The prisoners of war in Peru forge luminous trenches of combat in the struggle against imperialism, principally Yankee imperialism, and the reactionary regime in Peru. At the same time, and this is generally true (not only in Peru) they are the weakest, the most vulnerable part of the movement as they are in the hands of reactionary enemies who have the capability of torturing and murdering them in many ways. Furthermore, imprisonment means isolation, psychological manipulation, coercion, etc. This can be exploited to the greatest extent for the enemy's infiltration tactics. There are concrete examples of this history when many leading members of the Communist Party of Greece (CPG) were imprisoned in the end of the 1930's by the fascist Metaxas regime. This fascist regime managed to create a Second Central Committee and a fake party newspaper (psychological operations are to confuse, demoralize and annihilate revolutionaries.) At the time it was also advertised that the General Secretary of the CPG (in prison) "recognized" that such new "committee in prison" and the newspaper were "genuine." This same old sinister tactic is being used by Yankee imperialists and Fujimori's regime against the political prisoners of war in Peru, and it is not the result of the "two line struggle" that Co-RIM falsely and maliciously claims.The RCP-USA and Co-RIM have distributed many materials calling for "peace accord," and also insinuate that forged videos show that President Gonzalo indeed "calls for peace." Technically the manipulation of images, sounds, writings, etc. are absolutely within the capabilities of the Fujimori's regime's secret services and Yankee imperialism. While still infiltrated in our movement abroad, and hypocritically calling for "support the People's War," the RCP-USA and Co-RIM never show any facts to substantiate their deceiving insinuations and calls for "peace accord."
The materials distributed by the RCP-USA and Co-RIM also claim that the collapse of Soviet social imperialism shows that conditions are "not favorable" for revolution. This is not true. Strategically, the PCP states, the collapse of the Soviet Union and the total bankruptcy of revisionism are favorable for world revolution.
President Gonzalo clearly expressed that his arrest is only a bend in the road, and demonstrated his absolute confidence on the inevitable victory of the People's War by calling for the implementation of the Sixth Military Plan. This plan was previously set by the Party and, of course, has nothing to do with "peace negotiation." Thus, to attempt to misrepresent the speech of President Gonzalo as serving the "line of peace negotiation"is a monstrous attempt to turn white to black (or red to black in this case).
The documents distributed by the RCP-USA and Co-RIM also invoke Mao in various instances. For example, " . . . recall chairman Mao: the next 50-100 years . . . " to add "this means 2010 to 2060!" According to this, Mao in the 1960's made a prophecy for the distant future but said nothing for the near future, namely for the period 1960-2010, as if no revolutionary storms exist this century. Even a small child can understand that 50-100 years means the period of 50-100 years ahead from the time when Mao was speaking, and not from 2010. The RCP-USA and Co-RIM's documents exhibit an infantile level of thought mixed with absurd logic
The RCP-USA and Co-RIM are taking up a "new decision and new definition" to justify surrender and capitulation, and their actions show they have abandoned the road of the armed revolution. Revolution is waged in Peru today. It is being waged by every means, and also has to be unreservedly and unconditionally supported by every means around the wood. PT. April 1997.
