On May 14, 1998, Gen. Barry McCaffrey, head of the US White House Office of Drug Control Policy, criticized the head of the Intelligence Services (SIN), Chief adviser to Fujimori, and drug Czar, Captain Vladimiro Montesinos Torres. At the urge of the State Department, McCaffrey distanced himself from his Peruvian protegee by accusing him of releasing a "secret" working material (e..g, a video filmed by SIN), manipulating this video to create a false impression about an Apr. 21 "confidential" meeting McCaffrey conducted in Peru on the "war on drugs."Two conclusions are drawn from the contradictions between this Yankee military strategist (defeated and expelled from Vietnam) and the vulgar CIA mule Montesinos. While Mr. McCaffrey uses the bogus rhetoric of "war on drugs" as a disguise to combat the People's War, the narcotrafficker and head of the dead squads in Peru Montesinos, tries to legitimize himself by leaking a video to the press. The first conclusion of these periodic meetings between the Yankee bosses and their Peruvian puppets, is a confirmation that imperialism is in charge of the counterinsurgency operations in Peru, and the second conclusion is that McCaffrey by stating that Montesinos (head of SIN) tailors and manipulates videos, confirms the fact that the video showing Chairman Gonzalo "capitulating" was a vulgar hoax fabricated by SIN.
McCaffrey said, "I'm offended by the way in which a videotape was manipulated to combine images from an informal session with parts of another meeting to give the impression that Montesinos presided over the meeting I attended, when in reality it was [Health Minister] Costa Bauer who presided." This is a half-truth. Although the regime has never acknowledged any official role in government of Montesinos other than being an "advisor," this mendacious individual along with Hermoza Rios are the key operatives planted by Yankee imperialism to run the government affairs in Peru. Regardless of being the product of a military coup (1992), Fujimori is only a figurehead that attempts to give the appearance of "democracy" to the dictatorship. Whom is McCaffrey trying to fool to? Who is Costa Bauer? The general knows Costa Bauer is a sitting duck during those meetings. He is nothing.
"I'm offended by his attempt to rehabilitate his image before the Peruvian people using my visit to Perú to place himself once again in the public view," said McCaffrey. Here is the real reason of the controversy. McCaffrey is questioning why Montesinos has made public a "secret meeting." Another farce the Yankee arrogant is trying to imply is that his visits to Perú are "prestigious" and "welcome" by the people. Nothing more far from the true. Ask the people in Huallaga whose villages were bombed and burned by the Green Berets, and ask the peasants whose plantations were sprayed with toxic herbicides and biological weapons (bacteria). The people repudiate the Yankee military intervention in Perú. Yankee Go home! is heard accross the Huallaga valley.
The images of the Apr. 21 meeting were broadcasted on May 10 by the TV station Panamericana Television in its political program "Panorama." In the video, Montesinos said in front of McCaffrey, "the Peruvian government needs to redesign its plans to fight drug trafficking and extend the combat operations in Peru's rivers." But this is a old news leaked by the Pentagon and published by the New York Times on February 3, 1997. Montesinos sings the same old songs of his Yankee paymasters.
It is important to note that the video revealed the presence of all Peru's military chiefs and U.S. Ambassador to Lima Dennis Jett. They are the real power running the Peruvian government.
Hermoza Rios is heard saying in the secret meeting with McCraffey, "within a strategy of democracy and human rights, the armed forces have defeated terrorism and separated it from narcotraficking....Now it is convenient to combat separately narcotrafficking and terrorism." (La República. May 11, 1998), but four days earlier his crony Montesinos, the head of SIN stated in public (as part of the psychological operations) exactly the opposite: "Comrade Artemio, leader of the PCP-SL's Regional Committee of Huallaga, is dealing directly with Colombian drug cartels whose airplanes violates the Peruvian airspace to pick up drugs." (El Comercio. May 7, 1998.) All lies and psychological warfare. As Yankee imperialism knows, there is absolutely no evidence that the PCP in any shape or form is involved in drug trafficcking. If there was, it should have printed long ago by the imperialist media.
The absence of Fujimori from this important meeting, concerning Peru's national security and sovereignty) confirms that he is only a puppet of Yankee imperialism, a figurehead bonded to the bloody bayonets of the armed forces.
