo Peralta, who was arrested on March 22, 1995, at which time she called on the revolutionary forces to "persist, persist!" A few months later -- while imprisoned and under the thumb of the National Intelligence Service (SIN) -- she allegedly changed her position in favor of the "peace letters."

A few months before her "capture," Margie Clavo had been promoted by the regime as "Comrade Nancy, a high ranking leader of the PCP." In September of '95, agents of SIN broadcast on Fujimori's TV (Channel 4, Nicholas Lucar) an alleged interview with Clavo from inside her cell, in which she issued a call to "struggle for the peace agreement", denouncing the leaders of the People's War as "traitors and usurpers." She "self-criticized" her former position, and also alleged having "met with President Gonzalo," who convinced her that "peace talks" was now the correct strategy for the PCP.

Here is how the CoRIM interprets these events: "The appearance of Clavo in a televised interview in that country [Peru] leaves little doubt that her position has changed, regardless of the circumstances which brought this about.... First of all, the fact that a major leader of the Central Committee has changed her position and is now supporting the right opportunist line is itself a significant blow to the Party leadership. Moreover, her claim to have met with Chairman Gonzalo further strengthens suppositions that Chairman Gonzalo is indeed proposing the line of seeking a peace accord." The CoRIM/RCP doesn't tell us who controlled the alleged interview televised, nor do they reveal who made Margie Clavo a "major leader of the PCP," or why we should believe these claims.

The RCP adds: "But, while the final word is not in, the possibility is growing that Chairman Gonzalo has taken a wrong turn, away from the revolutionary direction he charted for the PCP before his capture." Time and again these two documents slander President Gonzalo and the PCP like this, implying that they and their clumsy leader Robert Avakian, and not President Gonzalo and the PCP, are the true leaders of the world revolution. RCP further says:

"The Committee of the RIM (CoRIM) has, from the beginning, felt that it was important to investigate to determine the actual views of Chairman Gonzalo. Events since then have increased the concern that he might be involved in formulating the Peace Accord line. So it is a very wrong approach, especially now, to refuse to treat this as a two-line struggle over the whole strategy and direction of that Party."

What are the sources that CoRIM and RCP leaders invoke in order to draw their conclusion that President Gonzalo is responsible for the "peace letters"? Why do they ignore the PCP's Central Committee's just and correct definition of the "peace letters" as a counterrevolutionary hoax? These "Maoist leaders" -- feigning a childish ignorance -- base their allegations solely on the statements of repentance of Margie Clavo Peralta, a capitulator long before her "capture," who now appears in overt antagonism to the People's War.

They apparently do not question whether this information distributed by the police and the Peruvian government is truly based on facts. They totally ignore that this entire "Margie Clavo news event" is nothing but a low-intensity warfare concoction prepared and filtered by the national Intelligence System (SIN) under the direction of Fujimori's personal advisors, and serving Yankee imperialism.

From the start of the "peace agreement" plot, the CoRIM and RCP leaders have resorted to many distortions to hide their fundamental concurrence with the underlying line of the capitulators and imperialist agents -- a line which says that the People's War is unwinnable; that imperialism and bureaucratic capitalism are too strong; that the Party should be preserved for the future. Their much trumpeted "investigation" was nothing but a veil to hide their opportunistic waiting game that we denounced a long time ago --the endless "investigation" to see which side was going to win out, so they could use these events to bolster their own self-generated image as the "true leaders" of the world revolution. For example, their much-vaunted "critique" of the peace accords line in A World to Win # 21, "It Is Right To Rebel", was obviously written in 1993 and simply updated for publication in 1995 -- a strange way of investigating!-- while they waited almost 2 years to see which direction the wind would blow. Well, the facts have confirmed the Party's evaluation: The "peace agreement" hoax and the slanders against President Gonzalo have been smashed with more People's War.

The opportunists within RIM have actually played a dirty double dealers' role: On the one hand they made public demagogy about their "support for the People's War" while on the other, they were in fact holding secret meetings with the propagandists of the Peruvian regime's fraud, specifically with Javier Esparza, "the individual in Sweden", one of the main capitulators abroad, and working overtime to divide and sow confusion within the movement in support of the revolution and the struggle against Fujimori's "peace" hoax.

Within this same framework, the leaders of RIM and of the RCP took up the task of promoting a purported ongoing "two-line struggle" within the PCP around this issue, totally obscuring the fact that within the Party, any two-line struggle over the "peace talks" and the right opportunist line supporting that strategy ended in the Party's Expanded Conference of the Central Committee of February 1994 (Basis of Party Unity) with the solid defeat of that line, and the purging from the party of the "black clique" who persisted in following it. Instead of hailing this victory over opportunism, the CoRIM and RCP invested abundant efforts to "talk and debate" with the advocates of the "peace agreement" abroad as if they were still part of the PCP, while saying nothing at all about the role of the CIA in the fabrication of the "peace agreement" plot.

It is sad, for example, to see Raymond Lotta, a leader of the RCP, going to Asia and misleading comrades in India and Nepal that the leadership of the People's War, the PCP, is "undergoing a vicious two line struggle on the peace talks." In reality, the only vicious thing happening here is in the heads of those leaders of the RCP/CoRIM who persist in their traitorous line of promoting and giving credence to the imperialist hoax of "peace talks." However, let's clarify: Is there a two-line struggle in the PCP? Of course! But the two line struggle in the PCP focuses on the preparations of the Strategic Offensive of the People's War and the Counteroffensive of the World Proletarian Revolution.

The documents of the RCP and CoRIM hide behind bogus revolutionary phrases, but the fact is unavoidable that these texts play a role within the campaign promoted by the Peruvian regime abroad to portray the PCP as a divided organization, and to convince public opinion that President Gonzalo himself is the author of the "peace agreement."

This campaign of the Fujimori regime is linked to two main factors within Peruvian political life: The first one is the evident renewal and re-invigoration of the People's War throughout all of Peruvian national territory. This factor has forced the regime and its media to admit that the much trumpeted "defeat of the Shining Path" is just their own wishful thinking.

The second factor is linked to the preparatory work for a purported "Second Congress of PCP" being undertaken by the capitulators and the regime's agents. This bogus "Congress" would serve -- among other objectives -- to "officially" announce the demise of President Gonzalo, now with a new twist: to promote his "new bride", (or widow) "Comrade Miriam," as his chosen successor.

The documents of the RIM leaders and the RCP are published at a political juncture where the Fujimori regime finds itself in a difficult economic and political situation. The recent declarations of well-known drug baron Demetrio Chavez Peñaherrera (a.k.a. "Vaticano") have confirmed the existence of a secret torture center run by Fujimori's personal advisor Vladimiro Montesinos at the Navy Base of El Callao. An element in this revelation shows that in this torture center prisoners are indeed subjected to "scientific" methods of chemical and psychological experiments to sap their will and turn them into malleable zombies manipulated by their jailers.

This "laboratory" is located at El Callao, precisely the same location where President Gonzalo is being kept prisoner underground. And the very place where -- as the government claims -- he would have written the "peace letters." The very place where the Peruvian press and the leaders of RIM and RCP allege that Margie Clavo would have held her supposed meetings with the leader of the People's War. The information given in court by "Vaticano" lends new weight to the hypothesis that the great leader of the World Proletarian Revolution, our respected and beloved President Gonzalo has been subjected to the worst kind of torture and the most brutal psychological experiments in attempting to bend his revolutionary will.

There is no longer any doubt that a process of right opportunist degeneration in the leadership of the RIM exists, and the same with the leadership of the RCP. Their direct onslaught against President Gonzalo and their coincidence with the capitulators and police agents show that Peruvian revolutionaries -- and those of other countries -- should not expect anything good from these charlatans and bogus "Maoists."P
