While the old State cannot manage to restructure its obsolete bureaucratic apparatus and therefore, its reactionary plans fail, the People's War has entered a new and superior stage advancing toward the conquest of Power in all the country. In turn, Yankee imperialism gets its armed contingents ready to enter our territory, installing new military bases, in a futile attempt to destroy our country as a nation and put down the flames of rebellion.The latent danger of the imperialist attempt to invade Peru is evident because of the their obsession to crush the People's War at any cost. To this end, they will have no remorse about using a multinational force -as they did in Somalia, Iraq and the Balkans, for example, with the blessing of their tool, the Organization of American States (OAS). This intervention would affect the neighboring countries as well because of the strategic geographic position Peru has in the Latin American scenery. Even the pretexts used today by Yankee imperialism to justify military interventions in the Third World are at hand: They are the existence of "drug trafficking," "genocides," "humanitarian aid," and so on. But the truth is that the United States wants to crush the People's War and break Peru territorially.
It is no secret, on the other hand, that the genocidal Armed forces of Peru are incapable of defeating the People's Army of Liberation and the PCP. Moreover, the quantitative and qualitative advance of the People's War has become evident in the last eighteen years, despite the difficulties and zigzags of the People's War which are inevitable in any revolution, and have developed to levels that reaction never imagined it would.
Contrary to what the clumsy marionettes Hermoza Rios and Fujimori claim that the PCP "does not have a strategic capacity to destroy the State," or "has been defeated in the coca plantation areas," and that "the fight is against narcotrafficking," their masters in the Yankee Pentagon have made an evaluation of the situation in Peru, which includes the eventual victory of the People's War. The world police have concluded that the Peruvian situation is unmanageable, and that the Maoists are winning the war. Furthermore, with regard to the People's Committees in the Huallaga zone and other large coca growing areas of Peru, a State Department Report has concluded: "A weakened, though still dangerous and resilient terrorist presence in coca growing areas has the potential to disrupt coca eradication and law enforcement missions in Peru." (International Narcotics Control Strategy Report, pg. 101, March 1998). Therefore, from its deep worry Yankee imperialism has been adapting its low intensity warfare campaign to more interventionist measures and assuming the direct command of the counterrevolutionary war. One of their first measures was the execution of the military coup in April 1992, the dissolution of parliament to "elect" a subservient one infiltrated and controlled by the intelligence services, the control of the judicial power and the National Electoral Board, and the transformation of the armed forces into a militarized political party with the objective of reelecting their puppet Fujimori for a third time or to install a new puppet who would keep their plans.
Many genocidal generals in Peru, with close ties to U.S. imperialism, such as Morales Bermudez, flatly admitted the possibility of a Yankee intervention in our country due to the "danger" represented by the "subversive phenomenon," that can be projected "outside our borders."
See the figure below describing the reflections of the respected historian, Pablo Macera, who specified what type of imperialist intervention would be most likely in Peru, and the consequences it would have on neighboring countries.
THE NEW STAGE IN THE WAR TERRIFIES YANKEE WAR STRATEGISTS It is a fact that the People's War has reached the stage of Strategic Equilibrium, which allows the development of the VI Military Plan to construct the conquest of Power in all the country. Does this state mean for Yankee imperialism to get its interventionist troops ready? Yes, this phase means that paralleling the forces of reaction, the revolution has reached an equivalence of force at the political level. That is, the revolution has influence on the people, and in the organization of the masses. In their rotten brains, the genocidal military of the puppet Fujimori reduces the meaning of "strategic equilibrium" to a purely military aspect. This is a gross error that is taking them to their definitive defeat, which in the short term will impose on the U.S. to take off the "friendly" mask and show its true face of bloody "world cop."
Facing the risks of military intervention, in his historic speech of August 1992, President Gonzalo set forth the pertinent tasks of confronting it. He called for the formation of a People's Liberation Front, and the development of the People's Army of Liberation. Today, these tasks are being justly and correctly implemented by the PCP Central Committee in accordance with the current dynamics of the People's War in Peru.
What panics the reactionaries the most is the conquest of Power by the PCP. That is why they depend on the guidance and aid of Yankee imperialism to crush the People's War and to dismember the nation. However, these are futile wishes that will be crushed by the triumph of the People's War that is growing, while the genocidal, country selling and fascist regime of Hermoza Rios and his figurehead Fujimori, goes from defeat to defeat.
THE PENTAGON BUILDS A MAJOR MILITARY BASE IN PERUVIAN JUNGLE Under the disguise of "fighting drugs," the U.S. has put in operation a major counterinsurgency base in the Peruvian jungle at a cost of more than 60 million dollars. The new U.S. military base is located in the Department of Iquitos, near the Nanay River where an intense guerrilla activity is present. This is an extensive territory where there are continuous military clashes between the fighters of the People's Army of Liberation and the reactionary Peruvian armed forces, and it has open People's Committees. According to a source cited by the bourgeois Daily El Comercio (May 28, 1998), "the first training of Peruvian military and police at the base was done by 30 U.S. marines and green berets, and lasted from March 2 to April 8, 1998. In the future, the U.S. military personnel will be training about 140 trainees from 6 to 8 months. This will take place once the basic support services (e.g., infrastructure) are completed. The North American troops are also involved in logistical, intelligence and psychological operations." Furthermore, this paper reported that the Nanay U.S. military base will have a regional character, which means that Yankee troops will be fighting the guerrilla activity not only in Peru, but also in neighboring countries as well (.e.g., Colombia, Bolivia). Meanwhile, Hermoza Rios and Fujimori justified this blatant imperialist violation of Peruvian sovereignty under the pretext that, "it was a joint project consisting of the training of Peruvians by U.S. troops, so that after a short period of time, the base would be run exclusively by Peruvians." This is the same argument used by these country sellers several years ago when the U.S. Pentagon built the military base of Santa Lucia in the Huallaga Valley, and today there are more Yankee troops there. The claim that this project is a "joint U.S.-Peru project" is a joke of bad taste. The reactionary Peruvian armed forces do not even have enough money to feed their troops, therefore, they rely on the aid of cocaine traffickers to maintain them! (this is well documented by the testimonies of narco Generals Bellido, Mauricio, Jorge and Arceniagas, former military chiefs in the Huallaga Valley.) Large quantities of cocaine were also found in Peruvian Navy ships and Air Force aircraft (the one used by Fujimori himself), and one of the biggest drug lords "El Vaticano" testified in detail about his payments to Vladimiro Montesinos (Peru's real drug czar and chief advisor of puppet Fujimori). Vaticano was tortured and drugged by SIN, prevented from a civil trial, and since then, has been kept in complete isolation in a Navy base. Subsequently, Montesinos came up with a forged video (similar to the one he did on McCaffrey), in which Vaticano "retracted his accusations." Embarrassed by the exposure of institutional corruption, the regime appointed Marino Costa Bauer (an aid to Montesinos), to appear in public as the bogus "drug czar. Montesinos was expelled from the Army during the Velasco regime for being a CIA agent, and he was caught selling information to the Ecuadorean armed forces. His association and partnership with Peruvian and Colombian drug cartels in their "legal" businesses as their attorney, is of public knowledge.
The Washington Post reported on April 21, 1998: "Specialized U.S. military instructors were sent to Peru in March to supplement a force of 35 U.S. troops already stationed on a permanent basis at an important U.S. radar base there." Although the "war on drugs" military intervention of Yankee imperialism has been exposed as a cover for counterinsurgency in Peru and Colombia, the imperialist media continues to fool the public opinion in the United States. These U.S. advisors are the ones who are leading the low intensity warfare campaign in Peru, including the organization of special forces, paramilitary and the training of death squads (e.g., Grupo Colina).
Despite the U.S. boasting of "success" and the unsupported "eradication of 27 percent of coca cultivation in 1997," and "eliminating all coca production in ten years," cocaine continues to be one of the regime's major exports. And the relative decrease of coca plantation in Peru is not due to the so-called "alternative development initiatives" (almost inexistent) or "drug interdiction" of imperialism but to other factors such as new coca plantations in Colombia and Brazil, and the availability of synthetic drugs in Europe and the United States (e.g., extasis and menfetaminas, etc.), which resulted in the decrease of coca leaf prices.
The Road Ahead of Yankee Imperialism in El Huallaga is as follows:
- 1. Increase military involvement to annihilate the People's War by using the scheme of "war on drugs " as a pretext.
- 2. Increase the use of biological weapons (bacteria spread on coca plantations), and other "involuntary coca eradication" methods (strafing, burning and killing peasants' communities), seeking as an alternative the displacement of population from coca growing areas to other population settlements under army control, especially from areas where People's Committees free of government control exist.
- 3. Strengthen the control of air, land and riverine capabilities to encircle the fighters of the People's Army of Liberation, more involvement of the Peruvian armed forces, Navy, and Air Force (Operation Airbridge) units under direct Yankee command and control.
- 4. Obtain additional funds from other imperialist countries for Dinandro (police) and NGO Contradrogas (Yankee engenders for counterinsurgency purposes disguised as "anti-drug"). To this end, puppet Fujimori has been transformed into an international beggar (limosnero culebresco) traveling to different countries for crumbs to finance the genocide against the Peruvian people.
- 5. Strengthen the organization of paramilitary forces, more mesnadas and rondas to launch the "masses against the masses," following the tactic of "Divide and Conquer." Cover the forced organization of mesnadas, as "farmer participation in counter narcotics" schemes.
- 6. Sign a new extradition agreement with lackey Fujimori so that the so-called "terrorists" or "narcoterrorists" (label used by reaction and imperialism for their political opponents living abroad so that they can be extradited to Peru.)
And as seasoning, we will add the 7th ingredient to the recipe of imperialism:
7. Be defeated and expelled from Peruvian soil by the Peruvian people led by the PCP, just like they were defeated in Vietnam. The slogan of the heroic People of Peru is, Yankee Go Home!
