"What important problems are there in the world? In recent times, an important event is the Gulf war; it clearly shows the principal contradiction [imperialist super-powers and powers against oppressed nations]. Another event is the "Putsch" in the USSR, it is revisionism's total, definite and complete bankruptcy; this is the positive and principal aspect. As we have seen, now the field further clears up; the bankruptcy is definite; even the name they adopted, 'Commonwealth', colors them from head to toe. This is the sinister result of revisionism, this is where revisionism now takes them; again it creates horrible misery, profound decay, and today it sinks in oppression, blood and destruction. It is essential to point out the total, complete and definite bankruptcy of contemporary revisionism. These are the two most important current events; first the situation in the former USSR; second, the Gulf.
The war in Yugoslavia, as the one in the Gulf, is a powerful exposure and unmasking of the propaganda 'a new era of peace is opening', and 'the end of ideologies implies an era of peace'; in Yugoslavia we see the combat and struggle of pseudo-allies against a small country, with the aim to divide it. Contrary to what they preach, war continues to be a means to impose and struggle for hegemony. Thus, Yugoslavia is sure and practical reconfirmation that war is still a means to impose hegemony and dominate; Marxist theory proves it, practice confirms it. These events occur in Europe, right under their noses.
Other relevant situations: Cambodia is a good example of how they are trying to resolve old problems by creating new ones. In partnership, the super-powers and powers in the UN Security Council (China included) have agreed on a plan for Cambodia which now is implemented through the UN's total control. The UN operates as an instrument of imperialists and serves their plans to carry out mobilizations, form the new army, organize the bureaucracy, recall refugees, and prepare elections. In this way the UN in Cambodia does as it pleases as the representativ of the interests of the super-powers and powers, principally Yankee imperialism. Another clear example of how national sovereignty is negated and wiped out.
Another important problem continues to be the Middle East. Its process shows where the bourgeois line leads, and the weakness of bourgeois principles (we see it in Arafat.) The struggle of the Palestinian people, as part of the Arab people, demonstrates that -regardless of the loss of blood and the heroic struggle- if one does not persist, if the proletarian class does not lead through an authentic Communist Party, that is a Marxist-Leninist-Maoist Party, it all ends up abandoning the course and surrendering the cause, it ends in selling out the interests of the people. Today there is much talk of how to end the conflict to benefit Israel and Yankee imperialism, but this will create new contradictions, new struggles.
The international question leads us to establish: the super-powers, the USA and the former USSR, continue to be so although the USA is attempting hegemony; Yankee imperialism must be viewed as principal hegemonist super-power at the moment. The two super-powers struggle for hegemony, but the one that has the advantage and aims to sole hegemony is the USA, this is why we should consider it as the main hegemonist at the moment. There are two principal enemies, the two super-powers (we are still within the period established by Mao, although the period of 'struggle of the two super-powers' is not over yet; that one has the advantage, it does not mean that the other is finished); thus, there are two principal enemies, one of them is the principal hegemonist at the moment, and a principal enemy, in perspective, Yankee imperialism. And confronting the imperialist super-powers and powers (the First and Second Worlds) are the oppressed nations: the Third World. This is how we condense the international political situation. We must study facts, analyze them well, and do so starting with the question: What are their implications and what problems do they involve?"
