The death penalty is an old historic tradition of the reactionary State and its genocidal armed forces. It is nothing new. On the contrary, it is a custom that always reoccurs in the face of popular insurrection, whether by peasants or proletarians.
Death Penalty Only Condemns The Old State The history of the republic is stained with the blood of our people. Peace has never existed, only savage exploitation by a privileged social class that blocks any progress of the oppressed with giant massacres under the sanction of "laws" and with the blessing of the Catholic Church.
The death penalty has always existed, in the form of genocide, selective assassinations and "disappearances." The only thing the denominated Constituent Congress or any other Congress can achieve is to legalize it: "constitutionalize it," and nothing more.
The wretched Fujimori and his gang (Nicolás Hermoza Rios, Vargas Alzamora, Montesinos, Raul Gonzales, Carlos Tapia, Degregori, etc.) shout to the four winds about a supposed defeat of the Communist Party of Peru. They claim to have detained over 90 percent of the leading cadre of the Party, therefore, the "pacification" of the country is forthcoming. If this is so, what do they need the death penalty for? Why do they need state of emergencies over two-thirds of the national territory? Why do they need hooded judges and inhuman prisons?
The contradictions in which the old State finds itself reveals the truth: the Communist Party of Peru, led by Marxism-Leninism-Maoism, Gonzalo Thought, is as strong as ever and advances unstoppable on its march towards the conquest of power. This is the only reality.
Now the counterrevolution has seen fit to introduce an open and no longer underhanded death penalty. This poses no threat to the fighters of the PCP. The revolutionaries decided at the start of the People's War to give their lives for the Party and the Revolution when these require it.
The ones who quake in fear are the revisionists lodged in peace committees, municipalities, unions and universities; along with the revisionists of the "opposition" in the rubber stamp called Congress. Because of this, they kick and scream at the putrid Congress of the tyranny that they helped create. How ironic.
We know that every heroic life deserves a heroic death. Isn't it heroic to die defending the ideals and interests of the people when facing the executioner of the old oppresive state? This is the heroic death faced by the prisoners of war who with their blood and lives, have erected the Day of the Prisoners of War, the Day of Heroism, and the Day of Heroic Resistance. Examples to the world on how to resist tyranny and oppresion. These fighters, who gave their lives in heroic resistance, were the best sons and daughters of the people who didn't live to celebrate with their comrades the victory of the Peruvian revolution. Furthermore, they showed the reactionaries that blood doesn't drown a revolution; but waters it, and that the communists, do not fear death.
Fear consumes the imperialists and the reactionaries that already have one foot in the grave, and the genocidal armed forces that are brave when killing unarmed people, but cowards when dying in the battlefields at the hands of the People's Army of Liberation.
From another perspective, the "Ultimate Penalty" puts on the "new image" of the old State that the lackey Fujimori wants to show to the world (the "new image" being the genocidal dictatorship installed by the coup d'tat of April 5th, 1992) in a bind. International aid organizations disapprove of these measures and deny the reactionary State technical, and more importantly, economic aid.
For this reason, we can clearly see today that the old State does little besides frantically dig its own grave. The imposition of the death penalty will absolutely not lessen the decisiveness and combativeness of the revolutionaries. Rather, the reactionaries find themselves stripped once again of their hypocritical masks of "democracy" and respect for human rights.
Now unmasked, Fujimori and the old State are seen before the world the way they've always been: vile murderers of our people.
