MRTA IS BURIED, BUT THE PEOPLE'S WAR IS ALIVE

While the People's Army of Liberation led by the Communist Party of Peru (PCP), during the first three months of 1997, has been involved in more than 120 significant political and military actions against the old State, the armed revisionist group MRTA, has been deeply involved in a traitorous policy of "negotiation and surrender" of its hostage takeover at the Japanese Embassy.

Based on the analysis of the PCP document "The Two Hills," a day after the seize of the Embassy by the MRTA, we anticipated the probable outcome: Capitulation and/or genocide (The New Flag Vol. 4, No. 1.) Both of these occurred. The capitulation consisted in legitimizing the reactionary economic and political policies of the regime as follows:

  1. Demand for the "modification" of the failed "neoliberal" economic policy, which was quickly abandoned by the MRTA at the start of the negotiations.
  2. Demand for the release of all MRTA prisoners, which at the end of the negotiations was reduced to Cerpa's relatives and a trip to Cuba.
  3. To negotiate the war and become a legal political party, following the dream of all armed revisionist groups who sold out the revolution in their countries for a plate of beans (M-19, FMLN, EZLN, FSLN), which in the case of the MRTA, ended in a bloody soap opera.
  4. Public attacks and slander against the PCP to please imperialism, the reactionaries and the regime.
  5. To preserve its traitorious policy of "peace talks" with Fujimori, the MRTAstabbed in the back the large spontaneous international solidarity of people who initially were confused on the real intentions of the revisionists. For instance, one important action against the Dictator's Embassy in Greece was condemned jointly by the MRTA and the regime as "terrorist."
  6. To trust the worthless "promises" of Fujimori that no military intervention would take place unless the hostages were harmed, one more deception of this vicious genocidal.

What concessions did the MRTA give to the regime?

  1. The prompt release of Fujimori's relatives (while thousands of mothers and daughters of the people are languishing in cruel and inhuman conditions in jails of the tyranny.)
  2. The immediate release of all CIA/AID operatives and undercover "journalists."
  3. The unconditional release of dozens of high-ranking criminals of the armed forces and the intelligence services (SIN, SIE, Dincote and Navy).
  4. The appointment as mediator of known experts in counterinsurgency or the "guarantors of dead," the killer priest, Juan Luis Cipriani (a member of the sect Opus Dei who is involved in the training of paramilitaries in Ayacucho) and the Canadian Ambassador Anthony Vincent. The compound was secretly wired and surveillance devices were planted by these guarantors.
  5. Free communication between hostages and guarantors including undercover SIN agents dressed up as doctors and maintenance workers. The hostage crisis turned into a soap opera. The Embassy was like a three star hotel with three meals a day, color TV, soccer games and cellular phones.
  6. The bloody massacre of all MRTA members occurred while they were deceived by their traitorous leaders and the guarantors. The TV showed the butcher Fujimori celebrating his "victory" over the dead bodies of the sons and daughters of the people, who were miserably misled by traffickers of the ilk of Cerpa Cartolini. In the current conditions of the Peruvian revolution, genuine revolutionaries do not negotiate with genocidals and murderers.

What lessons can we learn from the genocide of El Fronton where 300 PCP political prisoners of war were murdered, the genocide of Cantogrande, where 100 PCP political prisoners were also selectively murdered, the genocide of Accomarca where the entire community was wiped out, the massacre of Uchuraccay where eight journalists were murdered, La Cantuta, where nine students and a professor were tortured to death, and other countless crimes perpetrated by the reactionary armed forces against unarmed people? Can we negotiate with this murderous regime of Fujimori? Yes, but his total and unconditional surrender.

It is not surprising that the MRTA Embassy action occurred at the time that the PCP was preparing the strategic offensive of the People's War through the conquest of power, in order to put an end to the situation of misery and exploitation of our people. That's why along with the Maoist combatants, the Peruvian people are struggling for further development of the People's War, toward the establishment of the People's Republic of Peru.

The Genocide at the Japanese Embassy demonstrates once again the truthfulness of the thesis of President Gonzalo in the PCP Document "Let the Strategic Equilibrium Tremble the Country." (see the PCP Web page http://www.blythe.org/peru-pcp) as follows:

Yankee imperialism directs the counterinsurgency war in Peru. As an example on April 23, 1997 when a CIA spokesperson told ABC (a major TV broadcasting system in the USA) that the Agency provided all the logistics and equipment for the Embassy takeover. This statement was confirmed by another US intelligence trainer (former FBI counter-terrorism expert Robert Taubert). He and other State Department Personnel (CIA) have trained (on U.S. soil and in Peru) a Peruvian military contingent (SWAP Unit) for the Embassy attack. Key hostages inside knew this in advance because they had been informed by Juan Luis Cipriani and Anthony Vincent two hours before the attack. Referring to this tragedy, the Peruvian Press correctly stated: "That was an `auto gol' of the MRTA."

In an immediate response to the celebration of the reactionaries, the People's War responded: On Sunday April 20, three powerful bombs smashed economic targets in the Lima Districts of Comas, San Juan de Lurigancho, and San Borja. The same day a military post was overrun in Aucayacu where 15 army officers were annihilated. Twenty five AK-47 guns and several FALs were captured. The main objetive of the People's Army of Liberation and the PCP is to conquer power.
