On July 6, 1997, two electric towers were bombed in the locality of Pacae, 45 kilometers from the city of Tingo Maria. It appears that the electrical black out was carried out by the Maoist rebels of the PCP in anticipation of several guerrilla attacks against military and economic targets in the Department of Huanuco (El Comercio, July 7, 1997.) Previously, on May 9, 1997, violent clashes between the People's Army and the military took place in the provinces of Coronel Portillo, Padre Abad, Ucayali and Puerto Inca. Due to the actions of the People's War, the government put these locations under a state of emergency which is renewed every 60 days.The New FlagIn the Department of San Martin, on May 8, 1997, more than 100 combatants of the People's Army took over the District of Campanilla, Province of Juanjui. The community gathered in a public meeting at the main square showing support to the Maoist combatants. The people called for the arrest of Fujimori's appointed Governor Luis Minarro Guzman who was arrested by the guerillas. The reactionary paper Expreso lamented this incident (Expreso, May 8, 1997.)
While the tyranny's Supreme Council of Military Justice (CSJM) accuses and jails innocent civilians as part of its psychological operations (e.g., the endless tale of "capture of terrorists"), it has acknowledged the demolishing political and military actions of the People's Army of Liberation against the old State. The emphasis is to "punish" innocent people (for propaganda purposes) for the PCP's takeover of populated areas and annihilation of death squad members. Below is a list of three guerrilla actions lamented by the military tribunal.
THE WEEPING HOODED JUDGES
- "Terrorists" overrun the police garrison of Cura Mory in the Department of Piura. Two officers of the military special forces were killed and over a dozen wounded.
- "Terrorists" annihilated Major Luis Queirolo (El Comercio, July 4, 1997)
- "Terrorists" executed police Commander Figueroa on April 4, 1995 in the city of Ancash (El Comercio, July 3, 1997.)
While school teachers are jailed or starved with meager salaries, the criminal armed forces have taken over the schools with the purpose of forced recruitment and enrollment of young peasants in paramilitary rondas. A decree issued by Dictator Fujimori on April 21, 1997, authorizes the bloody armed forces to conduct a literacy campaign in the countryside. This decision is a copy cat of the plans of counterinsurgency drafted by the Yankee Pentagon in Vietnam in which the same mass murderers and butchers suddenly became "teachers" of their victims. Thus, they tried to gain the hearts and minds of the people. The Peruvian peasants organized in revolutionary People's Committees are smashing the plans of the reactionaries. Only in a People's Democracy can a genuine literacy campaign be carried out by trained teachers just like the one that it is being done in the liberated areas.
MURDERERS AS "TEACHERS" IS PSYCHOLOGICAL WARFARE In Peru, according to official statistics, there are 1,400,000 people who cannot read and write and out of this amount 1,300,000 are women. (El Comercio, April 22, 1997.)
The New York Times (July 25, 1997, p. A3), admitted that Fujimori and his Congress are stooges of the intelligence services. Below are three interesting issues discussed by the mouth piece of U.S. imperialism.
THE NEW YORK TIMES ON PERU
- "...Mr. Fujimori's closet was that he was not Peruvian born and that his closest advisor, Vladimiro Montesinos, who heads the intelligence services, had skillfully concealed that fact -a feat that allowed Mr. Montesinos to exercise considerable influence over Fujimori.", There is evidence (e.g., sources of income and drug dealings) that Montesinos is a CIA operative, so this confirms that Fujimori is a U.S. puppet.
- "...Mr. Montesinos, who rarely appears in public, is one of the most feared men in Peru. Human rights groups have accused him of setting up death squads, and he has managed to squash several congressional investigations that he protects drug traffickers." First, the so-called human rights groups are not the source that he heads the death squad Grupo Colina and others, but members of the military themselves who participated or knew about these crimes (some of these military dissenters were murdered, others tortured and few are currently in prison.) It was in 1993, based on the testimony of captured of members of SIN (e.g., Grupo Colina) by the People's Army of Liberation that the PCP publication El Diario-Lima revealed Montesinos and Fujimori were the heads of the death squads. As NYT now admits, that's the reason why Montesinos is one of the most feared men in Peru. Second, NYT misleads the readers by saying that there is an "independent" Congress that "investigates" Fujimori. That fact is that most of the "fathers of the country" were hand picked by SIN (e.g., they are former military, prosecutors, prison wardens, hooded judges, and few opportunists that switched parties.) They were "elected" by 15% of the registered votes. The regime allowed a handful of discredited politicians of Peru's oligarchy (parties APRA, UPP, AP, etc.) and revisionists to play the role of "loyal opposition." This Congress not only shamelessly covers up the crimes of the regime, but dutifully rubber stamps any legislation handed to it by SIN. This is confirmed by the fact that Fujimori during an interview said that Montesinos was the author of most laws on "terrorism" and "drug trafficking" approved by Congress. (Note. In reality the author is Montesinos' handler -the U.S. Embassy.) The well paid 100 "Congressmen" are some of the most hated in the country. This "insult to democracy" known as "Congress" has always been nothing more than a stage.
- "...Mr. Fujimori jointly rules Peru with Mr. Montesinos and the Chairman of the Joint Chiefs of Staff, Gen. Nicol…s Hermoza. But a recent string of scandals that has tarnished Mr. Fujimori's reputation have led many analysts to conclude that Mr. Montesinos and Gen. Hermoza are seeking to oust Mr. Fujimori." This revelation is an interesting scheme of Yankee imperialism. The tactic is to keep in power the murderous U.S. puppet Fujimori by making him appear as a "victim" of his cronies in SIN and the armed forces. This scheme will fail because the Peruvian people understand well that after the military coup in 1992, Fujimori is an illegitimate President. He is not even a Peruvian but a faithful lackey of imperialism, mainly Yankee imperialism.
