The so-called letters Fujimori has presented, the so-called phone calls abroad and the subsequent monstrosities, are parts of a counterrevolutionary plot cooked up by Yankee imperialism and the genocidal sell out national dictatorship together with the sinister actions of a black clique . . . to annihilate the People's War and, as part of this plan, to continue their own plan to murder President Gonzalo."

The recent publications of Co-RIM's "A World to Win No. 22" (AWTW) and the RCP-USA constitute a counterrevolutionary propaganda against the PCP and the People's War .Their basic argument is to give credence to the CIA/Fujimori's psychological warfare (psywar) that the PCP is split and weak. They spread the farce of Fujimori's agents known as "senderologists" who persistently claim that there is a "two line struggle on peace talks" in the PCP. Therefore, the People's War is contained.Their actions resemble those of a clown who hides under his bed when the wolf comes; once the wolf is caught, the clown jumps out shouting: "let's catch the wolf!" to cover up his own coward betrayal. In the same manner, after hiding in silence for years, RCP-USA and Co-RIM shout "oppose opportunism in Peru" to conceal their own opportunist betrayal after Fujimori's scheme failed. It is precisely because of the failures of the reactionary plots, that Avakian's renegades come to the aid of their imperialist masters, by distributing the same forgeries and slander propagated by Yankee imperialism against President Gonzalo, the PCP, the People's War in Peru and international supporters. RCP-USA and Co-RIM are now concealing their actions with high-sounding calls of a "two line struggle to the end."
What have the Yankee revisionists attained? More scorn, more rejections and more failures. In fact, the great majority of supporters of the revolution reject the lies and forgeries that Avakian relentlessly spreads. The RCP-USA and CoRIM, under the cover of "two line struggle to the end," combine some old news in their publications of events in Peru with psychological operations materials (long discussions on 'negotiations,' repeated slanders such as "Gonzalo is proposing peace"and "champion of the wrong line,"see AWTW No.22, p. 34.) Their aim is to deceive, confuse, demoralize, mislead, sabotage, and annihilate the PCP's international support and activities abroad. And in essence, the Co-RIM's line in the December 1996 issue of "A World To Win" is the same as that of the reactionaries: "There is a two-line struggle in the PCP between capitulation and revolution. One side wants to enter into peace negotiations, while the other side wants to continue the revolution to the end. President Gonzalo might possibly be involved on the side of the capitulators, although we don't know. This issue is of fundamental importance for the RIM, which is also calling for an international movement to free Chairman Gonzalo even if he has capitulated."
The PCP's Central Committee clearly leads the struggle against the sinister actions of both IMPERIALISM AND REVISIONISM. But Co-RIM's Call "Our Red Flag in Peru..." of March 28, 1995 excludes the struggle against imperialism, specially Yankee imperialism, and instead calls to struggle only against the defeated right opportunist black clique in Fujimori's camps. On paper the RCP-USA and CoRIM create a false "revolutionary" appearance to constantly repeat and distribute Fujimori's black propaganda. In AWTW No. 22, p. 22 and 33, for example, Avakian's Co-RIM states Fujimori's regime attribution of the Right Opportunist Line to Chairman Gonzalo himself: "Chairman Gonzalo is indeed proposing the line of seeking a peace accord'(p.34) It is clear that through their publications, the Yankee revisionists repeat and distribute their forgeries to demoralize PCP supporters abroad and provide credibility to the claims of imperialism and Fujimori's dictatorship that President Gonzalo, who is underground in a cage, in complete isolation, under torture and drugs, now "wants peace."
CORIM's AWTW No. 22, includes the "About Face" of M. Clavo (?) as "evidence" to further slander President Gonzalo. The "About Face" scam is as follows: Margie Clavo was first announced by Fujimori's intelligence services as "major leader in prison." Then, in late 1995, Avakian's CORIM advertised that Margie Clavo has "changed her position." In reality, this "change in position" was first announced publicly by Fujimori's Television network (interview of Clavo presented by reporter Marianella Munoz in the TV program "Counterpoint," Channel 4 .) This television interview was later reported in Lima's reactionary newspaper La Republica (September 18, 1 995) to spread the slander of "Clavo follows Gonzalo in changing position."
THE CLAVO STORY Thus, the farce of "Gonzalo is indeed proposing a line of peace" comes from Fujimori's corrupt terrorist regime at the service of imperialism, principally Yankee imperialism. Further, in the same AWTW No. 22, Co-RIM reveals that the "About Face" of Margie Clavo has already circulated worldwide as a Co-RIM document of November 1995 (CoRIM's Circular 2-10) which clearly mentions the "Peruvian press" as the source of this ridiculous farce. In synthesis, the Yankee renegades in the RCP-USA and Co-RIM collaborate with imperialism, principally Yankee imperialism.
1. "Both Lenin and Mao entered into full-scale negotiations with the enemy at different moments and even offered important compromises when it was in the interests of the revolution to do so." p.28. Lenin's position on compromises is outlined in "Left-wing Communism, An Infantile Disorder," chapter 8, 'No Compromises?' When did Lenin enter into a compromise with the enemy? After the seizure of power in 1917, the Bolsheviks signed a peace treaty with Germany. When did Mao enter into a compromise? When did Chiang Kai-shek's officers arrest him and force him to form a United Front to fight the Japanese invaders? How can anyone compare these historic compromises with the propaganda "ROL in the PCP" fabricated by the intelligence services?
AWTW ARTICLE, DANGERS AND TWO-LINE SRUGGLE IN PERU. The AWTW article gives the example of the "jailed PCP members" who seized the prison in which they were being held to prevent the government from murdering them, and then negotiated a settlement through the Red Cross. Co-RIM doesn't say the source of this information, which no doubt is SIN (National Intelligence Services) through publications in the progovernment paper La Republica. In 1986 and 1992, the prisoners of war of the PCP seized the luminous trenches of combats of El Fronton and Cantogrande, upheld their communist morale fighting against an enemy armed to the teeth, and gave their lives for the Party and the revolution. These are the real PCP combatants then and now. Hence, the Co-RIM allegation of "ROL on peace talks in the PCP" is part of the counterrevolutionary hoax denounced by the PCP Central Committee.
2. Co-RIM continues: "Dialectic teaches us that internal contradictions are the basis for change, and in this sense, the regime and its brutality cannot be considered the cause of this line that arose within the ranks of the Party." p. 30. But Mao says: "The fundamental cause of the development of a thing is not external but internal; it lies in the contradictoriness within the thing. This internal contradiction exists in every single thing, hence its motion and development. Contradictoriness within a thing, is the fundamental cause of its development, while its interrelations and interactions with other things are secondary causes."
"....It (materialist dialectics) holds that external causes are the conditions of change and internal causes are the basis of change, and that external causes become operatives through internal causes" ( On Contradiction). What does it mean to say that "internal contradictions are the basis for change?" The revision of Mao's thesis put the emphasis on the internal contradictions or struggles within the party as a permanent feature. Thus, revisionism denies the unity of opposites that in any party, there is at once unity and struggle. Unity and struggle are the basis of democratic centralism, and if struggle reaches a certain point, then there is a split or an antagonistic contradiction.
Interestingly enough, the Co-RIM does not mention any two-line struggle within its own ranks. There must be "all unity." Yes, indeed, that's the hallmark of revisionists, because all of the resolutions printed by Co-RIM were passed "unanimously." Was the PCP present? No. Therefore, these resolutions against the PCP are null and void.
3. Moving onto the main argument of Co-RIM on page 32: "From the beginning, it has been impossible to know for certain, whether Chairman Gonzalo was involved. This is a factor that has given more weight to the vital importance of deep study and struggle around the line being put forward in his name."Then, how on earth something that is "unknown"can be given "more weight"in Co-RIM's "deep study and struggle"? Here, Co-RIM's validation of CIA/Fujimori's psychological warfare under the disguise of "deep study and struggle," is evident.
Co-RIM acting like a hanging judge then gave "more weight" to the CIA/Fujimori hoax by stating: "Since October 1993, when President Fujimori presented a short video purporting to show Chairman Gonzalo reading the letters, he has deliberately maintained a certain degree of ambiguity and confusion by keeping Chairman Gonzalo isolated." So, for Co-RIM, Fujimori would be more assertive in his psychological operation if he would not keep Chairman Gonzalo isolated! The CIA and SIN are not as stupid as Co-RIM is, if President Gonzalo has "capitulated," they would have shown him "capitulating" live on TV long ago. That's precisely why they forged letters and fabricated videos in his name. What else can they do? They learn as much as we do. They don't want to allow another historic speech of President Gonzalo like he eloquently did from the enemy's tiger cage on September 24, 1992.
Co-RIM continues: "Almost a dozen documents have now filtered out of prison, also with the ascent of the authorities, polemicizing against the Central Committee's stand and putting forward extensive arguments for a new opportunist line for the PCP. These writings may or may not be authored by Chairman Gonzalo himself, but they cannot be considered a simple fabrication by the likes of the Peruvian authorities and the CIA." Why can't they be considered a fabrication -simple or complex, it doesn't matter -by the likes of the Peruvian SIN and the CIA? Co-RIM, in war, psychological operations are one of the main tasks carried out by the enemy. Co-RIM uses the "about face of Margie Clavo," another hoax planted by SIN in the paper La Republica, which was also smashed by the PCP's Central Committee. Co-RIM states: "...She (Margie Clavo) made an about face, proclaiming that she had been won to the ROL, as a result of conversations with Chairman Gonzalo." Here, Co-RIM exposes itself as an accessory of the psychological warfare conducted by U.S. imperialism against the People's War.
Co-RIM continues: "In the most immediate sense, closing our eyes and gambling that Comrade Gonzalo is not involved could be self-defeating . . . Acting on that, means arming the advanced masses politically and ideologically to deal with what might happen and not risk being caught by surprise and unprepared. Anything less than this would mean instead of `fighting our way,' drawing on our strengths, we'd be fighting with one hand tied behind our back, not to mention blindfolded . . . We must have confidence the masses can be won to understand a correct line, even if it includes a painful and difficult process. The short term expediency of fooling the masses, or ourselves, about the real situation is no solution at all." More of Co-RIM verbiage, " . . . But if we do not act on the speculation that he may have been possibly induced or voluntarily inferred the idea of the possibility of perhaps some form of a future tendency toward some theoretical and hypothetical speculation of something or other, we will be fighting with one hand behind our backs and blind." This is outrageous. The sitting ducks in Co-RIM who cannot kill a fly telling the PCP and the masses of its supporters worldwide how they should struggle. In reality Co-RIM seeks to sow defeatism and pessimism in the masses, all dress-up with the double talk of preparing them for a possible "capitulation." This is the counterrevolutionary role of Co-RIM that revolutionaries must smash. Note this "WE" business in Co-RIM. It sounds like the king and queen of England advising the PCP on how to conduct the People's War. We respond: Bombard the Revisionist Headquarters in Co-RIM!
How do we interpret this? Is the Co-RIM recruiting commandoes or volunteer like it was done here during the Spanish Civil War? No. It is pure rhetoric. Page 73 ("The Only Road To Liberation"): Co-RIM asks -"Since this two-line struggle emerged within the PCP, what is the role of RIM? Avakian asks why not let the PCP take care of itself and have RIM concentrates on other matters?" Co-RIM answers: "This type of thinking reflects a lack of understanding that the communist movement is an international movement - as opposed to the view that every nation should retreat to its own national tent. It is an extremely favorable factor that RIM exists, because it can concentrate international experience and lend assistance to the Peruvian revolution in this way. Further, at stake in this particular two-line struggle are burning questions that pose themselves in difference but not necessarily fewer urgent ways for many other RIM parties and organizations, both questions specific to oppressed countries such as Peru and also ones of vital significance for proletarian revolution in both the oppressed and oppressor countries . . . blah, blah, blah." Avakian drops his smoking gun and dreams! What assistance is Co-RIM given to the PCP? None. In practice, Co-RIM is assisting the CIA/Fujimori counterrevolutionary hoax.
Co-RIM's "Rally to the Defense of Our Red Flag Flying in Peru." (AWTW, page 25) The above is an example of Trotskyist "theory of permanent revolution." Trotsky spoke about of "exporting revolution," just like the Co-RIM tries now to fool us that "their red flag flies in Peru." The Communist Manifesto specifically states that the proletarians in each country must be first take care of their own affairs. What is the Co-RIM doing for revolution? Nothing. What has the Co-RIM done in the past 10 or so years to reconstitute the Comintern? Have they drafted something like the 21 points of admission, as Lenin did? Did they publish on a regular basis some type of "guidance" which offers concrete, practical steps in order to organize the Proletariat? How can a group or an individual join the RIM or Co-RIM? There is a two-line struggle on these issues, all right -inside the RIM! Mao said: "What! You are making the socialist revolution, and you don't even know where the bourgeoisie is? It is right here in the Communist Party. The Capitalist Roaders are still on the Capitalist Road!" We say: Bombard the Revisionist Headquarters in the Co-RIM!
After Lenin's death, the Comintern on various occasions unnecessarily interfered in the affairs of the Chinese Communist Party. Even though there is no comparison between the Comintern and the card box Co-RIM. The purpose of the RIM is to support the revolution in Peru and in other countries. Again, what is the Co-RIM/RCP doing to promote revolution in the belly of the beast? They say the same thing that the callous revisionists used to say in Peru before 1980: "We are accumulating forces," which has proven to be incorrect, as pointed out by the PCP's "International Line." In reality, the RCP-USA is "accumulating bookstores" and books of any political tendency for profit.
To claim that the Red Flag in Peru is "OUR" flag is Great Nation Chauvinism. To claim that masses in Peru need the Co-RIM's guidance and leadership is chauvinism and . . racism. It is Yankee revisionism! Basically, what the Co-RIM want is both ways (we go where the wind blows, either way is fine for us): "Send in money to the Defense Committee for the Freedom of Chairman Gonzalo Even If He is A Capitulator." They don't lose anything. On the one hand, they discredit President Gonzalo as a "capitulator," and on the other hand, they continue to traffick with his inhuman imprisonment.
Do they want us to join RCP.? And do what? Sell the papers, work in the bookstores, accept the CIA lies while you study and investigate later, and sit around begging for money "accumulating forces," call the genocidal puppet of U.S. imperialism "Mr. President Fujimori," call the PCP as "Shining Path," call the Peruvian masses as the "Indians," etc., etc., etc., ad infinitum.
For the Yankee revisionists the lies and forgeries (psychological operations) of reaction are "attribution," and the imperialist low intensity warfare is all a "two line struggle." In practice RCP-USA and CORIM employ "two line struggle" to confuse, cover up, and collaborate with imperialism's crimes against the working masses in Peru and around the world.
The Right Opportunist black clique in Peru has been crushed by the PCP's Central Committee and revolutionary Peruvian masses in 1994. Today, in 1997, facts confirm the People's War is threatened by:
Actual events in the international class struggle show the combination (collusion) of imperialist and revisionist forces, mainly Yankee imperialism and Yankee revisionism, to annihilate the PCP's Support Base Areas in Peru, and the PCP's international support worldwide.
- increasing imperialist armed intervention in Peru led by Yankee imperialism, combined with,
- international revisionism.
RCP-USA and Co-RIM are well known for slandering the new reconstituted MPP's. For instance, in AWTW # 22 Co-RIM constantly repeats, "Arce, New Flag, Olaechea" to falsely connect THE NEW FLAG in relation to Arce's opportunism. This absurd slander is easily refuted. Every supporter of the revolution can see with their own eyes, the documents published in THE NEW FLAG (Volume 4, No. 1, January 1997, p.45) in which Luis Arce Borja and Adolfo Olaechea Cahuas are exposed and defeated, for being two self-serving opportunists who attempt to impose their own bourgeois individualist line over the international solidarity movement that supports the People's War in Peru. The documents reprinted in THE NEW FLAG (produced by the MPP) were distributed since 1996, in Spanish, English, Turkish, German, and French.
Co-RIM's scams and filthy manipulations in support of "peace negotiations" have already been rejected and defeated by the international organizations and supporters of the People's War. The struggle against revisionism and imperialism is continuous and protracted. From Australia to the USA, Asia and Europe, the just call to combat is being followed with firm and resolute determination: BOMBARD THE REVISIONIST HEADQUARTERS IN Co-RIM!
Under the cover of a "two line struggle to the end," the Yankee revisionists follow two main objectives:
Co-RIM in Collusion with Fujimori's Agents Avakian's clique even misrepresents Co-RIM (RIM's executive Committee controlled by RCP-USA) as representing all of RIM (the organization composed of various political Parties and groups.) How ridiculous! The RCP-USA, in practice has abandoned the road of a revolutionary armed struggle many years ago. Now it operates as a legal corporation controlled with "division of labor," to peddle "revolutionary" merchandise and make money. Even the RCP-USA's headquarters are openly advertised as "Merchandise Mart" (Chicago, USA). In practice, Avakian has replaced Marxism with Adam Smith's capitalist theories of the division of labor (see RCP-USA's publication, Revolutionary Worker, October 1, 1995). The fact that RCP-USA proclaims itself to be a "Maoist" organization is a disgrace, and an insult to all honest Marxist revolutionaries.
- to spread abroad more imperialist propaganda for "peace negotiations," taking the side of the defeated capitulations in Peru, and
- to cover up their own Right Opportunist Line in Co-RIM and RCP-USA.
Unable to achieve their sinister objectives against the PCP and its international supporters, the Yankee revisionists are executing a sinister plot to split and annihilate the newly reconstituted MPP's. For this purpose, Co-RIM has appointed "TP", a crony of Esparza in Malmo-Sweden as "Leading Committee of all MPP's" (?) to submit all MPP organizations, to split them, an impose silence (repression), hide and manipulate with documents, and stop all struggles against the revisionist headquarters in Co-RIM and RCP-USA.
Co-RIM advertises the absurd farce that Esparza's clique in Sweden is the "Leading Committee of MPP's." Let us simply ask the following question: Has the PCP's Central Committee ever appointed or named the individuals in Sweden as "Leading Committee?" NOT AT ALL. In fact the PCP's Central Committee in its INTERNATIONAL DIRECTIVE (December 1, 1993) explicitly denounced and warned against Esparza, and his sinister anti-Party actions:
" ... Lenin taught us that he who abandons principles splits, and in this case, this gentleman is capable of selling the revolution for a plate of beans. He must stop trafficking with the name of President Gonzalo, and no one should permit this." (PCP's International Directive, December 1, 1993).
Obviously Esparza does not act alone. He operates in close collaboration with Avakian's Co-RIM, who in turn, advertises him as a "historic party member" (Esparza is an opportunist pacifist, and since 1993 has openly become one of Fujimori's SIN agents for "peace negotiation") So the key question is: Who named the individual in Malmo-Sweden known as "TP" and his cronies in Denmark as "Leading Committee?" Only Avakian's Co-RIM. In practice those who follow Mr. TP in Malmo, follow Avakian's RCP-USA and Co-RIM, and have no right whatsoever to impose their treacherous manipulations over the international supporters of the PCP, and People's War in Peru.
The Yankee revisionists and their cronies, in collusion with Yankee imperialism, once again have failed in their counterrevolutionary actions against the People's War, and its international support.
