"The Marxist philosophy of dialectical materialism has two outstanding characteristics. One is its class nature: it openly avows that dialectical materialism Is in the service of the proletariat. "It is worthwhile to pay special attention to how we base ourselves on the all-powerful ideology
of Marxism-Leninism-Maoism, Gonzalo Thought, since it is the only way to banish selfishness,
the source of revisionism." Central Committee, Communist Party of Peru (PCP), 1991.
After creating for himself a phantom "MPP-Belgium" and a Committee Sol Peru-Belgium, the individual Luis Arce Borja (LAB) proposes the formation of a "World Mobilization Commission (WMC) in Defense of the Peruvian Revolution." What kind of "defense" is Luis Arce Borja proposing? In collaboration with another individual from London, Adolfo Olaechea Cahuas (AO), he announces that the WMC "will undertake the task of organizing, guiding and promoting ALL activities in support of the Peruvian revolution abroad." This task would be accomplished through the following six objectives:
"1. To defend the life of Chairman Gonzalo and his powerful Thought.
2. To defend without reservations the People's War, the Communist Party of Peru (PCP), and its leadership.
3. To defend the life of the prisoners of war and political prisoners.
4. To defend Maoism as the new, third, and superior stage of Marxism, within the context of Marxism-Leninism-Maoism taken as a unity in development.
5. To struggle against imperialism, revisionism and opportunism and all counter-revolutionary forces.
6. To work towards convening and implementing a World Conference to congregate political parties, support groups, mass organizations and fronts, as well as personalities who sympathize with and support the People's War in Peru. To appoint an Organizing Commission to this effect."
Although in appearance the above objectives seem to be for defending the "Peruvian revolution abroad," in essence these are part of a scheme to impose a revisionist right opportunist line on the international solidarity movement that supports the People's War in Peru. LAB and AO raise their bourgeois "red" flag to oppose the proletariat's red flag. Let us synthesize and understand in detail the objectives they propose for the WMC.
Objective 1. This objective links Gonzalo Thought to the person of "Chairman Gonzalo" as an individual, separated from the proletariat, its ideology and the revolution; thus, Gonzalo Thought is defended as only the "thought of chairman Gonzalo." This concept is clearly based on bourgeois individualism and metaphysical, idealist, bourgeois ideology. This first objective defends only the individual aspect of Gonzalo Thought. Such a one-sided erroneous position, the bourgeois conception on which it is based, and the individuals who attempt to impose it, must be opposed and rejected.
Gonzalo Thought is the creative application of Marxism-Leninism-Maoism, principally Maoism, to the concrete conditions of class struggle in Peru, and it is the guiding ideology of Peru's proletariat and its organized vanguard, the PCP. As synthesized in the First Congress of the PCP: "Revolutions generate a thought that guides them, which results from the application of the universal truth of the international proletariat's ideology to the concrete conditions of each revolution, guiding thought that is indispensable to achieve victory and conquer Power, and still more, to continue the revolution and maintain a course always towards the sole and grand goal, Communism. Once this guiding thought reaches a qualitative leap of decisive importance for the revolutionary process it leads, it is identified with the name of the person who shaped it in theory and practice".
Mao Tse-Tung himself clarifies this point: "The Selected Works of Mao, how much of it is mine! It is a work of blood. The struggle in the Soviets was very acute. Because of the errors in the Wang Ming line we had to embark on the 25,000 li Long March. These things in Selected Works of Mao were taught to us by the masses and paid for with blood sacrifices." (Remarks at a Briefing, March 1964.)
In the case of the revolution in Peru, this process generates Gonzalo Thought, because it is President Gonzalo who has shaped the proletarian application of Marxism-Leninism-Maoism, principally Maoism, to the concrete conditions in Peru. The proletarian class character of Gonzalo Thought is its principal aspect, but the "world leaders" of the World Commission, LAB and AO, suppress and negate such class character by upholding and emphasizing only the individual aspect of "HIS thought," "Gonzalo and his powerful Thought," period.
Objective 2. The WMC aims at defending the People's War, the PCP and "its leadership", but these are not linked to the guiding thought. Thus the People's War and the PCP are fragmented and separated -- on paper -- from Marxism-Leninism-Maoism, Gonzalo Thought. LAB and AO claim to "defend" the PCP, but suppress and ignore the proletarian class ideology the PCP follows and applies: Marxism-Leninism-Maoism, Gonzalo Thought, principally Gonzalo Thought in Peru, and principally Maoism worldwide. Through their deceptive manipulations of separation and fragmentation (metaphysics), they fabricate a scenario where "chairman Gonzalo" has "HIS thought" and the PCP has "no thought," it has only "its leadership." But, here again LAB and AO do not recognize nor mention the PCP's Central Committee.
Let us ask: Who leads the PCP? The Central Committee of the Communist Party of Peru! The WMC launches an ambiguous and deceiving call to "defend" the Party and "its leadership", but suppress the leading role of the PCP-Central Committee and its Marxist-Leninist-Maoist, Gonzalo Thought line. This ambiguity of "its leadership" leaves room to later advertise the WMC initiators, LAB and AO, the revisionist traitor Javier Esparza, or even Robert Avakian, as "the leadership" or "part of the international leadership" of the "revolution abroad." In synthesis, LAB and AO call to "defend" the PCP, but neglect, suppress, and negate the PCP's Central Committee and its leading role (!) and prepare the basis for a possible future call for class treason, to carry out another reactionary "peace accord" farce as part of imperialism's low intensity warfare.
Objective 3. It calls for defense of the prisoners of war and political prisoners. This is a fair objective, but needs further clarification. After all, prisoners of war are political prisoners, because captured combatants are imprisoned for struggling to conquer political power. However, WMC's third objective separates prisoners of war from political prisoners, with no explanation given with regard to the difference.
Actually, this subtle manipulation covers up recent developments in Peru's prisons. It is essential to distinguish that members of the Right Opportunist clique operating from the Yanamayo Prison (Puno, Southern Peru) now operate as Fujimori's agents in creating slanders and falsifications against the PCP, its Central Committee and the People's War. The handful of capitulating opportunists in Yanamayo have abandoned the revolutionary struggle and have enlisted themselves in the ranks of the counter-revolution. Now, are LAB and AO proposing to defend the black clique in Yanamayo as "political prisoners"? It is clear that international supporters of the People's War should never defend those "historic" revisionists and renegades (Osman Morote, Cox, Meche, etc.) who struggle for class treason and capitulation, and oppose the construction of the Conquest of Power nationwide. On the contrary, they must be purged and their line smashed, as the PCP-Central Committee has clearly indicated in February of 1994.
In Europe, a follower of the black clique, Javier Esparza "the individual in Sweden," has been a close partner of the Yankee revisionist Robert Avakian (RCP-USA), who imposes a right opportunist line in CORIM (the Committee of the Revolutionary Internaitonalist Movement). The disagreements and partial split between the Esparza/Avakian group and the LAB/AO gang who compete for recognition as "world leaders", could get patched up within the WMC, and could lead to a new call for a "peace accord" in order to "defend" the life of prisoners. Thus, objective 3 is another ambiguity that leaves room for opportunist manipulations. HOW to defend prisoners of war? This is another key point completely ignored in objective 3.
Objective 4. Here, the two Peruvian "world leaders" ignore the PCP's application of Marxism-Leninism-Maoism, Gonzalo Thought. It is well known that since the initiation of the People's War, the Communist Party of Peru , through armed propaganda, agitation, armed strikes, political-military operations, People's Committees, cultural work, collective economic transformation, ideological struggle, etc., continuously upholds, defends, and mainly applies Marxism-Leninism-Maoism, Gonzalo Thought, principally Gonzalo Thought, to the concrete conditions of class struggle in Peru, to lead in practice the People's War.
At the same time this revolutionary practice generates and further develops Gonzalo Thought, which in turn is applied back to practice to achieve higher and greater victories, serving the people's struggle against the three mountains of oppression and exploitation: semi-feudalism, bureaucratic capitalism, and imperialism. It is precisely through the practical creative application of Maoism that the PCP leads the revolutionary Peruvian masses in the creation of the People's New Power, New State, and New Society. But LAB and AO remain only in "defense" of Maoism, which is a cover to disguise their bourgeois position, negating the centrality of applying Maoism in practice.
The document Instructions from the PCP, Central Committee (June, 1994), thoroughly clarifies: "Finally, when dealing with Ayacucho, a very important lesson for the whole Party was drawn in relation to the application of Marxism-Leninism-Maoism ...: application is principal. To take up Marxism's truths is a first leap, but the principal leap is the application of such truths to transformation, to the practical transformation of reality; this is principal. The problem, thus, is not simply...to know Marxism-Leninism-Maoism; the problem is to apply Marxism-Leninism-Maoism; this is the point."
Thus, an important lesson drawn from the practical experience of People's War in Peru is that the necessary PRINCIPAL LEAP in proletarian revolutionary practice is to apply Marxism to prepare, support and carry out more People's War, to achieve the Conquest of Power nationwide and to continue with the socialist revolution and cultural revolutions, so the working masses themselves further carry out greater, bolder and more creative applications of Marxism-Leninism-Maoism, Gonzalo Thought, to reach with their own efforts and after many battles, the true realm of liberty: Communism!
The "two world leaders" try to promote themselves as experts of Marxist knowledge, and throw quotations around right and left (Olaechea Cahuas portrays himself as "the greatest thinker since Marx," and Arce Borja promotes himself as "the successor of Gonzalo.") But it is all a cover to reject the application of Marxism-Leninism-Maoism, Gonzalo Thought, to negate the lessons from the People's War in Peru, and to oppose the position of the PCP Central Committee in leading the democratic revolution and Conquest of Power nationwide. The correct line is to call the working masses to apply Maoism, not only to "defend" it.
Objective 5. This objective is a smokescreen, a deception, because through their WMC, LAB and AO promote opportunism and revisionism; they oppose the application of M-L-M,GT in the international solidarity movement that supports the People's War. They attempt to impose their own bourgeois revisionist line serving their own selfish interests and desperately trying to become "world leaders". At the same time, they prepare the ground for future imperialist attacks against President Gonzalo, the PCP, the People's War and the World Proletarian Revolution.
Furthermore, the inclusion of this objective serves only as a basis to condemn and slander those who oppose and criticize THEM. Oleachea has made clear through his internet postings that this indeed is a primary objective of the WMC, and LAB in his El Diario Internacional #35 (August, 1996)has elaborated his theme of "The Perfect Imposter" by which he means in particular the MPP organizations that oppose his opportunism.
For example, this is what LAB writes in his EDI: "The MPP-USA is some sort of Yankee imperialist base for some Peruvians who have betrayed their class and their principles and have gone to live in the USA. The PCP has nothing to do with this business. It is well known that the PCP does not favor its militants or sympathizers to capitulate and go abroad."
Now, WHO escaped from Peru in 1989 to settle in Brussels, Belgium? Luis Arce Borja, after El Diario in Lima was closed -- while its Editor in Chief, the courageous and honest journalist Janet Talavera, was imprisoned, tortured, and assassinated in Canto Grande prison (Lima) in 1992. LAB hardly mentions Janet Talavera, because it was she who conducted the "Interview of President Gonzalo", and LAB went along for the ride and put his name on top of the report -as he always does- because he was the owner of the paper.
His collaborator Adolfo Olaechea has lived in London, England at least for the past 30 years; thus, LAB's fabrication would only seem to indicate that he and his partner perceive themselves as "not favored by the PCP." LAB fabricates ridiculous slanders, and he also attempts to speak for the PCP ("the PCP has nothing to do with...", "the PCP does not favor...") without any evidence.
President Gonzalo himself explained: "For the Party's work abroad, the Movimiento Popular Peru (MPP) has been created with specific tasks." (see Bases of Discussion, Central Committee, PCP, 1987). The MPP is not a perfect abstract entity, it is forged through continuous protracted struggle against opportunism, revisionism, and imperialism. The principal thing is that every member of the MPP, regardless of national and racial background, strives to learn from President Gonzalo and to creatively apply Marxism-Leninism-Maoism, Gonzalo Thought.
In his article, under another subtitle: "PUPS OF THE CORIM DOG", LAB continues with his insults and slanders against supporters of the People's War. For instance, he writes "It is clear the MPPs are but puppets and pawns for the plans of the CoRIM leaders as well as the schemes of other dark forces." What "other dark forces" is LAB talking about? No explanation is given, he has only crass insults to throw. LAB does not provide any example, case study or document to prove his point.
In fact, since its initiation, and also since the initiation of its publication The New Flag / La Nueva Bandera, the MPP-USA has continuously struggled against the right opportunist clique in CoRIM. To understand the intensity of this struggle, one only has to look back over the articles published in The New Flag. These articles are clearly against both the imperialist "peace accord" scam and against right opportunism in CoRIM.
Even LAB himself has to admit, at the end of his "PERFECT IMPOSTER" article:"At the moment, we have no evidence to prove them as infiltrated agents within the movement of solidarity..." Here is the bitter truth: Luis Arce Borja throws around accusations and has no evidence to support them, and yet he calls himself a "journalist" (!) His accusations are no more than empty fabrications against the MPP-USA, all unfounded, self-serving, shameless lies.
Objective 6. This is a clear attempt to oppose, mislead and sabotage the PCP's international activities abroad, and to structure a revisionist right opportunist line in the international solidarity movement that supports the People's War in Peru. LAB and AO, in collaboration with a clique of senderologists (Simon Strong, Degregori, etc.), and undercover imperialist agents (MIM, K.K. "Campbell" of Eyenet-Toronto, etc.) vainly wish to control and sabotage ALL activities abroad in support of the People's War. The so called "organizing commission" is an attempt to place these two opportunists as "leading members of a world mobilization." Now, whoever questions or disagrees with this ridiculous fantasy of "Arce and Olaechea world leaders" is automatically slandered as a "police agent, "Yankee secret weapon," "impostor", etc.
For instance, MIM (the phantom "Maoist International Movement", with a presence in a few U.S. college campus towns) creates an illusion in which any disagreement with the WMC amounts to "a police plot" (see MIM's publication on Internet, week of June 17, 1996, or their tabloid Maoist Sojourner,June 1996) These slanders are feeble attempts to discredit honest supporters of the PCP and the People's War, precisely because the MPP-USA follows the line of the Central Committee of the PCP.
This campaign of slander is nothing new. For a number of years now, whoever has disagreed with Luis Arce Borja or Adolfo Olaechea has been immediately slandered as "impostor," "police agent," blah blah blah, in EDI. A minor disagreement or simple criticism of LAB's opportunist practices is enough for them to carry outsuch a campaign. For example, LAB slanders as "impostors" members of MPP-Europe (Sol Rojo) because they criticize him, and because this group does not thoroughly criticize "opportunism in RIM." Also according to LAB, the members of Atelier d'Etudes Franco Peruviannes in France are "impostors and provocateurs" (see EDI, July 1993); and more recently (with the collaboration of MIM and AO) the MPP-USA is slandered as "police plot" and "Yankee secret weapon", etc., again without providing a shred of evidence Thus, objectively, these two "world leaders" carry out the same dirty work of Fujimori's intelligence services, the CIA, and FBI's COINTELPRO..
LAB and AO conduct their opportunist work under the cover of "defending the Peruvian revolution abroad." This cover did fool for a while some supporters of the People's War, mainly because EDI, despite all its defects, and in its own manner, opposed Fujimori's call for "peace accord"; but now it is obvious that LAB employs that episode and EDI mainly to promote himself as "the reporter of the century, successor of Gonzalo" with his partner, AO, "the greatest thinker since Marx."
Meanwhile, what progress has this "World Mobilization" made in fulfilling any of the tasks they have set for themselves? There has been no World Conference, nor even any evidence of concrete preparations for one. There have been no publications (other than some internet postings, and just 2 or 3 issues of EDI in print --in Spanish only-- since the call for the WMC first appeared in late March of 1996) providing the masses with news of the People's war, or promoting support for it. There have been no regional meetings, or even public meetings of WMC representatives with the "political parties, support groups, mass organizations and fronts, as well as personalities who sympathize with and support the People's War in Peru."
These two Peruvian opportunists and a handful of revisionists and their collaborators, have launched the call for a WMC, but it is a failure, because the international support for the People's War in Peru is closely linked to the struggle against revisionism and imperialism at the international level. Who follows the two opportunist "leaders"?
Comrades from the Committee for a Revolutionary Communist Party in Australia (CRCPA) and the Committee in Support of the Revolution in Peru (CSRP) in Australia responded in June 1996: "We have seen statements broadcast on the Internet, by some supporters of the World Mobilization Commission, with which we cannot agree. We maintain our support for The New Flag, its editors and the MPP-USA under whose auspices The New Flag is published. We regard The New Flag/MPP-USA as leading comrades in the international movement in solidarity with the PCP-led People's War in Peru precisely because they are following the line of the Central Committee of the PCP."
P. Wright, an honest supporter of the People's War in the USA, responded: "...Now LAB and Adolfo... want to form a new group with themselves conveniently as the leadership and anyone who disagrees with this is a police agent! People are not blank slates, in the cases of LAB and Adolfo they come with many pages. It seems that over the years they have an inability to work with others in a consistent principled manner, due, in my opinion, to problems of their own ego. I have seen Adolfo rather immodestly refer to himself as the greatest thinker since Marx! Since he has lived in England for the past 30 years, I am not sure what his relations to the PCP are." (letter to MIM, July 6. 1996.)
Similar responses are widespread. But let us understand other relevant reasons for rejecting the WMC and its authors.
In his EDI, LAB slandered the Italian organization Rossoperaio as "the Inquisitors" who cover up "impostors" from MPP-Europe. LAB published: "For instance the original EDI No.26, it had 24 pages. Mysteriously, Rossoperaio reduced this edition to only 10 pages. This is a unique case in the modern history of social and political struggle. This is the same as somebody who tries to oppose Catholic religion by suppressing pages from the Bible." (EDI No.28, February 1996, p.7.)
Luis Arce Borja should know that censorship, even of his EDI, is not "a unique case in modern history"; actually, imperialists and their lackeys constantly apply censorship and distortion of facts through the imperialist world media. But LAB not only fabricates cheap bourgeois sensationalism, he goes farther and portrays his scribbles in EDI as today's "Bible". This is no more than the self-serving manipulation of a glory-seeker. If those in Rossoperaio distribute only the few news reports from Peru published in EDI, and exclude LAB's opinionated scribbles, it must be for their own reasons, but instead of uncovering those reasons, LAB only mentions that the group has "ideological and political poverty," without presenting any evidence. There is no clarification, no substance, no facts, no analysis, no synthesis. If EDI is today's Bible, then LAB can be no more than today's holy apostle, and Adolfo Olaechea his disciple who spreads his creed of class treason on the Internet and spits slanders against supporters of the People's War.
CONCLUSION
The "world leaders" manipulate the "Peruvian revolution abroad" to serve their own selfish interests and to satisfy their cravings for notoriety. In practice, they do not follow nor defend Maoism. They attempt to impose their bourgeois individualism and their metaphysical, idealist opportunist line on the international solidarity movement that supports the People's War in Peru.
The "World Mobilization Commission in Defense of the Peruvian Revolution abroad" is their cover to manipulate the grave situation of our heroic President Gonzalo, to negate the proletarian class character of Marxism-Leninism-Maoism, Gonzalo Thought, to oppose the PCP, its Central Committee, and its international activities abroad, to negate the practical and theoretical proletarian advances being generated through the People's War, to slander and sabotage the international organizations that support the revolution in Peru, all of which objectively serves the world counter-revolution against the international proletariat and the World Proletarian Revolution. These aims must be exposed, opposed and crushed.
In the struggle against Trotsky, Kamenev, Zinoviev and their revisionist clique of "New Opposition/Party of Right," our respected comrade Stalin correctly synthesized how selfish "geniuses" end up as traitors working for the world counter-revolution: "Some of these people felt that they are geniuses and when this genius is not recognized, they are dissatisfied and ready for any means to prove themselves ... Still, how was it possible to get these traitors involved in espionage? The enemy [Nazi Germany] hypnotized them with glowing promises: tomorrow everything will be in your hands, we are with you. The Kremlin is yours, you will work internally, and we externally. This is the method of promises and rewards for the future." [Speech at the Enlarged meeting of the Ministry of Defense's Council, June 2, 1937, published in journal Istochnik, Moscow, March of 1994.]
The proletarian line must be forged within the international solidarity movement that supports the People's War in Peru, and this is possible only through struggle. International supporters of the People's War must apply strategic centralization and tactical decentralization. The central strategic guidelines have been well established by the PCP Central Committee's "International Directive" (December 1, 1993) to MPP's and solidarity groups abroad. These guidelines are:
The Powerful People's War in Peru, led by the heroic, just and honest Communist Party of Peru and its Central Committee, applying the proletariat's all-powerful, true, creative and luminous weapon of victory Marxism-Leninism-Maoism, Gonzalo Thought, greatly contributes to the struggle of the international proletariat as the vanguard front of the Strategic Offensive of the World Proletarian Revolution. This great truth is confirmed in practice every day by the uninterrupted heroic struggle of the revolutionary Peruvian masses. Exercising the people's New Power, the peasantry, mainly the poor peasants, and parts of the petty bourgeoisie and national bourgeoisie, led by the proletariat and its Marxist-Leninist-Maoist, Gonzalo Thought Communist Party, in many battles, relying on their own means, prepare the strategic counter-offensive through the construction of the conquest of Power nationwide, with more People's War!
The new advances being generated through the People's War in Peru, especially Gonzalo Thought, must be synthesized and applied in practice through international tactical decentralization, that is, taking into account concrete conditions, considering the diverse and evolving national contexts where PCP supporters develop their activities. In essence, to inter-relate the general with the concrete, the universal and the particular, unity of opposites, contradiction, materialist dialectics to apply Maoism!
