By repeated alternation over a long period of time we mean the repetition of this pattern of warfare and these forms of fighting. This is a fact that is obvious to everybody. An `encirclement and suppression' campaign and a counter-campaign against it-- is the repeated pattern of the war. In each campaign the alternation in the forms of fighting consists of the first stage `in which the enemy employs the offensive against our defensive and we meet his offensive with our defensive, and the second stage in which the enemy employs the defensive against our offensive and we meet his defensive with our offensive." The People's War is developing victoriously against wind and tide, and in July has successfully completed the first part of the Great Plan to Construct the Conquest of Power! In Defense of the Leadership, Against the Genocidal Dictatorship! It set up the basis for the development of the second part which shall be guided by the slogan SURPASS THE BEND IN THE ROAD, DEVELOPING THE PEOPLE'S WAR!
NOTES FOR THE BALANCE OF THE GREAT COMPLETION Once again, the country was trembled by the blazing fires of the People's War, from the Principal Regional Committee to the capital itself, the area of the Metropolitan Committee. Similarly, in the Ayacucho Zonal Committee, we defeated the sinister campaigns of "encirclement and annihilation" implemented by the genocidal and sellout armed forces. We advanced through Base Seven and Base Fourteen, agitating and mobilizing the masses, developing the take over of cars on the Ayacucho-San Francisco highway, and annihilating the mesnadas [army run paramilitary forces] in the locality of Ccano; conducting sabotage against the old State's tractors in Yanamonte, and annihilations, confiscation of cattle to supply the Revolutionary Support Base Area "Red Bastion" and the forces of the People's Army of Liberation. This was complemented with ambushes, annihilating and scourging enemy bases located in the vicinity of Revolutionary Support Base 33 (river Ene.) In the same manner, the Cangallo-Fajardo Zonal Committee conducted a magnificent incursion [in the provinces] of La Mar, Vilcashuaman and Cangallo, right under the noses of the anti-subversive base, and later confiscated more than 30 boxes of dynamite and a radio transmitter. Meanwhile, the PCP Huancavelica Zonal Committee carried out a powerful ambush at the locality of Supuymayo-Lachoc, annihilating nine police members, including a Major, and confiscating the same number of HK rifles. In addition, devastating were the ambushes unfolded in the Huallaga Regional Committee, in which more than 50 troops of the special forces ("comando") were annihilated, capturing a MAG machine gun, an RPG rocket launcher, more than 30 FAL, M-16, AKM automatic rifles, and a radio transmitter. In Lima, the Metropolitan Committee and Socorro Popular [People's Aid] carried out powerful car-bombs against tourist Hotel Maria Angola, and the house of the lackey Congressman, Joy Way. These are only some of the outstanding actions conducted as part of the offensives unfolded in the month of July. There were also other actions carried out in the North, in the South, and in the Central region, such as the ambush [to a military convoy] in the locality of Pichanaki.
Because of all this, we say that our plan has been successfully achieved. We are now celebrating the 15 years of the invincible People's War crushing the rotten cackling of the genocidal sellouts Hermoza Rios and Fujimori, who repeatedly claimed that "in July 1995 Shining Path will be liquidated." Once again, they were defeated and had to swallow back all of their black vomit. The same has also occurred with the revisionists and capitulators who claimed in 1993 that the People's War could not be maintained "because there are no conditions."
It is important that we take into account and greet with revolutionary fervor the extraordinary Heroism and the Great Firmness of the Base Areas, in enduring suffering and sacrifice. These masses are an example for all the Peruvian people and deserve all of our respect and admiration. They fight shoulder to shoulder with the People's Army of Liberation and the Communist Party of Peru, to maintain the New Power at whatever cost, developing a new economy, new politics and a new culture.
At the same time, we salute the heroic militants and combatants of the Communist Party of Peru and the People's Army of Liberation, who have always been guided by Marxism-Leninism-Maoism, Gonzalo Thought. They place politics in command and achieve victory after victory overcoming all difficulties and always maintaining the flags of the People s War to the very end; combating imperialism, reaction and revisionism.
PEOPLE'S WAR: It must be developed with a Proletarian Military Line as a basis and the experience of more than 15 years of victories and setbacks, particularly in the countryside, with utmost attention to the handling of the campaigns and counter campaigns, the main form of the Civil War. The enemy campaigns are being conducted within the strategy of the so called "Low Intensity Warfare"; which are its principal form, and are complemented by population control, civil control and "intelligence" work, including psychological operations. We must carry out our offensives and counter-offensives within this context, not out of it, and always considering the national political situation and the specific situation in each Committee, without underestimating nor overestimating the enemy. Apply the Great Strategic Concept (see Problems of Strategy in Guerrilla Warfare Against Japan, SW, Chapters IV and VII.).
TAKE INTO ACCOUNT THE FOLLOWING CONDITIONS: With respect to the cities, maintain the criterion of a unified People's War. In this period it has the specific characteristic of unfolding a gradual advance, seeking to fuse the People's War with the class struggle of the proletariat, and with the masses of people in the neighborhoods and shanty towns, managing at every moment the two hills, and setting up the basis for the insurrection .
CONSTRUCTION: Crushing revisionism, unfolding a General Reorganization of the Party. In the countryside, a corporative militarization has been implemented for some time, which seeks to subjugate the peasant masses; therefore, only through armed struggle and political mobilization can we incorporate such masses to the People's War, and wipe out little by little the repressive control imposed upon them by the reactionary armed forces and the paramilitary (Resettlement without repressive force! Resettlement without mesnadas! Civil Defense is criminal defense!).
In the cities, the regime has imposed a semi-fascist police control, directed by the armed forces. This must be exposed and crushed. Because of this, it will be necessary to pay much attention to the relationship between open work and secret work, aiming toward the development the secret work. In everything we do, we must be superior to the reactionaries!
