When lackey Fujimori assumed power on July 28, 1990, he tried to fool the people by using the key word "change" (CAMBIO). He even told us how Peru would quickly become a Latin American economic tiger (a mirror of Japan and the Asian tigers) when he said, "my major accomplishment will be to provide the people with work, honesty, and technology." What is the result after 8 years? The record shows massive unemployment and underemployment (more than 95%), institutionalized corruption, nepotism, narcotrafficking, genocides, disappearances, incarceration of political opponents and even of innocent people, military tribunals and hooded judges, spread of cholera and TB, more poverty and misery, and the selling out of the country to foreign corporations. How about his accomplishments in the area of "technology"? In the absence of any evidence, a student in the city of Juliaca (Puno) told us about one "technological" achievement Fujimori would be proud of as follows: "The Peruvian version of Dolly the Sheep (the British clone), is the genetically altered animal known as Espichan. It is a filthy hog who moves within his pigpen with the ferocity of a bloody hyena. Daniel Espichan is a hybrid of man, hog and hyena. He, along with Gabino Cajahuanca, Martha Chavez, Nelida Colan, Santiago Fujimori and Joy Way (all of them corrupt cronies of Fujimori and part of the political police), were accomplices in the genocide of Cantogrande, in which 100 political prisoners of war were murdered in May 1992." This statement is consistent with the description on the Cantogrande genocide published by Peru's paper El Diario, in which Espichan was called "a mixed breed of pig with hyena." This is a characterization that not only resembles the criminal behavior of this gangster Espichan, but his physical appearance as well! What is Espichan up to lately? On behalf of the National Intelligence Services, he was sent to the jail of Yanamayo in October 1997 to cook up another scam against the Peruvian people. Since then, Espichan is coordinating a new genocide in the prisons and a plot trying to resucitate the discredited hoax of "peace talks," and the "split of Sendero". In the jail of Yanamayo, Espichan met with the notorious capitulator Morote (imprisoned and separated from the PCP since 1988). Morote, with the collaboration of the intelligence services, is attributed to have written a pamphlet known as "Asumir....struggle for peace talks"and "peace letters of Abimael" intended to split the PCP. This was thoroughly discredited and questioned as bogus in Peru and abroad not only by the Party and supporters of the People's War, but by mainstream journalists. But unlike the previous scams tailored by SIN and published just before the elections in the reactionary paper La Republica (owned by Gustavo Mohme -an old anti- Communist hack and member of Fujimori's Congress), the new plot and genocide of political prisoners (presented as "victory over terrorism") will be launched by the armed forces to promote the third reelection of puppet Fujimori (or at the time of a great guerrilla offensive.) This is what Espichan stated in his press conference on October 15: "The members of SL from Yanamayo have been requesting the government to allow Abimael Guzman to address his other comrades on television who are still fighting about the need for the peace talks". Again, the scam described a pre-recorded tape so it can be tailored at will by the intelligence services. Espichan continued, "I met with Osman Morote who told me that such TV presentation of Guzman is needed so that the other group of Sendero led by Feliciano can be convinced." When the official journalists expressed their doubts about the scam, Espichan responded: "I have in my possession a written request from the Senderistas "struggle for peace talks", which was converted into ashes by the bonfire flames of the People's War. (El Comercio, Expreso, October 16, 1997).
ESPICHAN'S PATH: FROM BLOODTHIRSTY PROSECUTOR TO "HUMAN RIGHTS" REPRESENTATIVE OF THE INTELLIGENCE SERVICES This is how the PCP describes this bloody beast in the document "The Two Hills" in 1991:
The prosecutor Daniel Espichan is the tip of the imperialist lance and of Peruvian reaction in the judicial plane. He holds recalcitrant and rightist anti-democratic positions, he supports the maximum reduction of the rights for those accused of terrorism, demanding speedier proceedings and "that they be judged and sentenced once and for all," "proving" the necessity of this with figures: in 11 years only 497 were sentenced with 25 years in jail, while 4,395 were freed without being condemned because of "lack of proof" or "failures in the editing of the police records"; only 10% were condemned, 90% set free. For this reason, Espichan claims that lack of veidence is not sufficient reason to release those suspected of terrorism; and he has a systematic aversion towards the judges who obey the law and grant liberty to the accused, even after having praised them for their conduct. He is the most servile pawn of the old State, who requests the imprisonment of the democratic lawyers, accusing the Association of Democratic Lawyers of being a front for the Party, acting as a vulgar windbag who never proves his slanders. He is also a recalcitrant point man for the abolition of the right to legal defense, and clamors for draconian legislation to combat subversion, which is nothing less than an attempt to maintain legal appearances while in essence violates it, destroying all rights and fundamental liberties with the goal of repressing and condemning those who are found guilty based on circumstantial evidence and even simple suspicion.
