The international support for the People's War in Peru is directly linked to the international class struggle against imperialism and revisionism. Revisionism is the vanguard of the bourgeoisie in the ranks of the Communist Party and the working class. The position of the Central Committee of the Communist Party of Peru (PCP) on modern revisionism is correct. It is crucial to combat both revisionism and imperialism as two sides of the same coin. Revisionists employ Marxist terminology to cover up the corrupt ideas, methods, and crimes that imperialists and reactionaries impose over the working masses worldwide.
For this reason, the international working class must strive to uncover the true reactionary essence of revisionist actions, and crush them. This task is accomplished through the practical and creative application of Marxism-Leninism-Maoism, Gonzalo Thought in today's class struggle against modern revisionists and imperialists, by exposing and defeating their lies, deception and new disguises.
In the above context, the Committee of the RIM (Co-RIM) have been using subterfuge and deception against the People's War, first by remaining silent in public for about two years in the face of the blatant imperialist psychological operation against the Peruvian revolution and President Gonzalo, while subtly distributing the materials of the intelligence services, the Fujimori call for "peace negotiations" (the Fujimori line) as a "two line struggle within the PCP." The RCP-USA has distributed these materials widely as "study packs" for a purported "investigation and analysis." They paid no attention to the public statements and directives of the PCP's Central Committee denouncing such CIA/Fujimori's counterfeit materials as counterrevolutionary hoax. Co-RIM's disguises then and now have had the same purpose: Provide credibility to the low intensity warfare carried out by the intelligence services. Co-RIM stubbornly claims: "It is clear that a struggle of two leadership has surged in the ranks of the Communist Party of Peru." [Co-RIM's circular, November 1994.]
The MPP and The New Flag (Volume 2, #1, p.14) timely repudiated such traitorous statements. In response the Central Committee of the RCP-USA circulated an open letter to the MPP ("letter to the MPP-USA, Not for Publication, January 1995.") Among other things, it reads as follows: "The struggle among participating organizations in RIM is carried out within the internal channels of the RIM..." So, while they publish and distribute the materials of the intelligence services against the Peruvian revolution in their bookstores and in their publications, the MPP should only use the RIM "internal channels"! They accused us of trying to split the unity of revolutionaries worldwide: "...In the wake of the loss of socialist rule in socialist China, [RIM] has become a vibrant international movement and continues to strengthen and deepen its unity...This unity is precious to revolutionaries worldwide and has been paid for in blood by the masses of the oppressed in Peru and other countries." The RCP doesn't understand that open struggle is essential to educate the masses, and its pessimistic view of the "loss of socialist rule in China" is one-sided. President Gonzalo teaches us the great lessons of the Chinese Revolution, especially the Great Proletarian Cultural Revolution, which resulted in the strategic equilibrium of the world revolution. At worst, the "loss of China" is a temporary capitalist restoration. The absolute "unity" the Yankee revisionists speak about negates struggle. It negates contradiction, the unity of opposites, and it negates Marxism-Leninism-Maoism. The RCP-USA not only speaks for RIM, but also claims to speak for the "precious unity of revolutionaries worldwide." This is simply a myth. The reality is that the revolutionary masses in Peru, led by the PCP, are united in the People's War to wipe out imperialism, bureaucratic capitalism, and the remains of feudalism, serving the World Proletarian Revolution. The truth is: Peruvian people! warrior people, who are defying death, are giving your bread, your daily sacrifices, your blood and your precious lives, to end hunger and misery, to defeat exploitation and oppression. People's War! Your revolutionary storm, is revolutionary truth. And no one, no Yankee imperialism, much less the RCP-USA in the name of RIM's bourgeois unity, can suppress this revolutionary truth.
The clique in Co-RIM and RCP-USA even attempts to negate that Marxism-Leninism-Maoism is the ideology of the international proletariat. They state: "People are taking up the revolutionary science of the RIM: Marxism-Leninism-Maoism." (Revolutionary Worker No. 737, December 26, 1993, center page.) People know that it was in December 1993 when the Co-RIM announced to the world it upheld Marxism-Leninism-Maoism, and called it "revolutionary science of the RIM." However, the reality is that the PCP, through the People's War, has been upholding and applying Marxism-Leninism-Maoism, (principally Maoism), and its creative development Gonzalo Thought, since 1981. That is, more than 12 years before RIM! This truth cannot be suppressed any longer.
Once a year on May First, a handful of followers of the "individual of Sweden" (Javier Esparza) and Co-RIM, who are based in Malmo and have recently nominated themselves as "The Leading Committee of the MPPs," publish a statement on the People's War in Peru. The main points of their 1997 statement reads as follows:
THE PAWNS OF Co-RIM IN MALMO-SWEDEN
- "Today the Right Opportunist Line (ROL) is in decomposition." This is correct, it has been crushed by the actions of the People's War.
- "The ROL has no signs of their presence outside the prisons and similarly with the case overseas."
That the ROL presence outside prisons has been crushed is also correct, since the members of the ROL are practically defeated in Peru. However, the part of "similarly with the case overseas" is INCORRECT. At the international level, the ROL continues to be active. Avakian's revisionist headquarters (Co-RIM and RCP-USA) continue their sabotage activities against the PCP, the People's War in Peru and international supporters. Those in Malmo claim to be engaged in international work, yet fail to expose and combat opportunism and revisionism outside Peru. They simply assume that since the ROL is already defeated for now in Peru, then it is so overseas. This reflects metaphysics (conditions are "even") and negates uneven development. In synthesis, Malmo's position is anti-Marxist, it negates contradiction, and covers up the revisionist clique in Co-RIM.
Avakian's clique in Co-RIM constantly calls "to struggle against the ROL in Peru", when it is quite obvious that the ROL in Peru was already crushed along with Fujimori's failed scam of "peace accord." But the Yankee revisionists continue their "two line struggle against ROL in Peru" to deceive people. Under the cover of "two line struggle," the RCP-USA and Co-RIM try to resurrect and reanimate -on paper- the defeated opportunist capitulators in Peru. In essence, the Yankee revisionists follow two main objectives.
- to spread abroad more imperialist propaganda and debates for "peace negotiations," practically taking the side of the defeated capitulators in Peru, and
- to cover up their own Right Opportunist Line in Co-RIM and RCP-USA.
The sinister actions of Avakian's RCP-USA and Co-RIM must be thoroughly exposed to show their practical collusion with imperialism and Fujimori's dictatorship. A synthesis of the failed Operation "Peace Accord" allows a clear understanding of how international revisionism colludes in practice (covert collaboration) with imperialism, principally Yankee imperialism.
THE ROLE OF YANKEE REVISIONISTS IN OPERATION "PEACE ACCORD"
SYNTHESIS OF OPERATION "PEACE ACCORD"
- Operation Type: Psychological, propaganda and counterrevolutionary propaganda, combining reactionary counter-intelligence with revisionists in Peru and overseas, executed in coordination with anti-subversive military offensives in Peru.
- Initiation date: In Peru, July 1 993. Abroad, October 1, 993 (Fujimori announces "Surrender" at the United Nations in New York City.)
- Main Source: Fujimori's dictatorship (capitalist-landlord dictatorship under imperialist domination, principally Yankee imperialism.)
- Message: "Gonzalo surrenders and asks for peace negotiation"
- Media: In Peru, TV networks, newspapers, reports and interviews by senderologists, and documents prepared by Right Opportunist clique in Fujimori's prisons. Abroad, imperialism's news agencies and major publications (UPI, CNN, EFE, Reuters, NYT, Tribune, Washington Times, Le Monde, Spiegel, etc.) publish in USA and Europe, and the announcements from Fujimori's agents abroad to provide some sort of credibility to the mainstream news (Esparza and others, etc.) with the collaboration of RCP-USA, Co-RIM, Victor's group in Spain (CESID), MIM (US counter-intelligence), etc.
- Materials: Peace letters and videos of surrender (forgeries prepared under CIA direction,) bogus documents calling to "struggle for peace accord" (prepared by ROL in Peru's prisons under direction of Fujimori's regime and imperialism), false rumors of "phone calls asking for peace" and "interviews with repentants." These publications repeated the whole scam as "it emerges in Party ranks," and "Gonzalo proposes peace," "PCP is split, there are two lines in struggle and deeper motion," etc.
- Target Audience: In Peru, PCP militants, combatants of the People's Army of Liberation, revolutionary masses in PCP's Base Areas, and Peruvian population in general. Abroad, organizations supporting the armed struggle in Peru, the international working class, and imperialist monopolies (to invest in Peru.)
- Intended Effect: In Peru, to confuse, demoralize, and reduce combat efficiency of the People's Army of Liberation (EPL led by the PCP), create dissidence and disaffection amongst revolutionary masses in PCP's Base Areas, and convince Peru's population of "Fujimori's Final Victory" against subversion (part of the plot to get Fujimori re-elected in 1995 for a second term. Presidential re-elections were prohibited by Peru's Constitution. The butcher will seek other plots to be reelected for a third term.) Abroad: to stop the advance of Maoism as a guide of the World Revolution, neutralize activities and organizations supportive of the armed struggle in Peru, spread pessimism in the international working class with the tales of "world revolution retreats, imperialism advances." At the same time, the farce that "Gonzalo surrenders", which serves to create the overall perception (illusion) that Peru is "pacified," and motivate imperialist monopolies to invest capital (exploit) with minimal risks.
- Military Component: Since 1993, Fujimori's dictatorship intensifies military offensives ("Little Vietnams") against the PCP's Base Areas. Offensives fail and the US Pentagon takes direct command under the disguise of "narcotic interdiction," such as in the area of Huallaga Valley, and others that abut the Amazon.
- Reasons for Total Failure of Operation Peace Accord: The Operation failed from the start, even before it was executed, because its initial plan was clearly based on reactionary ideological dynamics, since every plan reflects a class ideology. The plan for Operation "Peace Accord" centered "on the individual" (Gonzalo); thus, its capitalist individualist ideology led the reactionaries to misconceive the following:
1) "Gonzalo Thought is his thought," if we arrest the man we'll kill the ideology.
2) To fabricate counterfeit "thoughts of Gonzalo" ending the armed struggle (this is the aim behind the forged letters and falsified videos.) They were so gross that even the regime's reactionary outlets (e.g., Caretas and others) criticized the forgeries.Such sinister reactionary misconception and falsifications was employed by the clique of opportunist capitulators in Fujimori's prisons (ROL) to ridiculously advertise "Gonzalo's letters from prison asking for peace, and that this is Gonzalo Thought." Abroad, Luis Arce Borja and Olaechea repeat over and over "defend Gonzalo and his Thought" (this follows the same ideological dynamic, bourgeois individualism). Reactionaries see only the appearance (the name "Gonzalo"), and fail to see the essence. Such fundamental errors caused the Operation's fatal collapse.
In essence: the international proletariat, through the practical revolutionary struggle, generates new advances in the ideology of the proletariat. In the concrete case of Peru, The PEOPLE'S WAR, led by the Peruvian Proletariat's vanguard, the PCP, generates Marxism-Leninism-Maoism, Gonzalo Thought (MLM, GT). Thus, MLM, GT is the creation of the revolutionary masses through the revolutionary class struggle, and continues developing itself with new advances of the People's War in Peru.
In response to the reactionary Operation "Peace Accord," THE REVOLUTIONARY MASSES LED BY THE CENTRAL COMMITTEE OF THE COMMUNIST PARTY OF PERU (PCP) CARRIED OUT MORE PEOPLE'S WAR, and today continue to defeat new plots of both imperialism and revisionism! All of Fujimori's "Little Vietnams" are being smashed in the battlefields, and the opportunist capitulators in Fujimori's prisons (e.g., Morote, etc.) and their supporters abroad (Esparza, etc.) were exposed and defeated. In 1995, Fujimori had to be imposed as "president" with less than 18% of the votes. Result: OPERATION PEACE ACCORD IS A TOTAL FAILURE. The plans of Yankee imperialism and Fujimori's fascist dictatorship to annihilate the People's War, have failed.
Operation "Peace Accord" has been defeated in Peru DEVELOPING FURTHER THE PEOPLE'S WAR. However, RCP-USA and Co-RIM (supporting Esparza's mercenaries abroad) now take the lead in spreading more black propaganda against President Gonzalo, and calling for more debates on "peace negotiations" as part of "two line struggle to the end." To counterattack, the present tasks are the following:
A. Completely expose Co-RIM's collaboration (collusion) with imperialism, especially Yankee imperialism. The ROL in Co-RIM is led by Avakian's RCP-USA who is calling for more debates on "peace negotiations" as part of the "two line struggle to the end." BOMBARD THE REVISIONIST HEADQUARTERS IN Co-RIM!
B. Defeat the campaigns of slander, forgery and black propaganda that imperialism and international revisionism constantly throw against President Gonzalo, the PCP, People's War and international supporters. Analyze, synthesize and defeat all the psychological operations that imperialists and revisionists jointly propagate in Peru and abroad. DEFEAT IMPERIALIST LOW INTENSITY WARFARE!
C. Intensify international activities in support of the PCP's Central Committee, the People's War, and the inevitable Conquest of Power Nationwide. SUPPORT THE PEOPLE'S WAR IN PERU!
D. Uphold, defend, and apply Marxism-Leninism-Maoism, Gonzalo Thought in all activities to support, prepare, and develop the People's War as part of the advancing World Revolution. The best way to support the People's War in Peru is by making revolution in your own country! APPLY MAOISM! SUPPORT THE PEOPLE'S WAR IN PERU!
